Now, there is no IELTS Center for BC in Delta but the exam venue is listed. My question now is about the situation at the venue. I hope there's someone who's written in Warri here or at least, someone who knows someone. I'm concerned about the listening test. Were earpieces provided or was a loud speaker used instead?

Just accept whatever you see that day. But I would advise you to practise without earpiece. Also, sometimes try to prepare on the background that is not very quiet, it's all about getting it right during the actual test. Prepare adequately and build up your vocabulary.

I strongly advice against using any material not by Cambridge for practice. They are either too easy or too hard compared to the original IELTS test. Stick to Cambridge official materials :-)
