The Igbos(SE/SS) and the Mmoño form Biafra with its capital at Atakpa(calabar).
The Ijoids and the Edoids would form lower Niger federation with capital at Wōri(warri)

Apart from the Mmoño, I don't envisage sharing Biafra with any other non Igboid tribe
