It would be 21 years of class action lawsuits against the Nigerian Port Authority before Koko residents saw any compensation. Ninety-four victims of the dumping were awarded a total of $264,666. It was toxic colonialism, a phrase Greenpeace coined in 1992 to describe the “dumping of industrial wastes of the West on territories of the Third World.” More broadly, it was a cut-and-dry case of environmental racism, in which a wealthier, more powerful nation preyed on the vulnerabilities of a less-developed region. “The toxic waste matter reeks full of the odor of corruption,” wrote the African Guardian. Nigerian magazine African Concord concurred. “That Italy did not contemplate Australia or South Africa or some other place for industrial waste re-echoes what Europe has always thought of Africa: A wasteland. And the people who live there, waste beings.” Back at the docks in Koko, workers loaded 2,100 metric tons of toxic waste back onto Karin B. She set sail. The proposed destination was Ravenna, Italy. En route, however, the city rejected the cargo, claiming it would affect tourism. Over the next month, Italy attempted to dock and offload the chemicals into other European countries. France, Britain, Spain, West Germany, and the Netherlands all refused permission to land. ‘’We do not want to accept a load of waste unless we know that our plants are able to treat it,’’ Thierry Cambrolle, director of pollution prevention for France’s Ministry of the Environment, told The New York Times. ‘’We do not know if our plants can process the waste because we have been unable to verify exactly what the waste is.’’ The French government urged Italy to repackage the leaky drums onboard and analyze the exact components of the waste before returning for help. In watchful distrust, French authorities continued to track the Karin B using a navy ship and tugboat. Meanwhile, Italy instructed six of its own port cities to stay alert for instructions to take the cargo, whereupon the ports declared a state of “pre-alarm” and began trade negotiations to keep clear of the waste. On September 3, facing increased pressure from international press and advocacy groups, the Italian Cabinet approved a decree that banned export of toxic chemicals to developing nations and limited future reliance on European Union countries for processing. Nine weeks after leaving Koko, the Karin B finally received permission to land from Livorno, Italy. The voyage had become “a question of national dignity,” said Italy’s Environment Minister Giorgio Ruffolo. In 1989, the U.N. designed an international treaty known as the Basel Convention, intended to prevent shipment and disposal of hazardous waste from industrial to developing countries, via a procedure of strict requirements and consents. Italy is a party; America never ratified the agreement. Thirty years later, in February 2017, reports broke of another massive dump in Koko by an international oil company. According to Nigeria Communications Week, locals started noticing the waste coming in via barges and trucks months before. A source at the accused company, a Nigerian manufacturer called Ebenco Global Lint Ltd, insists it chose Koko as a simple “recycle” location. “This is sludge and it is not toxic; it is wealth to us because we are recycling them,” said the source, who went only by the name Ebenezer. For years, an Italian importer living in Nigeria, one Gianfranco Raffaelli, had managed to divert ships from their legal destinations to smaller port cities like Koko, where cargo inspections were forgiving or virtually nonexistent. It was Raffaelli who paid off Sunday Nana. When the story broke, he fled the country on June 2 without a passport, apparently able to bypass immigration at the airport in Lagos. Nigeria was embarrassed. In the months leading up to the Koko story, its foreign minister, Ike Nwachuku, had denounced other African nations for accepting Europe’s waste products. In fact, he was at the United Nations in New York City asking for help shutting down exports to poorer states when the Koko dump was exposed. The emperor had no clothes. But the government reacted swiftly. Not only did Nigeria demand that Italy remove the waste, it arrested at least 14 Nigerians involved in the smuggling and threatened them with a firing squad. In June, authorities ordered 5,000 of Koko’s residents to evacuate. Land around the dump site was deemed unfit for use. Still, some residents refused to leave. “It’s not possible to move. This is our fathers’ land,” said David Okotie, the eldest son of Koko chief Kaka Olombu, who was blind and deaf. “All we want is that this poison be taken away immediately and the government bring in expert doctors so that the ill can be treated.” |

The rest it quietly sent abroad. Why not, when you could pay a poor African community to store your dangerous chemicals? The small fishing village of Koko, Nigeria, made international headlines in 1988 when it was discovered that two Italian firms had arranged for the storage of 18,000 drums of hazardous waste with Koko residents. The containers were disguised as building materials and offloaded into a local man’s vacant yard for $100 per month. By the time Nigerian authorities identified the scheme, the drums were leaking and people were getting sick. Nigerian students in Italy learned about the waste dump in Koko and alerted the media. In May 1988, The Daily Times, a government-run Nigerian newspaper, traveled to the tiny port town to investigate. There, in a vacant residential lot, reporters found “over 2,000 drums, sacks, and containers,” some of which were “identified with the letter R (the international symbol indicating ‘toxic and harmful industrial waste’). Many have already burst and are emitting a very offensive odor in the area.” The lot’s owner, Sunday Nana, confirmed that he had agreed to let foreign importers use his land. He had initially asked for $200 per month, but negotiations settled at $100. Four shipments had arrived since the previous year, and more were coming. The Nigerian government was shocked. Immediately, it ordered an Italian ship docked in Lagos to be seized and detained. Italian authorities responded by insisting the chemicals deposited at Koko were not harmful but merely coal tars, paint waste, and industrial solvents. But an independent analysis of the material by a British environmental group determined that 28 percent of the waste contained polychlorinated biphenyl (PCB), a combustible that could produce a highly toxic compound called dioxin.

Italian Criminologist Says Ruthless Nigerian Mafia Is ‘Colonizing Italy’ The recent murder and dismemberment of a teenage Italian girl is clearly the work of the Nigerian mafia, says a leading Italian criminologist, which has recently reached Italy and is quickly expanding. “The Nigerian Mafia, the most ruthless mafia in the world, killed Pamela [Mastropietro]. Its sects are colonizing Italy and stealing business from the traditional mafia families,” said Alessandro Meluzzi, a prominent criminologist, surgeon and psychiatrist in a television interview this week. “What we have seen in the case of Pamela are the same methods the Nigerian mafia systematically employs in Nigeria and elsewhere,” Meluzzi said. “It is a routine to cut victims into pieces and, in some cases, to eat parts of their bodies.” The dismembered corpse of 18-year-old Pamela Mastropietro was found earlier this month in two suitcases, but was missing her neck, heart and genitals. The body had been deboned and washed in bleach. Three Nigerian immigrants have been arrested in connection with the murder, which took place in the central Italian city of Macerata. Shortly after the murder, Italian police arrested Innocent Oseghale, a 29-year-old Nigerian man, and afterward discovered blood-stained clothes, large kitchen knives, a cleaver, and other items belonging to the murdered woman in the man’s apartment. Later two more suspected accomplices were also arrested. Meluzzi said he was not surprised that the young woman’s heart was missing. “Child soldiers in Sierra Leone ate human hearts as a rite of passage in order to gain courage,” Meluzzi said. “In the Nigerian mafia, ritual cannibalism, is not an exception, but a rule. These are normal things for them, but here nobody talks about it, out of fear of being called racist. Nigerian traffickers have exploited Europe’s migrant crisis to shuttle girls across the Mediterranean to Italy to force into prostitution. From 2014-2016, more than 12,000 Nigerian girls and young women arrived in Italy, and of these, some 9,400 wound up as sex workers. Indian Association of Uganda senior member Murtuza Dalal said the group was lobbying the Ugandan Government to follow the lead of neighbouring Kenya, which declared Indians an official tribe earlier this year. "We hope now with the Kenyan example, the Government will look at it," Mr Dalal said. "We are in the process of putting in another submission to the Government. "I think it will happen. Sooner or later, it will happen, because even the current Government in the country recognises the contribution of Indians." Rukmini Bonthala, who is company director of an Indian-owned pharmaceutical company in Uganda that hires more than 600 people, said Indians living there had "contributed a lot". "Most of the major companies — almost 80 per cent of the top level companies — are either owned by Indians or people of Indian origin who have settled here for many, many years," Ms Bonthala said. While some Ugandans said Indian businesses are vital, others believe Indian business owners do not take care of their local workers. 'Some injustice about it' Indians were first brought to Uganda as labourers by the British more than 100 years ago. Soon, they set up businesses and the community started thriving. For decades, Indians and other Asian immigrants played a vital role in the economy. At the peak, there were more than 80,000 people of Asian origin in Uganda. But when dictator Idi Amin became president in 1972, he ordered tens of thousands of people of Asian origin to leave the country within 90 days. Businesses and houses were lost, and families were fractured. When Amin left power, Indians started returning to Uganda. Later, President Yoweri Museveni actively encouraged them to return. More than 20,000 Indians now live in the country. Mr Dalal said he felt sorry for the Indians thrown out 45 years ago. "I feel bad about it — especially after the contributions, we, the Indians, the Asians, had made to the economy — even at that time," he said. Changes in Schengen visa application process As part of the worldwide introduction of the Visa Information System (VIS)1, the Schengen States will launch the VIS (and in the neighbouring countries2) on 2 November 2015. Since October 2011, the VIS has been functioning in seventeen (out of 23) world regions3. All Schengen consulates worldwide will be connected to VIS by the end of November 2015. The purpose of this global VIS introduction process is to better protect applicants against identity theft and to prevent document fraud and so-called "visa shopping". Fingerprints are widely used within the EU as a more secure means of identification. The use of biometric data for identification purposes of a visa holder is a faster and more accurate way to identify a visa holder by border police. As from 2 November 2015, Indian citizens requesting a Schengen visa will have to appear in person in order to provide biometric data (fingerprints and digital photography). This concerns the applications for the short-term Schengen visas (max. 90 days in 180 days). For subsequent applications within next 5 years the biometric data will be copied from the previous visa application included in the VIS4. Apart from that, there will be no change in current procedures such as visa fee or forms. However, the applicants should be aware that due to provisions of biometric data, which might cause at the beginning some disruptions, the first visit to their respective Schengen State Consulate after 2 November 2015 might take a little bit longer. Exemptions from the obligation of fingerprinting are provided for the following categories of applicants only: Children under 12, Persons for whom the collection of fingerprints is physically impossible; Sovereigns and other senior members of a royal family, Heads of State and members of the national Governments (with their official delegations and spouses) if they travel for official purposes. |

The case of Pamela Mastropietro bears some similarity to the case of American nanny Lauren M. who was murdered by a Gambian migrant in the Austrian capital of Vienna in early 2016. The young girl was killed after allowing the young asylum seeker to stay at her apartment in order to escape deportation. The murder is just the latest in a series of murders by asylum seekers and illegal migrants following the 2015 migrant crisis. One of the most notorious cases occurred in Germany in 2016, when student Maria Ladenburger was raped and killed by “child” asylum seeker Hussein Khavari, who later admitted to being an adult. Earlier this week a group of German women launched a new movement to give women who have become victims of crimes as a result of mass migration policies a voice. A 29-year-old Nigerian migrant drug dealer has been arrested by police in the Italian commune of Pollenza after being accused of killing an 18-year-old girl and chopping her into pieces. The Nigerian, identified as 29-year-old Innocent Oseghale, was arrested earlier this week by Italian Carabinieri after the body of 18-year-old Pamela Mastropietro was found dismembered and dumped on a street with parts of her body stuffed in suitcases, Il Giornale reports. The Carabinieri in nearby Macerata were able to identify the Nigerian in connection with the murder after examining CCTV footage from the area. Investigators say that the 18-year-old had been living at a drug addiction recovery centre since October but had suddenly left the centre last Monday. Using a variety of sources, from CCTV footage to witness testimony, they were able to determine that the 29-year-old drug dealer was the last person to see the young woman alive. Forensic investigators from Rome were dispatched to the residence of the migrant, who was living in Italy on an expired visa.
