Four of the 11 Nigerian Prison Service officials indicted by a Federal Government panel for releasing convicted drug barons have fled the service to evade prosecution, SUNDAY PUNCH investigations have revealed.



The other seven, it was gathered, have been dismissed by the NPS following revelations by the probe panel that they were part of a cartel that specialised in releasing convicted drug barons and couriers before they show up in prison.



Though the panel recommended the prosecution of the 11 prison officials and other individuals arrested in connection with the racket by the police and the Ministry of Justice, this was not done as they were never arraigned in court.



Also, the lawyers involved in the racket were not known to have faced any disciplinary measure from the Nigerian Bar Association as advised by the panel.



The cartel, which comprised National Drug Law Enforcement Agency operatives, lawyers and prison wardens, is believed to be responsible for the release of 197 drug barons and couriers convicted and sentenced to various jail terms.



Details about the cartel‘s activities were contained in a report submitted to the Federal Government by the panel, the National Committee for the Reform of NDLEA, set up to probe the agency in 2007.



The seven-man panel led by Justice Gilbert Obayan (retd) identified 11 NDLEA prosecutors; 14 lawyers; and 11 prison officials as the members of the cartel.



Former Minister of Justice and Attorney-General of the Federation, Chief Bayo Ojo, had set up the committee in October 2006 at the instance of former President Olusegun Obasanjo based on the need to overhaul the operations of the agency.



According to the report, the cartel either ensured that convicted drug barons did not get to prison after leaving the court premises or that those who did were quickly released.



The report noted that the cartel ensured that 101 convicted drug barons and couriers in 2005 were not taken into prison custody after being sentenced, and that 96 convicts ‘disappeared‘ between the court and prisons in 2006.



Findings by our correspondent indicated that the cartel‘s modus operandi also involved the release of convicted drug barons on the pretext that they escaped from jail.



A source in the NPS explained that the prison officials had an extensive network that traversed the major federal prisons in the country where they have colleagues working for them. The errant officers were believed to have been working for very hefty bribes from the drug barons.



When contacted, the NPS Public Relations Officer, Mr. Kayode Odeyemi, said he did not know the fate of the indicted prison officers, promising to find out and get back to our correspondent. He, nonetheless, did not do that as at press time.
