In this interview with MARIE-THERESE NANLONG, he gives his views on sundry national and state issues. Going by what has been happening in Nigeria since the return of democracy in the country; do you think the military was right in interfering in governance in the past? The military was very justified because looking at what was happening at that time, there were lots of crises all over the place, the situation in East, West and so on. Don’t forget that the first state of emergency ever declared in Nigeria was during democratic rule. I’m sure you know that there were lots of indiscipline in the democratic rule and civilians were going round saying to the military, do you want us to die before you do something? So the military did not just wake up and said give us power, it was the civilian who instigated the military to come into governance and to see what was happening. It is just the way the coup took place was one sided, it was mostly Igbos, what did they do, they killed the leaders in the West, killed Sardauna in the North. If not, if it was a general thing and in agreement with the military, that type of selected killings wouldn’t have taken place. Do you think President Buhari is upholding the rule of law in the way he is handling national issues including the trial of Nnamdi Kanu? He is following the rule of law and I don’t know where he has gone wrong, unless you will tell me where he is going wrong. We just fought a war on Biafra and we now have peace, so for some people to come again and start reviving Biafra they are not asking for peace and you want a responsible government to just keep quiet? Biafra issue had been locked up, it should remain locked up. May be that time the person in question was very young , he didn’t know how people suffered; we fought for three years so you can imagine the number of people dead and you want to revive that? How do you foresee governance in the north ahead of 2019? Well, the problem of the North now is this Boko Haram which affects about three states, Borno, Yobe and Adamawa but the government is really taking care of that. What the North needs now is to really organise itself and think of one thing, getting a credible leader like we had in Sardauna. Sardauna was a real leader in the North but when Sardauna died, young politicians brought many things into politics like tribalism, the Boko Haram hide under religion that they don’t believe and everything changed but now that we are taking care of the Boko Haram and people are returning to their villages and also with this rehabilitation scheme headed by General Danjuma, maybe by the end of this year, things will be much better and people must have learnt their lessons. I know we have problems not only in the North but in other places like in the Niger Delta area and what the Biafra people are trying to create in the East, but the whole country needs to readjust itself and move ahead but I’m sure we will still remain relevant. Recently, former President Obasanjo indicted the National Assembly, accusing it of corruption, as a senator what is your take on that? He has been replied and I agree with the response. He brought corruption to the National Assembly with the way he was giving out money to senators especially when he wanted to go for third term. He spent a lot of money he can’t account for. What Buhari is doing now, is like what Awolowo said when he was Minister of Finance under General Gowon and the government then put up a probe and wanted to go backward to past government. But Awolowo said no; new logs go on top of old ones, to get to the old ones; you must remove the new ones first. That is what Buhari is doing now, trying to clear the new logs so that he can get access to the old ones; when he clears the new ones and gets access to the old ones, the case of Obasanjo will come up. So he has no excuse at all to say such a thing because if there is any corruption at all in the National Assembly, he was the cause. The PDP in Plateau State since after the last elections seems to be falling apart. Do you regret joining the party at this time, if not, what are you doing to revive the party ahead of the 2019 elections? No, no, no; I don’t. I’m not regretting anything at all. You know I don’t like running from party to party but I am only sorry for our boys who were deceived by those who were saying PDP is going to rule for another 60 years and when they were given some money to campaign they just put the money in their pocket thinking that people will just go and vote for them. It is not like that, some of these people need to transport themselves to where you want them, and you have to feed them so a lot of things went wrong. I can’t say I regret joining PDP but I’m just sorry for some of our people who indulged in such things and put us in this situation but we are trying to sort them out. What is your personal effort at reviving the party in the state? The first thing I tried to do was to get my Senatorial district intact and I have done that. I had meetings about seven times but none of the other Senators have had even a single meeting in their senatorial zones. I have done that and have been going round and I am concentrating on my senatorial zone but I have spoken with my colleagues that whether we like it or not we must take responsibility for our senatorial zones then three of us will see how we can move the whole zones forward. Whether Plateau South, Central or North, there are Senators like me and when we meet, if it comes to doing something for the entire State, we are saying that we made mistakes by losing the governorship, we must learn from our mistakes and work hard now to gain the governorship in 2019. So we are working on that and I’m already spearheading that as far as my senatorial zone is concerned. We have gotten the message and we are working hard towards it. Do you envisage a mass defection from the PDP to APC? If there was any, you would have known but no more movement anywhere, it is APC that will come back to us. How do you see the Lalong’s administration in the last eight months? I am not against Lalong as an individual, he is a friend but all I have been saying to him is look, you won on the platform of the APC that is what the constitution says that you must win an election on a platform of a party. Having won, you are not a governor of APC and we call Buhari President of Nigeria, we don’t call him President of APC. He must take everybody along whether in your party or not but if you think someone is good somewhere who can handle any assignment for you, call the person, that is what the civilized world is doing. So if you do that, you will gain more for your party but if you think that the winner takes it all which of course will not go down well with the majority then go ahead. He should be grateful to the PDP because if not for the imposition of a candidate by Jang, he wouldn’t be there. The people voted for him out of annoyance, they are not talking about APC, it was out of annoyance and the same people are still in the PDP anyway. As an individual I have nothing against him but that is my warning. Let him govern properly so that he has a good name, but if he fails, he knows why he failed. PDP failed in the State because we made a wrong choice of candidate and somebody insisted on imposition of a candidate but we are not out. Okay sir, what is your advice for the people of Plateau at this time? Well, they should remain calm and peaceful. I am happy that all these killings, killings have been on the reduction though there are still concerns in some parts of Plateau North especially Riyom and Barkin Ladi. It is still not very peaceful yet around Northern Plateau but I am saying that there is no excuse for people to continue to fight and kill. In my area for instance, in the South, places like Wase where Hausa/Fulani and the Tarok people were having issues and in parts of Shendam and Langtang South, things are improving because if you go there, you see the people moving together and it is very peaceful. WHEN I first saw the figure on newspaper headlines, I thought the proverbial “printer’s devil” had made a media round as the Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu recently did. But, of course, though the “printer’s devil” can do and undo, it does not have the power to visit more than one newspaper house and cause them to portray wrong figures on the same issue same day. It has since turned out that media houses quoted the man correctly, from a speech he authored, signed and read by himself. The man who made this “shockumentary” piece of disclosure is the foremost authority in President Muhammadu Buhari’s war on corruption and recovery of alleged looted public funds. His name is Abubakar Malami, a Senior Advocate of Nigeria (SAN); the Honourable Minister of Justice and Attorney General of the Federation. His office supervises the activities of the EFCC, and he has the power to specifically ask the anti-graft czar to go after anyone or drop any case concerning anyone. Last week, Malami addressed the First Annual Conference on Financial Fraud, Cyber Crimes and Cross-Border Crimes which held in Abuja. He told his audience that the EFCC had recovered “över $2 trillion (about N400 trillion at current exchange rates)” looted from the national treasury by criminal gangs and their cohort in public offices. The conversion of the Dollar to Naira values at the current (official)exchange rate was an affirmation that he meant USD, not Zimbawean Dollars, ZWD, (which currently goes for 1ZWD=0.00276319usd!) Now, anyone can make a mistake. Maybe it was a mistake – a “printer’s devil”? The story is one week old today. No one from the office of the Attorney General of the Federation has called attention to it as a mistake, offered the right figures and apologised to Nigerians. So, I rule it out as a mistake. I take it as the information the AGF intended to feed us with. Abubakar Malami (SAN) . Photo by Gbemiga Olamikan Let’s look at that figure very well – two trillion US Dollars. So far (to the best of my knowledge at the time of writing this piece on Thursday, 4th February 2016) only Vanguard newspapers have raised an eyebrow on this figure. Vanguard was able to establish that the total amount of money that Nigeria had earned through its oil wealth from 1958 when the first commercially viable oil well was struck in Oloibiri, (today’s Bayelsa State) is 98 trillion Naira. If you add it to revenue from other sources, the figure still comes to below 110 trillion Naira or just about $500 billion. Since we are talking about “looted” money that has been “recovered” by the EFCC, Malami would have us know that EFCC has recovered more “looted” money than the total sum of revenue that the country has ever earned as revenue! You see, even the whole of Africa does not have two trillion US Dollars. Africa, with an estimated population of 1.1 billion people, is rated as having a nominal gross domestic product valued at $2.39 trillion. The truth of the matter is that if Nigeria sees two trillion dollars, it will collapse and faint, as Justice Ovie-Whiskey claimed he would if he saw one million Naira way back in 1983. Only countries like USA, Japan, China and, perhaps, Germany can speak in terms of trillion dollars. If, indeed, EFCC has recovered such a mountainous heap of money, the implications will be obvious. We would not be talking of “ëmpty treasury” anymore. We will no longer need to borrow a paltry three trillion Naira to fund our 2016 budget. Buhari will have more than enough funds to fund his social security campaign promises and we will not have to bother about the plunging prices of oil in the international market. If EFCC has recovered any amount of money, it is nothing close to what the AGF is bandying. EFCC is sure to deny the figure if put to task. So, my conclusion is that it is either the AGF does not know the meaning of Two Trillion Dollars or he is lying to us. I find it difficult to accept the first possibility – that Malami does not know the meaning of “Two Trillion Dollars or 400 trillion Naira”. A lawyer of nearly 30 years experience and Senior Advocate of Nigeria? It is impossible! Do we then settle for the second possibility – that he lies to us? What else could it be, since he has not called to say he made a mistake? If the second option is the intent behind this incredible disclosure, I will not be too surprised, given the track records of the present administration. Just the other day, Buhari’s Minister of Information, Lai Mohammed, called a world press conference and grandiloquently announced that 55 Nigerians stole N1.34 trillion in eight years. He did not name a single soul or entity to buttress his claim. He merely listed the categories to which the alleged looters belonged. He fed the public with worthless piece of information obviously concocted for its sensational value. It seemed that Lai Mohammed just sat down and compiled figures. Not to be outdone, Malami also sat down and compiled his own. Do these people think all of us are dummies? It was the same Lai Mohammed who went around telling Nigerians that Boko Haram had become “so degraded that they can no longer launch attacks”. He added that, in fact, Boko Haram had been “technically defeated”. What is “technical defeat”? Is it the same as “technical knockout”? If a boxer is technically knocked out, he has lost the fight and the bout is over. If Boko Haram was technically defeated, how were they able to launch flash attacks in Adamawa and Borno State, three of which took place in Dalori and Bulabulin Umarari outside Maiduguri and Muna Garage inside Maiduguri, a few kilometres from the 7th Division Headquarters of the Nigerian Army? Buhari technically defeated Boko Haram in December 2015 only to lament in January 2016 that the terrorists were “embarrassing” his government? The game of the present administration is becoming obvious even to the unwary. They are bringing out all these real and imagined figures and half-truths to completely de-market the main opposition Peoples Democratic Party (PDP) and render it incapable of challenging Buhari when the president bids for a second term in office. After eight months in power, the tactic is wearing thin, and what it conceals is becoming visible. There is no substitute to visionary leadership, good governance and respect for the rule of law, which the Buhari administration is severely short of. Resorting to dissemination of deceitful information will always boomerang in this age of the Internet. Those with ears let them hear. Oyegun mourns the loss of oil states We have lost very important resource-rich states to the PDP. No matter how crude oil prices have fallen, it is still the most important revenue earner for the country – Dr John Odigie Oyegun, National Chairman of the All Progressives Congress (APC). YOU can see why the Directorate of State Services (DSS), EFCC and other state agencies of coercion and harassment were sent to intimidate legal workers, witnesses and INEC officials in Rivers and Akwa Ibom, with the latter invaded by state operatives in search of “ärms” before the Supreme Court came to put everybody back where they belonged. CNN Investigates Why Buhari Dumped $182 Halliburton Bribe Scandal. JANUARY 16, 2016 BY DURUEBUBE Nigeria President Muhammadu Buhari surely meant well for the Nigerian people. His integrity, discipline and avowed commitment to fight, name and shame corruption had never been in doubt since Nigerians have high hopes in his administration to ‘fight corruption among the elites’, in a bid to free Nigeria’s economy from Kleptomaniac. As it is a fad that “when you fight corruption, surely corruption will fight back,” aptly captures the trending conspiracy of few Nigerian Army Generals (retired) and former Heads of State who allegedly prompted Buhari to ‘let-off’ his earlier, intentional investigation of $182million Halliburton bribe scandal, so he may continually ‘govern Nigeria in peace’. CNN iReport gathered that few weeks before Buhari made his maiden visit to United States, words reached him that few retired Army Generals who were erstwhile Heads of State were allegedly not happy with the planned moves by the no-nonsense disciplinarian to re-open the Halliburton scandal, with the sole intention to expose, disgrace and prosecute some of culpable generals and other highly-placed Nigerians whose hands may have been ‘soiled’ by the cookie-jar of corruption in Bonny Island Liquefied Natural Gas Project. As such, after General Ibrahim Badamasi Babangida (IBB), a former Nigeria’s Head of State received a phone call from from General Olusegun Obasanjo, also a former Nigeria’s president where he brought the attention of IBB to the fact that they way Buhari was going about corruption-fight, he would eventually probe the majority of past administration, including IBB era. This position was echoed by another Nigerian Head of State, General Abdusalami Abubakar; which prompted a conspiracy theory to ‘place Buhari in order’. Abdusalami had visited IBB in his Minna Castle in Niger State, there it was concluded that IBB should stylishly pass on their position to Buhari to halt his earlier intended probe of his predecessors. In a press statement issued by IBB through his media adviser, Prince Kassim Afegbua, it reportedly reads: “On General Buhari, it is not in IBB’s tradition to take up issues with his colleague former president. But, for the purpose of the record, we are conversant with General Buhari’s so-called holier-than-thou-attitude. He is a one-time minister of petroleum and we have good records of his tenure. Secondly, he also presided over Petroleum Trust Fund (PTF) which records we also have. We challenge him to come out in clean hands in those two portfolios he headed. Or, we will help him to expose his records of performance during those periods. Those who live in glass houses do not throw stones. General Buhari should be properly guided.” CNN iReport gathered when intelligence report reached Buhari on the position of these retired Army Generals and former Heads of State, and bearing in mind how mean they can fully engage him in ‘dirty-fight’ which may ridicule him in the eyes of Nigerians and expose his stewardship then as Minister of Petroleum in 1976 that led to the mysterious disappearance of a whooping US $2.8 Billion from Nigerian National Petroleum Corporation, NNPC account in Midlands Bank, United Kingdom allegedly under his watchful eyes, Buhari quickly made a detour and issued a press statement through Femi Adesina, his Special Adviser, Media & Publicity claiming the investigation of Buhari administration would only be limited to his predecessor, Goodluck Ebele Jonathan, GEJ, the man who honorably handed peacefully to Buhari on May 28, 2015 at Eagle Square so Nigeria may remain united as an indivisible nation. For the records, Buhari was appointed Minister of Petroleum in 1976 under the Murtala/Obasanjo administration. Not much is known about any scandals that occured during his tenure as Minister, but there are rumors of the mysterious disappearance of US$2.8 Billion from the NNPC account in Midlands Bank in the United Kingdom, during Buhari’s stewardship. Now that IBB has threatened to expose him, it lends a certain credibility to the rumors indicting Buhari of grand graft. As if Jonathan knew that this would happen. In the last days of his administration as president in Aso Rock villa on May 27, 2015 during Federal Executive Council valedictory session witnessed by big-wigs of Peoples Democratic Party, he said “Some people are even calling for the probe of the government, but I think in Nigeria, there are a lot of many things that will be probed, very many things, even debts owed by states and debts owed by this country from 1960 up to this time. They say it is Jonathan’s administration that accrued these debts,” Jonathan said. “I believe that anybody that is coming for probe must also ensure that this probe is extended beyond the Jonathan administration. Otherwise, to me, it will be a witch-hunt. If we are very sincere, it is not only the Jonathan administration that should be probed.” CNN iReport investigation showed that Jonathan administration may have been singled-out as ‘corrupt government’ due to the fact that he was a minority-leader from Niger-Delta and obviously not a military, but a civilian leader. There are feelers from some Nigerians that this probe may not have happened if Jonathan had been a retired Army General. For Folu Adewope, an undergraduate of University of Texas Arlington, UTA, her words: “This is obviously a witch-hunt, charade and selective humiliation with ethnic coloration under corruption-guise. I strongly believe this investigation would not have happened if Jonathan had hailed from the North and had been a retired Army General. Why can’t Buhari open the Halliburton scandal, and openly prosecute Obasanjo, Abdusalami, Atiku Abubakar, a former Nigeria’s Vice president and every other corrupt Nigerians named in the scandal. As Nigerians, we are interested in this case.” Recently on his Facebook wall-page, Femi Adeshina, special aide to the president on media and publicity, said: “It would be a distraction for the President to begin digging into all former administrations, but for a proper take off of the President Muhammadu Buhari’s government, there is need to look into the immediate past government (Jonathan’s). We are interested in investigating Jonathan’s government to recover stolen funds”. International Community watch in Disbelief As at the time of going to the press, members of International Community, particularly the United States government is shocked that Buhari ought not to leave any stone unturned in fighting corruption no matter whose ox is gored. The Halliburton bribery scandal is seen by members of international community as a litmus test for Buhari to prove his desire effectively to combat corruption among the elites in Nigeria. Edward James Roye: The Fifth President of Liberia Edward James Roye served as the fifth President of Liberia from 1870 until he was overthrown in 1871. Born into a prosperous African American family in Newark, Ohio, Roye was a descendant of the Igbo people. His father, John Roye, supervised a ferry across the Wabash River at Terre Haute, Indiana. Edward later acquired a considerable amount of land in Terre Haute, as well as in Vandalia in the neighboring state of Illinois. After the death of his father, he relocated to Terre Haute where he established the community’s largest barber shop, which also had the tallest barber pole in western Indiana. Roye was inaugurated as President of Liberia on January 3, 1870. As Roye took office, the country was in the middle of political instability which was exacerbated by a fiscal crisis. In 1871, Roye tasked the Speaker of the House of Representatives, William Spencer Anderson, with negotiating a new loan from British financiers. Anderson secured $500,000 under strict terms from the British consul-general, David Chinery; however, he was heavily criticized and eventually arrested. Anderson was allegedly tried the following year for his part in securing the loan. He was found not guilty, but was shot to death while leaving the courthouse. Roye began a program of reconstruction with the intention to build new roads and schools. President Roye was deposed on October 26, 1871. According to some sources, Roye escaped from prison but was drowned while trying to escape to a British ship. Reports stated that the canoe in which Roye tried to make his escape capsized. However, no one knows exactly what happened, as not even the day in which he died is known with certainty.
