Hello please there is no where in those articles where a blue print for running Britain was stated. The UK as a country already has a blue print which it runs on and what you have there is the opinion of an individual suggesting a blue print for UK which surprisingly is against brexit. The UK only started talking about blue print after the referendum if you actually read those articles properly. When any country joins EU which is a political and economic union, they are bound by article 50 on how to exit if they want to. What is the documented process for how any part of Nigeria can opt out of Nigeria please?.

Britain is going out of an economic and political union just how any country can go out of ECOWAS and AU which are totally different from seeking for Independence. The two situations are not similar so your example and comparison is just laughable please and you guys should stop mentioning south Sudan please. Catalonia is trying to seek independence, please tell me you are aware of any blue print they have that is public?, blue print is mostly secret and internal. Singapore was expelled from Malaysia but they are doing fine today so you guys should focus on what is the right thing to do. A group of people wants to leave Nigeria, what is the process of leaving and leave anything about blueprint to the internal processes of Biafra as they are not for public consumption.

Local governments will never be free from state influence until you disallow political parties from contesting local government elections. Infact i think we should experiment with a no party kind of democracy to solve the issues we have with our political parties performance in governance issues.

The unity schools are model schools with a defined purpose and goal hence the criteria and system of admission used to direct activities towards that goal. It is a simple methodology, x amount of students from each state to be distributed in equal y amounts to all the unity schools across the country except where a state cannot fill her allocation. Each state has their own criteria in selecting students to fill their allocation and its not the business or concern of other states.

We can decide to bring five nuclear scientist from ten different countries but you will agree with me that they are not all equal in intelligence even if they are all the best brains representing their country. There are many other ills which you guys are overlooking, educationally less developed states syndrome, catchment areas, appointing indigenes mostly to state civil service and giving scholarship to state indigenes only. Physician heal thyself first before you condemn northerners for an insignificant amount of unity schools in comparison to the multitudes of state schools littered all over the place.

There is a passmark but different for each state based on students performance and appropriate level to meetup with given allocation for the state.

Its not compulsory to attend unity schools as there are numerous state schools littered all over the place and even private schools are everywhere now.

Setting the cutoff point to be 2 does not mean there no students with pass marks way above 100 from those states. The cut off points are set so low to accommodate as many student as possible in view of the allocated slot given to these states. Coping with student with higher pass marks is not relevant as teamwork and proper teaching methods will help every student grow and stimulate learning that might not be possible if allowed to continue with the teaching methods used in their state of origin.

Most state has more secondary schools than unity schools and even more capacity to accommodate huge number of students than unity schools. So our focus should be on upgrading the standard of our state schools because the unity schools were the best in the country at the time of their establishment. When we focus on the purpose and system created for the unity schools then it is no need to fuse about the present situation. If you are going to make the cutoff points equal and uniform then there is no point calling them unity schools anymore. We can aswell abolish catchment areas and educationally less developed states provisions in our admission process also as people get cheated with such provisions.

The cost for attending a unity school is the same irrespective of the cutoff mark used in gaining admittance so the logic does not correlate for me and there is no where in the world such is practiced.

Now that is a good point which i support too but remember it also translates higher to accommodate educationally less developed states and catchment area policy in higher institution of learning admission system. so the issue in our education system is do we want 100 percent merit based admission system or not. Which states are going to support or kick against it, in going forward then we will one day encounter the issue that this quota policy tried to avoid then again in the Niger delta people. They might be saying that how will you discriminate against us when it is our oil that is used to build and fund the schools in Nigeria.

Now you understand the reason behind the unity schools and yes it is way beyond low but it is expedient they bring it low to eat from the unity school national cake established with the resources of every part of the country. It is low because i doubt if many students from those state gets above 100 so they have to lower it to take advantage of their allocated quota.

ACM10: Why should the state fund be spent on an institution that discriminates against its citizens? Why should one student from one part of the country be forced to attend a private school, while the other is sponsored or under generous subsidy by the government?
The constitution says each state should give scholarship to the best students resident within each state as long as they are citizens of Nigeria but states in Nigeria only gives scholarship to people they term indigenes or whose state of origin is that state. So how about that as well or do you want us to dive into the wrong policy of admitting more indigenes into state civil services that is clearly against the constitution that request for state to employ Nigerian citizens from all part of the country?.

How would you have built the unity of this country if not through policies like this?, we are a multi ethnic nation to let you know.

ACM10: It is only in Nigeria that schools are establised for the purpose of unity, instead of learning. Yet some mofos are shamelessly defending it. Later you wonder why Nigeria is a shithole.
They all still learn in the unity schools even if it was based on unity and there are other schools admitting on merit . . . Private, state schools and suleja academy. The unity schools are just about one to four for each state while state do have hundreds of secondary schools scattered within the state so whats the fuse?.

The only fuse here is because the unity schools are better than some state schools and if the states were better, who will give a Bleep about unity schools.

In addition to my earlier write up . . .i just want to point it out that even when yobe has a lower cut off point than Anambra, it doesn't mean more students from yobe gets admitted than other states because there exist a predefined and equal amount allocated for each state. Even students from the south eventually fill up those places because the northern states are not able to fill their quotas. Anambra can as well decide to reduce their points to 2 and it will not change the prefixed amount allocated to it by the system.

Yes it is true but i do not call it wickedness as there are alternatives for the child from abia to attend state or private schools. Unity schools were not created for a uniform merit based criteria and you will understand when you read my post above.

There is no justification in asking one student to score 139 and ask another one to score 2 in the same exam.

We are neither saying that every kid in the south is smart or default more intelligent than any kid from the north! Rather, it is the policy that is saying so! The policy makers by this policy are claiming that the Southern kids are more brainy than their Northern counterparts and hence the need to set different standards. Very High standard (for the South) and no standard at all (for the North).

Who is afraid of leveling the standard? By the way, are you saying the policy setting up the unity schools distastes academic excellence?
There is nothing to review in my opinion based on the reason why the schools were set up in the first place. There is suleja academy for 100 percent based merit irrespective of the regions or state of origin. The unity schools were established after the civil war to bring the best brains from all over the country ( in allocated quotas ) to train them under the same roof and foster unity among them.

Let me explain the bold above because that is what is causing problems for people who are angry with the cut of marks. In my opinion they should not have used cut of marks as a criteria if the goal is basically to brng almost equal proportion of pupils under the same roof to foster unity and oneness.

The unity schools were established to bring the best brains from each state and in so doing each state therefore has a different cut off mark used in selecting their best brains and it is totally independent of the cutoff mark used in other states. Lets say each state has 100 allocations for the about 104 unity schools across the country then each state must produce 100 students each if they can fill up the quota allocated to them. If they cannot fill it up then the remaining allocation is spread out to other brilliant students from other parts of the country.

Some states have a huge cut off mark because they have more students applying and performing well in the examination. States with cut off mark of 10 also lowered it to that level in order to meet their allocation and sometimes it is not compulsory to meet your allocation, then in this case you can increase the cut off mark to allow an amount of student that is not up to the given allocation.

The thing is the cut off mark is just used to screen the students that will be available for posting to any federal government college across the country. So when yobe sets a cut off mark of 10 then in so doing she is able to get her desired amount for posting to anywhere around the country.

Each state has the right to either fill or under fill their allocation and at liberty to use their own cut off mark in selecting their x amount of best brains and this is absolutely not the concern of other states period. Anambra can as well decide to make their cut off mark 198 and that is not the concern of yobe state so do you get the point now?.

There is nothing absolutely wrong with the cut of mark so the house of reps will at the end of the day be chasing shadows. The purpose and system of admission into the unity schools has already been laid out so why the fuse about the cut off mark. We should rather focus on using a different criteria to select students into the unity schools since the present criteria is not allowing us to see the reason why they were established in the first place.

Note: In my opinion the present arrangement of admittance is faulty but the disparate cut off points is on the right foundation.

Enrollment instruction for everyone.

Every citizen from the age of 16 years and above and legal residents are eligible to enrol for the NIN. (Arrangements are currently being made to ensure that all persons from birth can be registered and enrolment of biometrics from the age of five (5) can be achieved).The process is the same whether you choose the self-service or you require an assisted service.

There are different ways you can enrol for the NIN:

Self Service Enrolment
Stage 1

Applicant visits NIMC website: http://www.nimc.gov.ng to access the Enrolment Form or walks into an enrolment centre and use the self-service workstation.
Fills the Enrolment Form online and prints a summary sheet with a 2D Barcode and Registration ID number.
At the enrolment centre, the enrolment officer scans barcode to pull up the applicant data or uses the Registration ID Number to pull up the information from the database.
Alternatively,

Applicant walks into an enrolment centre and picks up an enrolment form.
Fills the enrolment form, providing the required demographic information.
Applicant approaches the enrolment officer who collects the completed form and inputs the details into the enrolment portal.
Stage 2: Applicant verifies and confirms the enrolment data on the system.
Stage 3: Applicant has his photograph, finger print captured.
Stage 4: Applicant has his supporting documents scanned.
Stage 5: Enrolment is acknowledged and a slip is generated and given indicating completion of enrolment.
Stage 6: Applicant leaves the enrolment centre.

b) Assisted-Service
Stage 1: Applicant walks into enrolment centre and request for enrolment assistance.
Stage 2: A support officer assists applicant in picking and filling the enrolment form.
Stage 3. Applicant approaches an enrolment officer who collects the completed form and inputs the details into the enrolment portal.
Stage 4: Applicant verifies and confirms the enrolment data on the system.
Stage 5: Applicant has his photograph, finger print captured.
Stage 6: Applicant has his supporting documents scanned.

Stage 4: Applicant verifies and confirms the enrolment data on the system.
Stage 5: Applicant has his photograph, finger print captured.

Yes they should form regions by themselves and not through the constitution. Two to five local government can come together and cooperate in health care, education, provision of water and security matters. You can decide to do it alone if you feel that the capacity and capability is there for you.

Yes some local government are small but it doesn't mean they cannot meet some of their basic functions which can be a collection from health care provision, education, water supply, regulating small business, markets, local transportation, farmlands and environmental duties. They can cooperate with other local governments for other big projects that they are not capable of doing.

Local government can always be self sustaining through activities within their domain and some support from the central government. They initially got their funding straight from the federation account until lagos state and some southwest state won the court case to control both the state and local government allocation. It was only lagos state that actually funded their local government when this change was made while the others starved the local councils.This is what is obtainable to this day in the whole federation and until we fix that then our local government are just like waste pipes.

The states too are also random cut of lines and that's why we still hear stories for agitation to create more states. No one is going to ask for more states if there is no allocation from the center. Our federalism is a mess and until we fix that, we will continue to have unproductive state and local government. Infact save for the allocation that comes to the state and then we actually have numerous unproductive states and local governments. Local government has a place in our soceity but the present structure will not allow them to function properly.

For Nigeria to progress, scrap the states, merge the house of rep and senate, let them work on part time basis, go back to resource control and make the center less desirable. Local government should control their resources while paying taxes to the center. Transfer 80 to 90 percent of the present duties to the local government then see how competition will make us to do the right thing. Even this can be done in the present structure but you hardly see local government cooperation but you here only states shouting about regional integration.

I would have preffered for the states to be dismantled and and lets have local governments that can cooperate to work on regional basis. The most important thing also for our system to work is to make every local government control her resources while paying taxes to the central government.

I don't know when it is going to end but i doubt if anything meaningful will come out of it in terms of creating more states or granting autonomy to LGA's

The state governors are still there on a temporary basis from the speech and can be removed anytime if they are not cooperative with the military.

Putting the cart before the horse as usual. you don't contract transport service to private individuals and expect anything good to come out of it. This same mess has been replicated all over the developing world, scale is needed to fulfill most of these demands and service we need in the transport industry. Until we change to how it is properly done in developed countries then expecting much from them is misplaced in my opinion.

Like someone said earlier the cost of requiring them to now wear uniforms will be placed on the passengers. Keep giving them more burdens and they will keep on transferring it to their passengers because actually they are running a business here and not a charity organisation. In-fact they have no motivation to do all that if not forced self because there is no problem of competition and their primary motivation is for profit making at minimal cost. They are not even obligated to pursue quality as they are the default power bloc in the commercial transport industry.

But i wish them luck though and with little changes like this then i believe we will get there but these guys are too powerful for the government to displace them and do the right thing.
