@ I-man, i read your response to "denex" when he was contesting your figures, i didnt bother to verify the figures because i know the sorry state of Africa in the international world.

I just wonder why denex would suggest including the arms trade (underground economy, soon someone will say proceeds from corruption should be trade maybe estimate the capital flight making the current position worse, and some of these people say they understand international economics), arms paid for with illegal diamonds or crude oil (bunkering), why should such figures account in calculating trade puzzles me, when it cannot be captured and does not contribute to society.

A lot of times, people live in their "little" extremely little worlds especially Nigerians that either not well exposed, choose not to travell or travell (and remain within their enclaves, Londoners, lol, no one shld crucify me oh). We think so highly of ourselves (which is good) but at times unrealistic and misleading. The NHS budget alone in the UK not the whole health sector, just the NHS is three times the budget of Cuba, i was scarred to do the maths for Nigeria. Then think of the size of the budget in the US.

Thats why some of us are so pained when we hear statements like "this leader tried", he chopped but he worked", or the other loosers arguement we can't compare ourselves to UK or US because bla bla, My question is that do they have 2 heads?

@ skyone, i wanted to attempt to react to your posts, but when i read you suggesting America controls OPEC i decided it wasnt worth it. My friend you clearly are the ignorant one, your opinions on any issue at all in here should not be considered.

@ doyin13, you are quite right, and i agree with you that the setting up of a military base in Nigeria is really not necessary and might be detrimental to us as a nation if not properly done perhaps the govt stands is justified considering our antecedants of hardly getting things right. My problem however is this blind Anti Americanism and the Pro-China, like the latter is a better evil in itself.

This idea is so far from the truth, that i wonder the foundation. America has been a source of strength and support to a lot of nations, people have allowed the actions of George Bush as a person to blind them on what the American nation stands for. I had a lot of Chinese in my masters class, even far away from home the thot of speaking against their govt is so so scary, it tells you how institutionalsied the fear is.

The truth is that any relationship with any nation can be negative if those in diplomatic circles do not ensure the country as a whole gains, as long as individually they can do business and comfortable, our leaders cant be bothered. I always say it, look at small Liberia and Sierre leone, selfless Nigeria was driven away after loosing so much human and material resources, but we are upset when America would refuse to loose when it invests heavily, i wonder what kind of rationale that is.

It makes the official definition below inaccurate and misleading.

Your knowledge of international economics (if any) is in the opposite direction of empirical evidence. The Asian tigers success including China was majorly due to stable socio-political and ecomonic stability, which Africa hitherto could not guarantee, thats partly the reason why the west didnt consider Africa a destination, wars and particularly social unrest not necessarily democracy.

Your postulation of African resources, China Manpower and western and china technology is vodoo economics. The competition is clear and evident but unfortunately you can't see it, the absoulute/comparative advantage China started with (cheap labour) you partly possess, so then when you are able to achieve stability, why should the West expand to Africa, and I-man has already shown you the other part.

So you truely believe China will develop Nigeria, did the West develop China or they did it themselves, wake up mate no one will develop Nigeria, it will have to come from us, investors alike (including China) seem to be coming now because of the stability, why didnt China come during the military regimes. Nigeria will be developed by Nigerians. Short memories what happened to the railway contract awarded to the Chinese company, its up and running in the lagoon.

Finally you think the Chinese will pay you taxes, and not manipulate your system, you really don't understand the people you are dealing with. I am not saying there could be no gain in any relationship with China, but am saying we face the same risk of loosing out, if we don't dictate the pace, it will just be the same loss.

@ Big B1, i also dont understand your point. Its not clear cut.

From my understanding please feel free to correct me if am wrong, Ibori should be tried in Nigeria ie allowed to defend himself, , the outside world has no business interferring in issues of Nigeria. Ribadu is really not acting on evidence he is acting based on emotions.

You have clearly contradicted your self, if the chinese has cheap labour why does he need to come to Nigeria. You have said the UK and US have chosen to sight their factories in China, so why should the chinese sight his factory in Nigeria, obviously for resources, then why should he pay you more than he pays his own citizen at home. Doesnt this also suggest that you are in competition with China as well.

When he knows your legal framework and enforcement is weaker than his own, he is not known to be of impeccable character, so how does your setting a minimum wage help YOU. If his own values are almost as weak as ours in certain areas then who is gaining??

What are you on about, did you read my statement. I was talking of the partnership, the comparison using salaries was to highlight who's gaining in the relationship. Did we ask Exxon to refine. And come to think of it, comparing like for like Western firms are better. Please theres no arguement there, an american firm values its workforce, be it manufacturing, drilling or whatever.

Where did i say salary payment was strategic, i used a variable to suggest a comparison, stating that in the most basic form they are worse off. I said partnership, please read the above again, a partnership is not about salary payments. Why have the Americans not waited for the labour law to pay their staff well, you need a Labour law to force the chinese. The ideals of the two societies differ, on the average the American firm would value its work force more than the chinese firm.

Keep waiting you think the chinese have the Nigerian interest at heart, please keep waiting. I am so astonished at our laziness.

Please lets start by defining the Nigerian interest, whats our interest, we shouldnt have permanent friends we should have permanent interest, and seek to protect the interest. But a situation where we can't define our interest as a nation, that is where the confusion arises.

If theres a partnership that can help us contain improve the capacity of the Navy but in terms of its capability then the option should be explored. If the navy can contain the arms flow, the pirate ships where they trade their illegal bunkered oil for arms, the problem is half solved. But as usual my mother land concentrated on the irrelevant. Cut the supply of arms by properly policing the waterways.

I keep saying it, we were in Liberia and Sierre leone, all the troops that died nothing to show for it. No gain to Nigeria, selfless Nigeria that gains from nothing always harming itself.

The question is has Ibori soiled his hands? Did they tie Ibori's hands hes powerful enough to instigate against people.

The question is simple, did he divert public funds for personal use? The establishment is protecting him and people are complaining, i want to see how the establishment will keep protecting him and others from the international world.  They will just have to make do with living in Nigeria.

Who's on trial here?  Something is not right.
Then no problem Scotland Yard has no business with Nigeria, why does he and his concubines want to go and enjoy their "genuine wealth" in London, let them stay in Nigeria. If he kept all his genuine wealth in Nigeria Scotland yard would have no business with him, but as long as you are invloved in money laundering in whatever form or in any country, you cannot enjoy the proceeds in London. Period. You havnt seen nothing yet, the problem has only just started by the time Scotland yard is true with Ibori, he would gladly be prosecuted in Nigeria. How much does Tony Blair or Richard Branson have in Nigerian Banks?

I really dont understand your arguement, i am so so glad that its become difficult and almost impossible for him, his wife, mistress to enjoy their loot and have rest of mind. The aim is to deter others, the law cant catch everyone, but if you are caught, then be prepared to take the heat.

No one is after him, hes the one after himself. Why are you so bothered, if hes not guilty and actually made his wealth genuinely as you claim before becoming governor you have nothing to worry, the evidence will speak. The AGF has refused to give the Met. Police approval to use the evidence provided by the EFCC sighting due process, its in such things the "compromised" AGF will shout due process and rule of law. No problem, he still cant read the writing on the wall.

Justice delayed is not Justice denied. No army can stop an idea whose time has come. The idea has come for Nigeria to move forward albeit slowly, very slow, but move it will.  All the AGF's put together as an army cant stop it.

I am so so tired of a  people that do not take responsibility for their action and inactions, always blaming others apart from themselves. We never put our house in order then we complain when people want to do it because indirectly its affecting them. Its now the west thats fighting corruption for Nigeria.

The point is if the govt could secure the creeks there would be no need for this AFRICOM or whatever its called, but because we have shown we are incapable.

We are angry at a nation that thinks putting itself first, saying they are selfish, we that we are selfless where has it landed us. We went to Liberia & Sierre Leone, our troops died in their hundreds nothing to show for it.

And for those finding it hard to differentiate between aid and contribution, the US is by far the largest aid donor in the world, they are even the lagest to palestine, the so called Iran and Arab nations do not give them nada but suicide bombers. Such Rubbish

By grid here i mean the distributon channels what happens when a customer is tired of one provider and wants to change power company, the new company will need its own distribution channel as well, so should we have several distribution channels??

Nice discussion so far, but the point is that without the privatisation or selling off PHCN what i call Kill, the energy sector electricity will not be attractive to investors.

For the telecomms sector to have succeeded, the new entrants didnt need any inputs from NITEL as they started their operations from scratch. With electricity its not so, theres a national grid and distribution lines, PHCN does it all now, and has not been able to achieve anything. Yes its all we have now, but if its failed why should we hold on to it. Its operating as a so called commercialised ventrue (from the days of privatisation and commercialisation by IBB) its commercialisation element just means that the govt reduced funding and asked the parastaatals to increase cost of its products to make more money, but hey that hasnt worked.

Its bitter and hard but PHCN has to go, that parastatal has to be sold off. Am calling for its dissolution, it should be divided and allowed to keep only distribution (pray its able to handle that), the technicalities of generation has proved too dificult, today its watertoday, tomorrow its Gas, it lacks the technical competence and can't be bothered to improve. The solution of creating a level playing ground can't work with PHCN the way it is, the cost of entry is too high and not attractive to the investor.

I am at a loss please, how is selling of NEPA,  what we have been doing in the past, have they sold NEPA before, please tell maybe i don't know, then you don't understand privatalisation or de-regulation, allow other companies come and operate.  I said kill/sell off PHCH, is that what you did in the past. De-regulate the power industry, is that what you have done in the past.

Who is suggesting to put billions into NEPA, where did i say so??

This Energy issue in Nigeria in my opinion is due to metal laziness. People dont want to think, we just want to copy. Its not about copying wind here or solar there its about analysing whats cheap to us. I suggested in the other post a total departure of what currently exist, you can read my contribution there.

Nigeria is blessed with energy resources that are natural to us, eg Gas am not saying Gas is it, but we need to discover the one thats for us on a national level, it might well be "Nuclear", lol, but really we need to take into consideration our pecualrities and design our Energy policy. This PHCN issue, its time to totally kill that company, i mean totally not NEPA to PHCN, i mean it should not exist, sell it off. Let other companys generate this power, PHCN just can not, its doing too much, it will distribute, it will transmit.

Look at refinning, we cant get it right, because govt is refinning, soon now some will say we should conserve energy like my friend in the other thread i.e. manage fuel, maybe copy Europe with the car share, cycle, public transport initiative. We need to design a framework that is enduring and it starts from killing PHCN, private and sell off the monster. Talking about Energy is beyond electricity what of refining, whats happening to PH and kaduna refineries??

Now i wont be one to say this doesnt work and not propose an alternative.

Whats my alternative, first totally wrong existing framework, we need a total departure from what currently exist. I propose a  Joint Venture partnership similar to what obtains in drilling crude oil but different modalities. The govt part of the venture could be limited to distribution (for now) at this stage, PHCN should be sell off its generating and transmitting stations and concentrate only on distribution. Then Redesign the distribution, why has it gone wrong. Theres a need for the re-sitting of transformers, gradually migrating from the current situation of every street at every corner, maybe a bit more central at the Ward Level as can be managed, Administration should be by Wards, offices sighted maybe by Local Govts, then States. Eventually this will not be required as when this is in place the distribution chain can be sold off.

At Federal level, its strategic, manage the Joint ventrue partnership, nothing to do with maintenance and supplies just strictly managing and allocating costs and income to the different Units, also ensure the JP agreements are maintained by all parties, ensure smooth operational flow with the generating and transmitting companies, manage disagreements,  reconcilliation of proceeds and the likes. The list is not exhaustive the point being that this is a strategic office and not an approving office, the decisions are taken in each ward on what is needed. Every LG is operating like a different coming profit/loss, no one bears your burden, you magane your cost.

That means totally privatizing NEPA or is it PHCN, selling off all the current generating & transmitting stations, allow those that know what power generation is all about to come in, provide incentives to new entrants, Import tariffs on equipments, legal and regulatory framework to settle disagreements should be clear. There can be a licencing round where bids are submitted at this stage the consideration is whats the cost to the end user, what do you want to charge, the govt has a social responsibility to ensure its affordable, so we consider bids from as many as possible, also apart form cost track record, technical competence etc. The govt would also consider the alternative power generating options, Solar, Nuclear, Wind Turbine etc, its feasibility, what do we have natural to us, in other words what do we have absolute and comparative advantage, if we have coal, crude, gas natural to us, should this be our first options, you know a Cost benefit Analysis, ok we have Solar whats the cost vs Gas, Nuclear vs Wind and so on.

This idea is just a frame work, it can be built upon by the professionals in each area, an engineer will know best how the most cost effective the power should be generated.

Then when we have this working as a govt, we will start talking of energing saving, we will put a policy to punish wasters, but we can't talk about this first, when the process is totally wrong. The world will laugh at us, those that don't have what to manage, manage whathuh

Please we need to begin to look at solutions more than our individual door step but collectively, if we want to make suggestion to govt, its not about individual inverters. This Uninterupted Power Supply (UPS) systems the author talks about are designed for the developing world,where constant power is not expected to beavailable. Why must we choose to be the fool. We need a collective approach, it has to be feasible to the general population and not the educated elite alone.

In the short run at the Macro level the cost of Energy Conservation is just too high especially for an economy like Nigeria. To the environmentalist its not, but to the entrepreneur that takes business decisions its too high, theres a whole range of technology issues to consider, production lines need to be improved / replaced, its just too high at the macro level, the cost to the WHOLE economy.Why does the author think the Australian govt put a target of is it 2009 , that after it would have given enough time to cushion this cost. Even England and the USA can't come up with such targets yet, the cost is way too high for the macro economy to bear.

At a micro level, the cost is lower, its easy for me as an individual to decide to stop buying the energy consuming appliances, the cost of LCD is dropping but is still significantly higher, i knw how much i paid for my LCD/HD TV, compared to the alteernative. Looking at the bulb example i will have to increase my expense on bulbs while reducing my energy cost (PHCN bill), theres an opportunity cost, but thers also a pay off in the long run. The question is can i bear the short run cost? A lot of Nigerians can't continously afford the cost.

Now looking at policy formulation, i wont expect the Nigerian govt to put a priority on energy saving, because the resources are already scarce, in addition the socio-economic landscape does not support this, ie. literacy rate, awareness, understanding of the issues, the cost of enlightenment will be too high, (imagine how long the enlightenment on election, corruption has been going on and how much has gone into it) and see the minimal result). The majority of the population would not grasp the issues of energy consumption, you and I maybe, can the market woman grasp it?

Please we need not copy the West on this, they can afford to go green now, we can't yet, Yes we can aim to go green, we just can't. And come to think of it, whats the consumption we even want to cut, how much energy are we consuming, its not yet 1/100 of the developed world, when they are looking at cutting energy, they dont expect anything from us, becos we cant give it. We need to power our industries now and grow.

The idea is a good one and its now amongst key issues in the developed world, the citizens are encouraged to do their bit in saving the environment, eveyone is going "GREEN" to save the world for the next generation.

In the devloped world it is laudable, but the question is how long has it taken them to get there and how far have they gone? with the green initiative. True as the writer says Govt has a place to play by encouraging the savers and punishing the wasters, but that can only work when the waster feels punished. Why should people bother to pay more for an energy saving bulb when half of the time, there wont be energy to power it.

The first step is to provide the incentive, the power must be available. I beg to differ our current problem is not energy conservation but generation & distribution, its good to conserve, but what we will be doing is managing what is currently not sufficient, thats the SAP idea, austerity measures, in our terms. To the developed world its conservations as Energy is already available and AFFORDABLE. We just can't  hide from the fact that we must make power available and affordable effectively that is our first problem, it just has to work.
