Well, my experience is different.

When a "bunch of bad kids who don't follow the rules came" where I played, the smart people who ran the place reported them to their parents and banned the ones who refused to comply instead of stupidly depriving every one.

Same with the British. We don't just sweepingly claim the bad ones are the ones "crossing through a boat, coming illegally", since we don't expect all those seeking asylum to come through legal roots. But if you arrive and become a criminal, we have his majesty's pleasure after which we'd deport you.
