Yes, there is. At SHOPRITE in Alausa, ask anyone that you are going to ELEPHANT house. The passport office is not far from there. It's directly opposite the LBIC (Lagos Building Investment Corporation) office. The Ikeja passport office was commissioned last year October.

Was at the Ikeja passport office today, only to be welcomed with the new e-passport prices. For children below 18 years = N8,500. Adult above 18 years = N20,000 and adults above 60 years = N8,500. So, you need to know the new prices before jetting out to any of our passport offices in Nigeria. Better still, you can go online and check. Goodluck.
