I find the entire report and data very confusing because it is not clear the basis and criteria used to arrive at the conclusions. Is it on the basis of gdp to debt ratio, or igr, or what exactly??

The only means of these states getting money is from the useless unitary sharing system that we practice and once the sharing is taken away how do they want states to generate revenue, I mean real sustainable revenue when the useless land use act is still in place.

Until they allow states right to their mineral resources is when we would know which state can sustain itself.

More taxes would be generated from more industries in a state and that can only happen when states have access to their resources with a sharing formula of 60% to states, 20% to fed govt 10% for savings and another 10% savings to service debt.

Every state has the factors of productions as we were taught in school. Land, Labour, Capital and Entrepreneurship. Just add IT and only a few states might struggle and they can be helped by more viable states until they are well sustainable. Foreign investors will bring in money to invest in gold mining, bitumen, columbite etc agriculture alone is even enough and then allow regions to sort out their electricity issues, this national grid policy is as useless as useless can be.

Reforms like this and many others in judiciary (to fight corruption) and security will make every state and Nigeria as a whole FISCALLY SUSTAINABLE.
