There's nothing wrong with subsidizing a commodity, the problem is the bad structure, weak institutions and the total unavailability of reliable database that gives insights to help channel the subsidy efficiently.
Subsidy for certain commodities is a norm is Most parts of the world, the problem is our weak structure.
U.K subsidizes for health, some goods and even tax for low income earners. Don't deprive yourself of basic benefits as a citizen because your government doesn't want to fight corruption.
These countries cannot produce enough crude oil to serve their own country, we can produce enough crude oil to serve our population and even export excess. This is why if we have a working refinery, we can easily regulate prices internally better than Benin and Ghana.
Benin and Ghana still depends on buying crude oil from other countries to refine, which means they will still be heavily dependent on international market forces.

Landlord refused.
What would you do?
He knows you must use light hence you would go and recharge. PHCN would remove it wether you like it or not.
Landlord has no excuse to refuse.
PHCN can't just remove it unless you escalate to NERC and win eventually.
Your battle is with the owner of the building, not PHCN.
So, you can prepare to deduct the total "stolen" amounts from your next house rent or you simply look for a better place.
You can't possibly be paying the debts because the people who incurred it were brought in by the landlord and their rents were paid to him, and not to you.

That debt usually comes as a carryover from outstanding estimated bills.

If a building is on estimated billing, when prepaid metre is installed, the outstanding bills will be transferred to the new metre.

So, if you're packing into an apartment in Nigeria, which had previously been occupied by another Nigerian, you need to first find out their bill paying history.

Why should a landlord pay for the negligence of the DISCOs? Is the landlord an agent of the DISCO? Inasmuch the new tenant should not pay the debt he is not owing, the landlord is not the customer of the metre in question and is not liable. DISCOs should find better means to recover their debt.
The bills are tied to the building which belongs the landlord, and the at the DISCO's office, registration is done in his name.

It is his responsibility to ensure his tenants are paying their monthly bills.

If he fails to do so, he'll automatically inherit the debts as they're tied to his building.

As for the DISCOs, they don't know who the landlord rents his rooms/flats to and can't possibly be looking for him/them.
Their business is purely with the owner of the building(landlord).

@OP: It's the duty of the landlord to offset the debts incurred by his previous tenants.

Liaise with him on the best way to follow it.
One of the ways involves substracting the total expenses you incur in 1yr from the next annual rent.
It is not your responsibility to pay the debts and should never accept that.
