PoliticsNigerian 11-year-old Girl Becomes Ambassador In Tanzania by Consultville(op): 11:52am On Oct 16, 2013
Zuriel Oduwole, a Nigeria wonder girl advocating for education for the girl child in Africa at the age of 10 already became the youngest person ever interviewed by Forbes. Now Zuriel is 11 and she has been appointed Ambassador in Tanzania.

It was the girl's second country stop on her East African leg to launch the acclaimed Dream Up, Speak Up, Stand Up program, aimed at inspiring and motivating Africa’s girls.

When the girl's plane landed, she was welcomed by senior officials of the Tanzanian State House, Ministry of Foreign Affairs, and Ministry of Education

On the first day Zuriel visited one of the oldest academic institutions in Dar Es Salaam, the Olympio School.

In the afternoon of October 11th, the day designated by the UN to celebrating the Girl Child, she attended the United Nations UNFPA event in Dar Es Salaam, which focused on reducing the incidence of child marriage in Tanzania.

She later gave exclusive interview to the national ITV network.

Her stay, rich in events, was followed by formal invitation by the First Lady to the State House.

Madam Salma Kikwete praised Zuriel for attracting attention to the issues of girls education to several African leaders.

It is important to mention that Zuriel has interviewed at least nine African leaders, including the Tanzanian head of state.

First Lady then formally appointed her an Ambassador for the largest foundation in Tanzania focused on gender issues – Wanawake na Maendeleo Foundation [WAMA] of which she is the founding Patron.

Mrs. Kikwete then presented Zuriel with several gifts and an intricate three-foot statue of unity, the same type presented to the US President, to symbolize the effect of Zuriel’s programs in the lives of Africa’s young women.

EducationAn Update On Ongoing ASUU Negotiations by Consultville(op): 11:38pm On Oct 15, 2013
AN UPDATE ON ONGOING ASUU NEGOTIATIONS FOLLOWING TWO RECENT MEETINGS WITH VICE-PRESIDENT NAMADI SAMBO
From the Office of the Vice-Chancellor

————————————————————————

Following two meetings (on Thursday 19th Sept 2013 and Friday 11th Oct 2013) of representatives of the AVCNU (Association of Vice-Chancellors of Nigerian Universities, led by CVC Chairman, Prof. Hamisu of ATBU) and ASUU Representatives (led by its President, Dr. N. Fagge) with the Vice-President of the Federal Republic of Nigeria, Arc. N. Sambo, Minister of Education Barr. N. Wike and others, all Vice-Chancellors have been urged to inform and enlighten our academic and other staff on the following developments so that we can ensure a return to normalcy in our universities within the shortest possible time

1. Earned Allowances: The N30 billion already released will now be increased to N40 billion, and should be regarded only as first installment, and not a once-and-for-all payment. Government will top it up with further releases once universities are through with the disbursement of this new figure of N40 million, so Vice-Chancellors are urged to expedite this disbursement within the shortest possible time using guiding templates that have been sent by the CVC.

2. NEEDS Assessment Capital Money: Government was cognizant and mindful of the ability of Universities to effectively/efficiently utilize the N100 billion fund immediately, hence that figure. However, in addition to this N100 billion dedicated and already made available for 2013, N200 billion (increased from N150 billion previously agreed) will now be earmarked in the 2014 Budget as well as each of the following three-four years until the Universities are brought to world-class standard.

3. Project Prioritization: Universities will now be allowed to determine their priorities and not be “rail-roaded” into implementing a pre-determined set of projects with respect to the NEEDS assessment. Decisions are not to be centralized.

4. TETFund Intervention: Government assured that the operations of the TETFund will not be impaired, and that the regular TETFund intervention disbursement to Universities will continue, unaffected. So the NEEDS assessment capital outlays are in addition to regular TETFund intervention.

5. Project Monitoring: A new Implementation Monitoring Committee (IMC) for the NEEDS Assessment intervention for universities has been set up to take over from the Suswan Committee. The new one is under the Federal Ministry of Education and chaired by the Honorable Minister of Education. In addition, to build confidence and ensure faithful implementation and prevent any relapse as before, the Vice President will meet quarterly with the IMC to monitor progress.

6. Blueprint: ASUU was mandated to submit a blue print for revitalizing the Universities to the Vice President.

7. Official Agreement Document: A signed document would be issued very soon to itemize the full issues on which this present consensus outlined here, brokered by AVCNU, has been reached.

8. An Appeal to Call Off Strike: The Vice-President Sambo appealed to ASUU to call off the strike and apologized for the “take-it-or-leave-it” comments credited to the Hon Minister of Finance. All other parties present at the meetings also prevailed on the ASUU leadership to consult objectively with its members to get them to agree with what is now on the table and to call off the strike as soon as possible after the Sallah break of Tuesday/Wednesday October 15/16 2013.

9. ASUU President Responds: At both meetings, the President of ASUU thanked the VP for taking over negotiations and promised to consult with his ASUU Constituency.

We keep our fingers firmly crossed, as we await both the official consensus agreement document and full ASUU reaction. Statesmanship on all sides is called for at this point in time.

Thank you.

PoliticsWho Is Okurounmu, Chairman National Conference? by Consultville(op): 9:14pm On Oct 02, 2013
THE Federal Government yesterday announced the membership of the Advisory Committee on National Dialogue that will establish modalities for a national conference aimed at resolving issues that currently cause friction in the polity.

President Goodluck Jonathan, in his independence anniversary broadcast yesterday approved the membership and terms of Reference of the committee.

According to a statement by Secretary to the Government of the Federation, Senator Anyim Pius Anyim, Chairman of the Advisory Committee is Dr. Femi Okurunmu. Other members of the committee are Prof George Obiozo; Prof. Ben Nwabueze; Sen. Khairat Gwadabe; Sen. Timothy Adudu; Col. Tony Nyiam (Rtd); Prof. Funke Adebayo; Dr. (Mrs) Mairo Ahmed Amshi; Dr. Abubakar Sadiq; Alh. Dauda Birma; Mallam Buhari Bello; and Mr. Tony Uranta; while Dr. Akilu Indabawa is the secretary.

From my finding I got a bit about this man

He was a member of the National Working Committee of the defunct Unity Party of Nigeria led by late Chief Obafemi Awolowo

He was elected Senator for the Ogun Central constituency of Ogun State in 1999 under the platform of the defunct Alliance for Democracy (AD).

He was former Commissioner for Works in Ogun State.

He was a member of the Committees on Commerce and Economic Affairs in the Senate.

He was defeated by for the second term in the Senate

He was former Secretary General of the Yoruba socio-political group, Afenifere

He was opposed to the third term agenda of the former President Olusegun Obasanjo

He is opposed to granting amnesty to Boko Haram insurgents

He believes that Nigerian politics has become a contest to see who will control the treasury and not a contest to serve to country.

In January 2010 Okurounmu, called Baba Ijo (father of the congregation) of St. Paul’s Anglican Church, Sodubi, Abeokuta, had reportedly led a revolt of some of the church elders against the presiding Priest.

........................................................................................................................................................................................................................

Terms of Reference of the committee are:

*To consult expeditiously with all relevant stakeholders with a view to drawing up a feasible agenda for the proposed national dialogue/conference

*To make recommendations to government on structure and modalities for the proposed national dialogue/conference

*To make recommendations to government on how representation of various interest groups at the national dialogue/conference will be determined.

*To advise on a timeframe for the national dialogue/conference.

Full Text of Speech Delivered by Sir Abubakar Tafawa Balewa, at Nigeria's Independence Ceremony, October 1st, 1960

On Saturday, October 1, 1960, Nigeria became an independent nation. What follows is Sir Abubakar Tafawa Balewa's speech delivered at Tafawa Balewa Square in Lagos at the Independence Ceremony.

Today is Independence Day. The first of October 1960 is a date to which for two years every Nigerian has been eagerly looking forward. At last, our great day has arrived, and Nigeria is now indeed an independent sovereign nation.
Words cannot adequately express my joy and pride at being the Nigerian citizen privileged to accept from Her Royal Highness these Constitutional Instruments which are the symbols of Nigeria’s Independence. It is a unique privilege which I shall remember forever, and it gives me strength and courage as I dedicate my life to the service of our country.

This is a wonderful day, and it is all the more wonderful because we have awaited it with increasing impatience, compelled to watch one country after another overtaking us on the road when we had so nearly reached our goal. But now we have acquired our rightful status, and I feel sure that history will show that the building of our nation proceeded at the wisest pace: it has been thorough, and Nigeria now stands well- built upon firm foundations.
Today’s ceremony marks the culmination of a process which began fifteen years ago and has now reached a happy and successful conclusion. It is with justifiable pride that we claim the achievement of our Independence to be unparalleled in the annals of history. Each step of our constitutional advance has been purposefully and peacefully planned with full and open consultation, not only between representatives of all the various interests in Nigeria but in harmonious cooperation with the administering power which has today relinquished its authority.

At the time when our constitutional development entered upon its final phase, the emphasis was largely upon self-government. We, the elected representatives of the people of Nigeria, concentrated on proving that we were fully capable of managing our own affairs both internally and as a nation. However, we were not to be allowed the selfish luxury of focusing our interest on our own homes. In these days of rapid communications we cannot live in isolation, apart from the rest of the world, even if we wished to do so. All too soon it has become evident that for us Independence implies a great deal more than self-government. This great country, which has now emerged without bitterness or bloodshed, finds that she must at once be ready to deal with grave international issues.

This fact has of recent months been unhappily emphasized by the startling events which have occurred in this continent. I shall not labour the point but it would be unrealistic not to draw attention first to the awe-inspiring task confronting us at the very start of our nationhood. When this day in October 1960 was chosen for our Independence it seemed that we were destined to move with quiet dignity to place on the world stage. Recent events have changed the scene beyond recognition, so that we find ourselves today being tested to the utmost We are called upon immediately to show that our claims to responsible government are well-founded, and having been accepted as an indepedent state we must at once play an active part in maintaining the peace of the world and in preserving civilisation. I promise you, we shall not fail for want of determination.

And we come to this task better-equipped than many. For this, I pay tribute to the manner in which successive British Governments have gradually transferred the burden of responsibility to our shoulders. The assistance and unfailing encouragement which we have received from each Secretary of State for the Colonies and their intense personal interest in our development has immeasurably lightened that burden.

All our friends in the Colonial Office must today be proud of their handiwork and in the knowledge that they have helped to lay the foundations of a lasting friendship between our two nations. I have indeed every confidence that, based on the happy experience of a successful partnership, our future relations with the United Kingdom will be more cordial than ever, bound together, as we shall be in the Commonwealth, by a common allegiance to Her Majesty Queen Elizabeth, whom today we proudly acclaim as Queen of Nigeria and Head of the Commonwealth.

Time will not permit the individual mention of all those friends, many of them Nigerians, whose selfless labours have contributed to our Independence. Some have not lived to see the fulfilment of their hopes—on them be peace—but nevertheless they are remembered here, and the names of buildings and streets and roads and bridges throughout the country recall to our minds their achievements, some of them on a national scale. Others confined, perhaps, to a small area in one Division, are more humble but of equal value in the sum-total.

Today, we have with us representatives of those who have made Nigeria: Representatives of the Regional Governments, of former Central Governments, of the Missionary Societies, and of the Banking and Commercial enterprises, and members, both past and present, of the Public Service. We welcome you, and we rejoice that you have been able to come and share in our celebrations. We wish that it could have been possible for all of those whom you represent to be here today: Many, I know, will be disappointed to be absent, but if they are listening to me now, I say to them: ‘Thank you on behalf of my Thank you for your devoted service which helped build up Nigeria into a nation. Today we are reaping the harvest which you sowed, and the quality of the harvest is equalled only by our gratitude to you. May God bless you all.

This is an occasion when our hearts are filled with conflicting emotions: we are, indeed, proud to have achieved our independence, and proud that our efforts should have contributed to this happy event. But do not mistake our pride for arrogance. It is tempered by feelings of sincere gratitude to all who have shared in the task of developing Nigeria politically, socially and economically. We are grateful to the British officers whom we have known, first as masters, and then as leaders, and finally as partners, but always as friends. And there have been countless missionaries who have laboured unceasingly in the cause of education and to whom we owe many of our medical services. We are grateful also to those who have brought modern methods of banking and of commerce, and new industries. I wish to pay tribute to all of these people and to declare our everlasting admiration of their devotion to duty.

And, finally, I must express our gratitude to Her Royal Highness the Princess Alexandra of Kent for personally bringing to us these symbols of our freedom, and especially for delivering the gracious message from Her Majesty The Queen. And so, with the words ‘God Save Our Queen’, I open a new chapter in the history of Nigeria, and of the Commonwealth, and indeed of the world.

Art, Graphics & VideoRe: What Is So Special About Mona Lisa? by Consultville(m): 10:42am On Sep 29, 2013
Looking at Mona Lisa as a whole one might not be able to figure-out its perfection. But breaking the picture into image fragements you will see an high sense of in-depth thinking and perfection

First, who is the woman pictured in the "Mona Lisa"? Some people speculate she was actually male, while others have suggested she represents the ideal of womanhood. Today, it is commonly believed she was Lisa Gherardini, the wife of Florentine silk merchant Francesco del Giocondo, a friend of the artist. The portrait was commissioned around 1503, but the Giocondos never took possession of it. Da Vinci kept the painting until his death. It eventually became the property of King Francois I of France. Passed down through the French court, the "Mona Lisa" has spent the majority of its life hanging in palaces and museums [source: http://www.louvre.fr/selections].

From an artistic standpoint, the "Mona Lisa" represented a new formula both for da Vinci and 16th-century portrait painting. Because the artist used a technique called sfumato, meaning "vanish" or "evaporate," the subject of the painting, with her glowing skin, appears almost real. Critics agree, the Mona Lisa also conveys a powerful sense of harmony both in her features and against the background, a result of da Vinci's understanding of anatomy and his ability to calculate perspective mathematically [source: http://www.pbs.org/treasuresoftheworld/a_nav/mona_nav/mnav_level_1/3technique_monafrm.html].

However, it's Mona Lisa's enigmatic smile and gaze that has most intrigued her many admirers. The facial expression in the painting seems to suggest happiness, but that can change depending on how it is viewed. Again, this was an intentional device used by da Vinci who used his understanding of anatomy, light and perspective to create a "dynamic" facial expression, rather than a static one [source: http://www.newscientist.com/article/dn18019-mona-lisas-smile-a-mystery-no-more.html#.Ukf1Wj_Bymk].

EducationPresidency Takes Over ASUU Negotiation by Consultville(op): 1:10am On Sep 20, 2013
*Makes proposal to ASUU
*ASUU agrees to consider Presidency's Position at its NEC

When Scan-News reported exclusively that some top elder statesmen had intervened to resolve the ASUU strike, it seemed far-fetched. But less than two weeks after that report, the fruits of the diplomatic efforts are coming to the fore.

The private steps taken by the elder statesmen and top government officials have yielded positive results as President Jonathan on thursday mandated VP Namadi Sambo to inter-face with the ASUU leadership and quickly resolve the strike.

In an interview after the meeting at the State House, the ASUU President, Nasir Fagge, said that he was taking back a “message given to him at the meeting for his members” and that Nigerians would have to wait for the response of his members on the way forward.

“We have had a meeting with the Vice President and he has given us a message to our members, and we said that as the messengers that we are, we are going to deliver the message faithfully to our members and then they will take the decision.”

He said, “I know Nigerians are expecting a solution to the strike, we also want a solution, but I have been given a message to our members. The message is not for Nigerians, it is for our members”.

“If I deliver the message, our principal will decide and we will get back to the ministry of education within this week,” he added, saying the union would get back to the education minister on its stance on the government’s latest offer."

This is the first the ASUU President has back tracked. The elders across the country who intervened during the meetings that SCAN-NEWS reported asked ASUU to respond to the good faith that the government has shown.

Scan-News learnt that the Supervising Minister of Education, Barr. Ezenwo Nyesom Wike faciliated the take over of negotiation by VP Sambo, after he deployed his political contacts at the Presidency to ensure that the President gave the directive.

Wike also met with Committee of Vice Chancellors on thursday whom he convinced to play a more visible role in resolving the strike. A vice chancellor from the North West who attended the thursday meeting told Scan-News that the meeting was the very first time that Vice Chancellors have been taken in confidence and given the mandate to work to resolve the crisis in the shortest possible time.

The VC told Scan-News in confidence: "The Supervising Minister's style is pragmatic and it always yields results. Just imagine how he has re-awaken a dead process. We are optimistic this matter will be resolved since the highest level of government is involved".

Officials who attended the meeting at the President maintained a sealed leap on the new offer by the Jonathan administration. However, it is said to be an improvement on the N100billion for infrastructure and N30billion for earned allowances.

The Supervising Minister of Education, Nyesom Wike, who was also at the meeting, explained that the meeting had been convened to find a lasting solution to the crisis.

“One is quite hopeful that ASUU is committed, they have the passion and that there is the need for us to move the education sector forward.

“ASUU coming to discuss means that they are committed on their own part and that the federal government is also committed. We have gone very far, we believe that in no distance time, you will have a very good result,” he said.

Also on the ASUU delegation were two former Presidents of ASUU, Dipo Fasina and Abdullahi Sule-Kano.

Other members of the government’s delegation included the Executive Secretary of the National Universities Commission (NUC), Julius Okojie; as well as the Vice Chancellors of Bayero University Kano (BUK), University of Ibadan (UI) and Abubakar Tafawa Balewa University (ATBU) Bauchi, Abdulrasheed Abubakar, Isaac Adewole, and Muhammed Muhammed respectively.

Nigerians are eagerly awaiting the ASUU leadership and members to declare their position on the President's proposal after their next meeting.Presidency takes over ASUU negotiation
