The Russians can detect stealth, that is the main reason Turkey jettisoned the F-35 and instead opted for the S-400 due to what they saw happened in Syria. So the Harpoons are hardly a threat in that regard.

If it fails in Ukraine eh, that will be billions in potential sales down the drain. They wouldn't want to risk it, especially now that US stealth missiles like harpoons are in Ukraine already. Moreover, it will be a good opportunity for US and NATO to develop battle strategies against Russian latest technologies from the distance of their own borders.

They sent Russian tanks because that's what the Ukrainians are used to. It takes months to master new tanks because they have different design and fighting philosophy and different operating languages. Ukrainian military don't have that time to spare.
