^^Spot on! The problem is with the last mile distribution to the end users. We have done quite a commendable job to get trunk links to the internet highway, but we do not have any metro cable networks of any sort for this data to ride to the customers. Everyone needs some of wireless device at their premises. On the provider side, they need to roll out a network of wireless access points, another capital expenditure. All of these cost is spread over time on the bandwidth charge and passed to the customers!

So in earnest, the only people that can deliver any savings are a network like MTN who already have 3.5G network infrastructure on which their data can ride as well. Therefore, any savings on the trunk links to the internet can be passed on - but knowing the south african company, do not hold your breath just yet!

While we would agree that some of the biggest problems we have are basic infrastructure, we need to understand that the state governors are not on the same pedestal.

What accrues to a lagos or a bayelsa every month, is more than double of what some other states get. With a limited economy, there is only so much IGR you can get. So there is no way we should not expect more effort on the part of the niger delta governors, and lagos. Not holding brief for the rest, because some of them are just clearly not focused, but ND states like ondo, bayelsa that are not making this list should be among the worst if you ask me.

If this man was convincing it would not have been a problem. Obviously, everyone advocating him is pulling the ethnic card which is fine BUT - what happens after 2015 when he hands over and all the northerners on his ship jump back to their region, and they do not need a vote from the south to win elections? You think you are going to have a southern president anytime soon (ignoring the fact that the sell-out politicians would still be bought)?

Ill be optimistic to think that our ethnic sentiments are gone and all of nigeria would be fine with a president from the north for another donkey years!

Deputy leader of the Boko Haram sect who the police said they killed in Maiduguri during last year’s clashes has re-emerged in a new video clip, saying he has assumed command of the group and would continue to propagate its anti-Western education ideology.

Imam Abubakar Shekau was the second-in-command to Mohammed Yusuf, who was killed by the police in July last year after days of fighting between security forces and the sect’s followers. The police said last year that Shekau was shot dead in the clashes.

But a 25-minute video clip, shot on April 19 and obtained by Daily Trust in Abuja during the week, showed Shekau answering questions from a journalist at his hideout believed to be in Maiduguri.

In the clip, Shekau is seen wearing a headdress, with an AK-47 gun and a stack of religious books behind him. People who know Shekau very well identified him in a still image captured from the video clip.

Proclaiming himself as leader of the sect, Shekau said during the interview that with the death of the former leader, he “being the deputy (to Yusuf), stepped in and assumed leadership to continue in the pursuit of religious knowledge.”

However, the police in Maiduguri insisted on Tuesday that Shekau is dead.

Borno State Commissioner of Police Ibrahim Abdu told our reporter that information available to the police indicated that both leaders of the sect—Yusuf and Shekau—have been killed.

“I have not seen the clip and I cannot comment on what I have not seen. (But) to the best of my knowledge, Shekau and Mohammed Yusuf are dead. If anybody can identify them and tell us their location, we are ready to act. But to us they are dead, if they are alive, they are wanted persons,” Abdu said.


There had been no conclusive evidence of the claim that Shekau was killed in the Boko Haram clashes, unlike the case of Mohammed Yusuf, whose death was confirmed because of the wide circulation of the photo of his dead body.

Initial speculations were that Shekau was killed at the sect’s Ibn Taimiyya enclave, when soldiers engaged the members in a gun battle on the second day of the clashes. But there were rumours later that the second-in-command had escaped out of the state.

Asked to explain how he survived the onslaught by security forces during the 4-day clashes, Shekau said in the video clip that he was shot in the thigh but was rescued by “fellow believers and protected by Allah.”

He argued that his men were not the first to attack security agencies, but that they retaliated in self defence after they were hit. He claimed that during the Boko Haram clashes, only a few of his men were killed and that the major casualties were mere passersby, mad people and young hawkers.

Shekau vowed to retaliate for the killings of his followers in Maiduguri and other places.

Asked why they use guns even though the guns were also products of Western education, he said, “Guns are not products of boko, we also can make guns, we even made and used guns.”

On where his sect gets weaponry, Shekau said, “We get them from where we get them. God said we should get them (weapons), the Holy Prophet said we should get them.”

He insisted that the pursuit of Western education is prohibited, and that his group would continue to propagate the Boko Haram ideology.

“What we are saying is that it is not permissible to seek for boko (Western education) under the prevailing system and given the un-Islamic things introduced in boko,” he said.

“We are not fighting Western education itself, what we are opposed to are the various un-Islamic things slotted into it and the system upon which the study of Western education is rested. These are the reasons why we say it’s not permissible to study it.”

The video clip was shot by a journalist, who told Daily Trust that he sought to interview Shekau through some followers in Maiduguri. They then arranged and picked him up at night on April 19 at a location within the city, blindfolded and drove him to a hideout.

The journalist said the place should be in Maiduguri because the drive took just about an hour and did not feel like a movement out of the city. He said he was taken into a house and to a pre-set stage for the interview in a room. He also said Shekau had armed guards with him.

Shekau was, besides being a second-in-command of the sect, the most influential and feared member of the Boko Haram group.

it is a safe assumption to make, but I rather face what I can back up. You probably have closer ties to edo state and knows what happens there, thats why I choose to stick to what the article has delivered to me.

^^ The article did not say he is not doing any other thing in Edo state except IT. I am not from Edo, so I only comment on the information I have been provided through the media.

But my own question to you is, for how long does he need to tolerate the 'wastage' of funds through holes in the civil service before he does this?

I think it is disgusting when ventures like this are being discouraged on the pretext that ' we do not have electricity'! so does that mean every other thing should stop because for some reason the other is not working. We have been trying for 50 years to get electricity, and we havent achieved it, therefore nigeria should be a wasteland of human primates?

This project is very laudable in all ramifications. Do you know some states lose as much as 100% of their wage bill every month due to leakages in the system?

My only concern with it is the scale at which it was taken on at the first go. In my opinion, they should have started with just the tax system for the civil servants, let the processes stabilise within the civil service before u build on it. This way, there is room to make ammends and also ensure that the civil servants are building their capability to handle it as well. The problem with this now is he probably has a team of consultants in there running the system, and in the long run, the core civil service is segregated from the running of these IT services, and they start to look for ways to sabotage each other as it spoils their 'usual business'. It needs to be a synergy for it to work.

It is obvious this man is only trying to do anything to retain himself for another 4 years, and has thrown every other thing to the wind. If they had investors on their agenda, why the heck would he chicken out because some people are talking? Why doesn't he put out a statement on what the trip is for and justify it; he has a media spokesperson afterall.

All they needed to do was reduce their 10 assistants to 4 and move on. If nigerians want proof, take NTA with you and let them beam the signals to us to show that it is not all jamboree but also good business - but HRH GEJ wants to be the goodie goodie listening president - naivety at its best; this man doesnot deserve to be president! Bet you all this would not happen after May 2011.

Truth is nigerian contractors dont want to go through the pains of building capacity; or at least go into some techniical partnership if there is an opportunity lurking. They want all the profit to themselves when they dont understand the half of it.

This is evident on the lower level when you ask an artisan, say an automechanic which car he can repair, he would say all japanese, or even all! They take your car and just start trying things out - same attitude at the top level.

They jump at it cos they feel its now or never and think they can wriggle through it somehow someway. Professionalism is not built overnight.

A breakdown of the N10 billion proposals for the anniversary party include N950 million naira for the anniversary parade including march past, fleet review and aerial display, while another N350 million naira will be expended on  national unity torch and tour.

First Lady Mrs. Patience Goodluck Jonathan will spend N50 million naira on visits to special homes, orphanages, prisons and selected hospitals, while N20 million will be used in sponsoring a special session of the National Children’s Parliament and another N20 million naira will be used to organise a party for 1000 children.

The government will further spend N40 million to organise a Presidential banquet; N50 million for calisthenics performance; N310m for cultural, historical and military exhibitions while N40 million naira will go for what the government called ‘food week.’ Similarly N320 million naira will be spent on secretariat equipment, accommodation, logistics and utilities while N30 million naira is budgeted for the designing and unveiling of the 50th anniversary logo.

In the same vein, the Ministry of Information and Communications will get N1.2 billion naira for insertion of special reports on Nigeria in both local and international media, whereas another N320 million naira will be spent on jingles, adverts, billboards, documentary and publicity. The Foreign Affairs Ministry will receive N105 million for undisclosed expenditure, later said to be anniversary parties by Nigerian missions abroad.

To mark the 50th independence anniversary of the nation, the government has also budgeted N700 million naira to accommodate and transport special guests both from within and outside the country. Another N450 million naira will be used to finance the production of branded souvenir, gift items for foreign heads of state and personalities and the placing of a large and coat of arms on Aso Rock. Variety Gala night and fireworks will gulp N210 million naira, an international friendly football match and local competition will also gulp N200 million naira while event managers and producers will take home N120 million naira.

Designing and publication of compendium on Nigeria gets N400 million, one on the legislature gets N150 million and another one on the judiciary gets N50 million naira, while commissioning of golden jubilee plaza gets N10 million naira and  designing, construction and mounting of Tower of Unity in the 36 states of the Federation gets N540 million naira.

Debates, essays, conferences, lectures and colloquium will gulp N150 million naira, even as musical concerts and carnival  in the 6 geo-political zones will cost N60 million naira. Durbar, masquerades and cultural dances will consume N100 million naira and designing and construction of 10 symbolic monuments of founding fathers of Nigeria will cost N80 million naira.

A memory tone at the Tafawa Balewa Square Lagos will consume N40 million, security and protocol will cost N500 million while only N25 million is budgeted for medicals during the anniversary.

I don't think that is what the @OP is advocating here. Jonathan came in on the PDP ticket. Note - PDP is not Nigeria.

If the zoning enabled him get to where he is, and he freely and willingly took advantage of it, then it would be selfish of him to decide to now deny others in his party what he enjoyed.

On the main, since the zoning issue here only applies within the PDP party, it should not affect Nigeria as a whole. Nothings stops Jonathan from putting in place a sound Electoral system that will essentially help Nigerians get around the PDP, and it's zoning system entirely.



Spot on! Let him put in place an effective system that strengthens a the freedom of choice for the people. They (including him) have cannibalised the system, and thats why everyone is carried by the so-called zoning.

FORMER chairman of the Economic and Financial Crimes Commission (EFCC), Mallam Nuhu Ribadu, was on Monday reinstated by the Police Service Commission as directed by the president, Dr. Goodluck Jonathan, recently.


He was reinstated in the Nigeria Police from which he was dismissed in 2008.


Information available to the Nigerian Tribune revealed that the Commission also coverted his dismissal to retirement as an Assistant Inspector General of Police.


A source who attended the meeting of the Commission on Monday confirmed the reinstatement of the former EFCC chairman. Nigerian Tribune also gathered that the retirement took effect from December 22, 2008.

It will be recalled that the Police Service Commission, headed by Parry Osanyande, took the decision after a marathon meeting of the commission in December 2008.


After the dismissal, a statement signed by police spokesman, Akpoebi Agberebi, confirmed Ribadu’s sack on allegations of indiscipline, insubordination and absence from duty.


Ribadu was one of the six police officers nominated and sent on senior executive course at the National Institute for Policy and Strategic Studies, (NIPSS), Kuru, Jos.


While he was in Kuru, he was demoted to the rank of Deputy Commissioner of Police (DCP) along with 139 officers, who were allegedly wrongfully promoted.


Ribadu, who did not accept his demotion, was said to have found it difficult to wear his rank of DCP.


A charge of misconduct was made against him, such as improper dressing when he appeared before the president on November 13, with other NIPSS participants, in plain clothes, where others were properly dressed.


The police authorities also felt unhappy with him, instituting legal proceedings against the Inspector-General of Police and the Police Service Commission at a federal high court in Lagos, without proper authority from government.


Former Attorney-General and Nigerian Bar Association boss, Chief Bayo Ojo, commenting on the report, said it was a good gesture by the Federal Government.


Constitutional lawyer, Dr Tunji Abayomi, described the retirement as illegal, adding that “compulsory retirement is illegal under the law.”

Police Service Commission reinstates Nuhu Ribadu

The Police Service Commission has reinstated Nuhu Ribadu, the former boss of the Economic and Financial Crimes Commission to the Nigeria Police Force, with his rank of Assistant Inspector-General. The reinstatement takes effect from December 2008 when he was kicked out of the police by a panel chaired by the current IGP, Ogbonnaya Onovo. Saharareporters has not been able to speak to Mr. Ribadu, who is traveling in California, United States, but Mr. Femi Falana, his lawyer, confirmed the story and denied that Ribadu ever wrote an apology letter to the PSC.

On the basis of these developments, it is expected that Mr. Ribadu, who had filed two lawsuits against the Police Service Commission and the Inspector-General, will withdraw those cases from court.

Analysts say they expect Mr. Ribadu to formally resign from the Police Force.

Isa said that the amputation was in the former Governor’s bid to receive the support of Saudi authorities and the Islamic world. The amputee insisted that many people did not know there was a lot to the Governor’s ambition than religion.

The Gummi resident recalled that he had considered the Sharia matter as a joke until May 3, 2001 when his hand was amputated at the General Hospital, Gummi under the watchful eyes of Yerima’s Commissioner for Religious Affairs, Alhaji Ibrahim Wakala after the Shariah courts had found him guilty of stealing nine bicycles.

Isa said that he was first taken to the Gummi prisons where human rights groups mounted pressure for his freedom but noted that Yerima stood his ground and declared that he wanted to sanitise Zamfara.

According to Isa, the then Commissioner for Religious Affairs and the then head of anti-corruption commission, Alhaji Aliyu Sani Jangibe began to preach to him, telling him not to mind the human rights groups. They told me that if I did not heed the calls of the “trouble makers who called themselves rights activists, I would make heaven.”

He continued: “They said to me, ‘if you allow your hand to be amputated, Allah will grant you a place in heaven.”


The amputee said that when the pressure became two much, he had to give in and allowed Dr. Bello Buzu Kaura Namoda to amputate his right hand.
