I don't know which is worse between GTB and WEMA. I had a similar issue with GTB and couldn't contact them.

Their contact email address doesn't go. And whoever is running their Twitter help page is clueless. That one just kept sending me images of a POS machine and what to do in case of a failed POS transaction.

Most banks are the same just like no preferred or best internet service provider (ISP) in Nigeria. If any is good just know that they have few customers or traffic, after which services (both bank and ISP) nose dives. This is Nigeria where SON, BPC and CPC doesn't work.

My advice would be for you enter small amount of cash at a time just to check in case it runs into dispence error.

I still prefer GTBank even if their own dey their body. I remembered when I was debited during a flight booking without refund that lasted close to a month. I nearly finish GTBank with emails close to 200 copies. No be their eye them take refund me sharp sharp.

UBA - is simply Useless Bank of Africa and I can say that without any form of reservation and that is a story for another day

It is now trite that there are three arms of government recognized by our constitution – The Constitution of the Federal Republic of Nigeria, 1999.

While most people love to add the epithet “as amended”, I would like to limit my reference to that much-vilified document as “the constitution”. The Constitution which came into force in 1999 having been given birth to by a military decree has since been amended by ‘alteration Acts’; four (4) times.

Most neutral observers would quite inevitably confirm that almost all the alterations ostensibly have the aim of consolidating political strategies and power. The basic question that our teeming constitutional law experts would need to think about is why the constitution should be dominated by political calculus.

Another point which cannot be denied is that since 1999 at least, Judicial action has been dominated by cases and matters hovering around political power and politically-motivated litigation. Why is this so, you may ask. The answer is not far fetched for instance the constitution provides that the judicial powers of the federation (as well as the states) is vested in the courts created by the constitution.

Similarly, the courts are imbued with the power and are vested with jurisdiction to hear and determine whether in the making of any piece of legislation either the National Assembly or a State House of Assembly has exercised the power to make such law in accordance with the constitution. Strikingly, there is no political office that is insulated from judicial enquiry save in circumstances that are limited.

Accordingly, whether a person has been validly elected to the office of the President, Vice President, Governor or Deputy Governor under the Constitution comes within the jurisdiction of the courts or tribunals created by the same Constitution.

In addition, whether one is elected as a member of the National Assembly, States House of Assembly or even as Officials of a Local Government Council, such office comes within the purview of judicial scrutiny. It is, for this reason, there is a political season which instructively, always yields to “a judicial season”.

It must be noted that our courts, in several decades have had to contend with two politically charged scenarios – whether a person has been validly elected, and again whether the term of office of any person elected under the Constitution has ceased.

For example, the very first election under the 1999 Constitution brought Chief Olusegun Obasanjo, the winner of the election before the presidential election tribunal by the loser the then General Muhammadu Buhari. When Chief Obasanjo was re-elected in 2003 he again was challenged.

It is on record that the only person in recent presidential election history in this country who refused to file a petition is Dr Goodluck Ebele Jonathan, GCFR. In fact, each election to the office of Governor has yielded in each election cycle several petitions together with the resultant appeals.

It is to be remembered that during the tenure of Chief Olusegun Obasanjo as President, he took the volatile step of declaring the office of his then Vice President Atiku Abubakar, GCON vacant.

The question then that came to the Court of Appeal sitting at first instance, was whether the term of office of Alhaji Atiku Abubakar, as Vice President under the Constitution had ceased, See Alhaji Atiku Abubakar v Attorney General of the Federation and 5 Ors [2007] 3NWLR Pt 1022 515.

The outcome of that case will have a bearing subsequently when we offer comments on the supreme court’s decision in respect of the Bayelsa debacle. Our experience is that when the office of the President, Vice President, Governor or Deputy Governor comes up for judicial review, it is usually an earth-shaking experience.

It will serve no useful purpose to bring up any of the innumerable pre-election or election petition cases, that have come before our courts and tribunals. It is pertinent at this stage to indicate that pursuant to the provisions of the Electoral Act, an election may be challenged by an election petition brought by a candidate who contested for election or by the political party which sponsored such candidate and thus participated in the election.

Consequently, what this comes to is that every political heavyweight or gladiator who comes to a tribunal or court brings his political fortunes into the equation. Similarly, any political heavyweight or gladiator whose fortune is in the balance also adds the fortunes of his political party in the mix.

It is therefore quite simple to understand why it is not within the reasonable contemplation of political parties or their candidates that an election petition or an appeal arising from it should be lost without a show of muscle, the fight to a finish. This explains the win-at-any-cost mentality.

Guided by this background, it is hoped that party faithful in Bayelsa, as well as Imo States, would understand that litigation in court is unlike the game of football where the outcome of a match may be a draw.

On the other hand, in court, particularly in post-election challenges, there must be a winner as well as a loser. In football as organised by major leagues around the world, the integrity of the outcome of a match is very important and for this reason, the players, as well as the officials, pass through various tests and processes in order to guarantee their fitness as well as their individual and collective integrity.

As an example, all football players undergo rigorous medical tests to ensure that they are not on drugs or other prohibited substances such as performance-enhancing beverages. In that regard, anything that can promote suspicion, in the overall interpretation of the outcome of a game is scrupulously forbidden.

Once you understand the stringent regulations of all sports judged as competition, it becomes quite easy to understand that the outcome of litigation can, most times, ruffle several feathers.

This is another way of stating the obvious namely, that political litigation resulting in the loss of a political office is always akin to heavy weather.

Facts Revealed: Why Buhari is Nigeria’s Best President (Economy, Investment, Agriculture and Social Investment)

INTRODUCTION

I cannot remember who once said that if you try to deny the truth, it does not change the facts. This is where we are in Nigeria today, with the significant achievements of President Muhammadu Buhari’s administration.

In the first part of this series, we examined infrastructure — highlighting why the greatness of the Buhari presidency is hinged on the sustainable impact of many of its policies, programs, and projects. In this part, we will be discussing how and why President Buhari’s economic, investment, agricultural, and social investment programs are unparalleled in the history of our nation.

AGRICULTURE

First of all, to give us an insight into some of the notable achievements of Buhari’s administration, during his first term as a democratically-elected President, in 2017 alone, Nigeria’s agricultural exports grew by an outstanding 180.7% above its 2016 value.

Similarly, the Anchor Borrowers Programme (ABP) of the Central Bank of Nigeria, to encourage farming across Nigeria, has made available N82 billion in funding to 350,000 farmers of rice, wheat, maize, cotton, cassava, poultry, soybeans, and groundnut. So far, these farmers have helped to cultivate over 400,000 hectares of land — leading Nigeria to become more self-sufficient when it comes to the provision of basic food items.

It is important to also point out that the ABP has substantially raised the local production of rice in the country. As it currently stands, yields have doubled from 2-3 tonnes per hectare while Nigeria’s paddy production has doubled compared to its 2014 levels.

Between 2016 and 2018, eight new rice mills have come on-stream in Nigeria, a situation that has increased the country’s milled rice production by about 60 percent, from 2.5 million metric tonnes in 2015, to 4 million metric tonnes in 2017. There is also more than a billion dollars private sector investments in the production of rice, wheat, sugar, poultry and animal feed, since 2015 — this shows that many more Nigerians have returned to the farm and reaping significant rewards.

Additionally, there is also the Livelihood Improvement Family Enterprises (LIFE) programme which was initiated by the Buhari administration. This program, which is aimed at bringing life back to rural communities through the empowerment of youth, women and other vulnerable groups across the country, is geared towards promoting community-based on-farm and off-farm business activities as a model for job and wealth creation amongst unemployed youth and women in rural and suburban households. As the programme continues to grow, it is expected to establish over 150,000 cooperatives nationwide under commodity value chain groups.

The Buhari administration has made provision of agricultural credit for financing the production of rice, wheat, ginger, maize and soybeans in Kebbi, Niger, Kaduna, Kano, Enugu, Benue, Zamfara, Anambra and Kwara States.

Still, in a bid to aid the growth of the agricultural sector, fourteen moribund Fertilizer Blending Plants have been revitalized so far under the Presidential Fertilizer Initiative (PFI); with a total capacity of 2.3 million metric tonnes of NPK fertilizer.

The Presidential Fertilizer Initiative (which involves a partnership with the Government of Morocco, for the supply of phosphate), has thus far resulted in the revitalization of 14 blending plants across the country, with a total installed capacity over 2 million metric tonnes. The benefits include annual savings of US$200 million in foreign exchange, and N60 billion annually in budgetary provisions for fertilizer subsidies. The Scheme has also made it possible for farmers to purchase fertilizer at prices up to 30 percent cheaper than previously available.

ECONOMY

Shifting to the economy, the Buhari administration has made concerted efforts in resuscitating the economy which was worst hit by the 2016 – 2017 recession. The inflation rate has fallen from about 17% to the current 11.61%. Nigeria’s External Reserves have risen from $29 billion in May 2015 to $42 billion in 2019.

Tax Revenue increased to N1.17 Trillion in Q1 2018, a 51% increase on the Q1 2017 figure, following the addition of six million new taxpayers to the tax base in an effort by the Buhari administration to diversify government revenues.

Solid Minerals’ contribution to the Federation Account outstandingly rose from N700 million in 2015 to N3.5 billion in 2017.

Moreover, US$1.7 billion has been saved by the Buhari government following negotiations to reduce the US$6.8 billion accumulated in NNPC/IOC Joint Venture Cash Call arrears to US$5.1 billion. While for Nigeria’s non-oil export earnings, for the first time in Nigeria’s history, it reached a record high of 577 billion naira between January and March 2018.

Similarly, under the Buhari administration, the Nigerian Sovereign Investment Authority (NSIA) has seen fresh inflows of US$1.15 billion since 2016, and more than N300 billion in private sector investments in the rice value chain since 2015.

Nigeria has moved 24 places upwards in World Bank’s Ease of Doing Business rankings since 2018, earning a place on the list of top ten reforming economies in the world. Nigeria has similarly moved 22 points upwards in the Global Competitiveness index. Of course, the Buhari-led Federal Government has made investments in modular refineries, to ease the fuel situation in the country.

The Bank of Industry under this government has disbursed more than N160 billion in loans since 2016, just as the Nigerian Stock Market ended 2017 as one of the best- performing in the world, with returns over 40 percent.

An average of US$1 billion is recorded as weekly turnover through the new FX Window introduced by the CBN headed by Godwin Emefiele in April 2017. This attracted about US$25 billion in inflows in its first year, and a total turnover of $47.14 billion – indicating rising investor confidence in Nigeria.

President Buhari on November 4, 2019, assented to the Bill amending the Deep Offshore (and Inland Basin Production Sharing Contract) Act, which is projected to generate an est. $500 million in additional revenues for the Federal Government in 2020, and over $1 billion from 2021.

SOCIAL INVESTMENTS

Above all else, the Buhari government has proven to be pro-masses with the incredible success recorded with its celebrated Social Investment Programme (SIP), which has been praised as the largest and most ambitious program in the country’s history, with a clear focus on the most vulnerable of our population.

Notable for its aim of investing in people, the four components of the Social Investment Programme, have yielded tremendous successes. For example, the Home Grown School Feeding Programme (HGSFP), has witnessed massive enrolment in primary schools in participating states as over nine million pupils are being fed at schools with one nutritious meal per day. The Buhari-led Federal Government has so far paid out over N66 billion to the 26 states currently enrolled in the scheme.

The Buhari administration also supports nearly 300,000 Nigerians with a monthly cash transfer of N5,000 to lift them out of absolute poverty. The Conditional Cash Transfer (CCT) scheme provides targeted monthly Base Cash Transfer of N5,000 to the poorest and most vulnerable households in the country, to lift them out of absolute poverty. This scheme runs across 26 states with N12.8 billion so far disbursed to beneficiaries.

With over 500,000 Nigerian graduates, selected from 36 states, and being paid a monthly stipend of N30,000 to work in various sectors like education, health, agriculture, construction, etc, the N-Power scheme is undoubtedly the largest post-tertiary employment programme in Africa. This has also — to a large extent — reduced youth unemployment as many young people who take part in the program have been reported to go into self-employment immediately after, using the monies they saved up from the program.

Through the GEEP programme which consists of the FarmerMoni, MarketMoni and TraderMoni schemes, the Buhari government has disbursed N26.4 billion in interest-free loans, to over 1 million market women, traders, artisans and farmers across the 36 states of the federation and the FCT.

BUSINESS CLIMATE

We reliably gathered that using a Gestapo style the Lagos Task Force officials have been invading homes of Northerners in Lagos in ungodly hours of the night and carting away motorcycles while forcefully abducting the occupants and hauling them into detention.

“We dare say we have not seen this kind of Impunity against Northerners in recent years.

“It is even strange that this is coming from the Southwest, a region that expects the North to hand over the 2023 Presidency to its own.

“We have reason to now wonder if the Southwest truly expects the North to make it a successor in 2023.”

Consequently, the AYCF declares as follows:

“We find totally unacceptable the use of force to invade the homes of Northerners in the wee hours of the night and ‘arresting’ them for no legal or
constitutional reason.

“We are not aware of any law by Lagos State Government banning Okada, even though we know that restrictions have been imposed on Okada in selected Lagos communities.

“It is, therefore, imperative that the either the Lagos State Government or the Task Force explain the legal and Constitutional basis for this action.

“It was very touching when we saw the Task Force officials raiding homes with majority of Northerners in Oshodi area on the wee hours of the night.

“We demand immediate explanation for this humiliating operation, let either the Lagos State Government tell the world that it officially sanctioned this Gestapo operation or it was the instruction of Task Force boss that we are seeing this physical assault on our people.

“We are deeply disturbed by this rather uncivilized conduct in the 21st century, happening in a supposedly cosmopolitan city like Lagos.

“We gathered that the people in many Northern States are already tensed up by the news filtering out of Lagos since Thursday through Saturday.

“And we dare say this kind of tension in the North has very often been a precursor to revenge attacks. Something drastic must be done to avoid a recurrence of past security challenges caused by the humiliation of Northerners in Lagos.

“We call on President Buhari to take drastic steps in ensuring this Impunity by Lagos State Government or Task Force is halted immediately.

“We call on all security agencies to take immediate steps in averting a situation capable of destabilizing the country.

(1) It is no news to anyone that the Norte Dame Cathedral In Paris recently caught fire. As soon as it happened donations began pouring in to refurbish the site. Some of the donors are African presidents whose own countries are in ruins but alas, they have got caught up in the stampede and are pledging to assist France despite the fact that the French do not need their help

(2) Let us leave the African craziness to one side a minute as it sometimes beggars belief. Donald Trump, Theresa May or Angela Merkel have not offered any cash towards rebuilding the cathedral but President Alpha Conde of Guinea has donated €2m. For me, what is key here is the pledge of President Emmanuel Macron to restore the castle completely within five years

(3) Notre Dam Castle is a historic building completed in 1210, so restoring it will be complicated. It is actually much easier to build a new cathedral from scratch but alas, trust the French, they will restore Notre Dam in five years as promised because they know the tourist potential of the building and cannot afford to keep losing revenue

(4) This is something we African leaders need to learn and adapt to. Nigeria is terrible when it comes to delaying projects or wasting time in infrastructural developments and we need to radically change our mindset if we are serious about infrastructural provision. With the way technology changes rapidly today, unnecessary delays dramatically increase costs

(5) Our worst example is the Lagos Light Railway Project which we have been building since 2009. Nowhere in the world does it take 10 years to build a 35km urban light railway project. It is not as if they are blasting through rock, going over mountains or building a tunnel. This project could easily have been completed within three years if we were serious about addressing mass transit in Lagos

(6) Our Lagos light railway is based on the design of London’s Docklands Light Railway Line, that 38km network which opened in 1987. Now, let me shock you, the contract for the initial London Docklands Light Railway Line was awarded to GEC Mowlem in 1984 and the network was constructed between 1985 and 1987 at a cost of £77m. It was formally opened by Queen Elizabeth II on July 30 1987 and passenger services began on August 31

(7) Can someone please explain to me how the London Docklands Light Railway which originally had 15 stations in its first phase was completed within two years, yet a similar project in Lagos, the Blue Line of the Lagos Mass Rail Transit programme with just 27.5 km from Marina to Okokomaiko and 13 stations has not been completed in 10 years?

(cool While we have been on this Lagos project, Ethiopia has completed the 759km Djibouti to Addis Ababa heavy duty railway line that cannot only carry heavy freight but runs at speeds of 120km per hour. They began work on it in 2011 and the line was commissioned in 2016 under Ethiopia’s ambitious Growth and Transformation Plan. This line cost a total of $3bn and was completed on schedule. Before you know it, the project will have generated enough revenue to repay off the loans it borrowed from the Exim Bank of China, the China Development Bank and the Industrial and Commercial Bank of China

(9) Nigeria did not always used to be like this as we completed the National Stadium, Surulere on schedule in time for us hosting the All African Games in 1973 and completed the National Theater, Iganmu on schedule in 1977 ahead of us hosting Festac. Because these projects were completed on time, they did not incur extra costs. It appears that my people do not appreciate the fact that delays can sometimes increase costs by up to 30%, so we need to introduce a Zero Tolerance Infrastructure Delay campaign to prevent the cost of projects spiralling out of control or even being abandoned altogether

(10) Our most shameful project in this regard is the Mambilla Power Plant conceived by President Shehu Shagari in 1982. Some 37 years later and after spending $16bn, we are yet to complete it. As you can see, we are our own worst enemies. These days, China is completing sky scrappers within two months and completing unbelievable bridges within two to three years. How do we change our mindset my people?
