Dump can't protect Sir Mandelson. Down here, we don't even need to hound Sir Mandelson to resign. You don't know how the interest USA pays on its debt is arrived at, which is fair, since you are asking.

USA borrows by selling bonds to raise the money they want. They state how much they want to raise, and lenders (bond buyers) will state how much they will charge. An aggregate is then arrived at for that particular bond.

The fed can say what its effective federal funds rate (EFFR) is, but as you will see in the article linked below, that does not determine the interest USA pays on its borrowing, though I know you wouldn't bother to understand it and would only come back with 2000 mules. Its basically saying the fed cut rates and bondholders charged even more, which will be the case if the fed lowers the EFFR even lower.

This is because at the end of the borrowing period, after which the lender has been paying interest, the lender also pays the principal, which might not be worth the same amount that was lended due to depreciation or inflation, or even appreciation and deflation, the later which might make your lent money be worth even more, in which case you might have not minded a low interest, but would mind if your money was worth less when paid back, for which you'd have wisely demanded a higher yield at issue.

Perhaps think of your own debt/credit. You don't tell the lender how much interest you will pay. Its the lender who looks at the risk you pose and imposes interest on you accordingly. If you are credit worthy, as in you pay on time, you'd likely get a lower interest rate than a person who doesn't, as the lender will compensate for the risk posed. (This, by the way, was dumps New York case was about).

On a serious note, I do wish you'd spend more time trying to understand this than swimming in your magaconspiracies, because its implications are huge in the whole scheme of things.
