How Buhari Skewed PTF Projects in Favor of His Northern Zone- By Afenifere

The Abacha regime created a parallel government through the Petroleum Trust Fund (PTF) headed by Major General Muhammed Buhari. Nothing else typifies the marginalization of the Yoruba than the lopsidedness of the projects carried out by the PTF. Figures from PTF Situation Reports (Vol. 2 Dec. 98) show that the PTF carried on as if there was no South West.

Of all the roads rehabilitated by the PTF, only 1984.5 kilometres of roads representing 10.84 per cent were carried out in the South West; from where the bulk of the PTF revenue came since the zone consumes over 60 per cent of refined petroleum products. All the Southern States had 4,440.43 kms or 24 per cent of road rehabilitation as against 13,870.47 kms or 76 per cent in the Northern States zone three comprising the North-West States of Jigawa, Kaduna, Kano, Katsina, Kebbi, Sokoto and Zamfara had a lion share of 5020 kms or 27.42 per cent because the Fund’s Chairman, Buhari and the military dictator Sani Abacha were from there; zone four comprising the North-East States of Adamawa, Bauchi, Borno, Gombe, Taraba and Yobe picked 23.48 per cent. This is the zone where Salihijo Ahmed, the late Chief Executive of Afri-Project Consortium APC, the sole consultants that supervised all PTF projects came from.

Figures in other sectors were more scandalous. For instance, under the National Health and Educational Rehabilitation Programme (NHERP), the South West had zero allocation in the tertiary programme, while the North picked 100 per cent. In the vocational programme, the South West had zero while the North had 97 per cent. In the primary area, the South-West had zero against 88 per cent for the North and in the secondary area, it was zero for the South-West and 86 per cent for the North.

The health sector is similar. For the Teaching Hospitals, the South-West had zero while the North had 62 per cent. For the Specialist Hospitals, it was zero for the South-West and 71 per cent for the North; in General/State Hospitals the Yoruba had nothing while the North had 56 per cent for health clinics, it was zero for the South-West against the North’s 100 per cent.

Under the food supply summary, the Southwest had 7.26 per cent compared with 83 per cent for the North, Buhari’s zone having 60.54 per cent to itself.

Demographic Manipulation: The Northern wielders of power have skewed all demographic indicators to marginalise the Yoruba and confer undue advantage on the North. For instance, while the old Kano and Lagos used to have the same number of divisions, various demographic manipulations over the years have brought about absurd disparities between the two states. While the old Lagos remains a state with 20 local governments, the old Kano has become two states-Kano and Jigawa with 77 local governments. These are some of the indices used for revenue sharing.

What were the achievments of gej as governor of bayelsa state?
Buhari was PTF chairman from 1994 to 1999. He had billions of naira (possibly running into trillions in today's naira value) to work with. He had no civil servants to pay salaries or states to give allocations, all he was asked to do with all that money was to embark on projects.

Trouble surfaced within the Bayelsa State chapter of the Peoples Democratic Party (PDP) Wednesday, as some aggrieved members renounced a reconciliatory committee set up by the party to assuage the anger of those that lost during the last state and National Assembly primaries in the state, by seeking tickets to run under the banner of All Progressive Grand Alliance (APGA) for the coming elections.The state working committee, led by its chairman Col. Sam Inokoba, had on Monday established a panel chaired by traditional ruler of the Opume kingdom, King A.J. Turner, to reconcile members unhappy with the outcome of primaries in the state. Other members of the panel were the former acting Governor of the state, Chief Peremonowei Ebebi; former political adviser, Chief Thompson Okorotie, and former Speaker of the old Rivers State House of Assembly, Talford Ongolo.
Despite the attempts, former President of the Ijaw Youth Congress (IYC), Jonjon Oyeinfa, and a former Commissioner in Bayelsa State, Zuwa Konugah, rebuffed the panel. The two sought to represent their various constituencies at the next general election in the state on the platform of the APGA.
Kodugah until recently was a commissioner for State Capital Development under the administration of incumbent governor of the state, Hon. Seriake Dickson.
At the primaries of the party held at the Atlantic
Hotel in Yenegoa, yesterday, Oyenifa and Konugah were adopted by APGA after passing party requirements.
The State Chairman of APGA, Engr. John Sokare,
said the party will give their unwavering support to the new flagbearers.
The chairman also reiterated that the party has
adopted President Goodluck Jonathan as their flagbearer in the next election.

Mumu you seem to be carrying the 2nd Niger bridge toll matter alone on your head. The issue was only mentioned once but you have since picked on it and continued to repeat it like you were one of those that signed the contract.
The same thing has been said of Lagos -Ibadan road several times but you turned a blind eye and a deaf ear to it.
The small issue of tolls isn't what is going to stop us from having the 2nd Niger bridge built. We will wait till it is completed then see if we will pay the tolls or not. We will literally cross the bridge when we get there.
Assuming, against all odds, the bridge actually gets tolled after completion (like the Lagos-Ibadan road), our people will still have the choice of using the other bridge which is toll free, private car owners will spend a lot less money on fuel as they wouldn't be experiencing traffic jam on the bridge anymore, the money paid for toll will be insignificant compared to the money and time they will save. Commercial vehicle users will spend less money on transport fares even with the tolls as the operators will have no choice but to reduce their fares when they start spending far less money on fuel and far less time on the road.
It is a win-win situation for us, although the likelihood of us paying a toll for that bridge is as low as it gets.
