Numbers 6 vr 1-4

Num 6:4 All the days of his separation shall he eat nothing that is made of the vine tree, from the kernels even to the husk.

This is when a vow is made we should make conclusions from the context, not just a verse

Lev 10vr 8-11

Lev 10:8 And the LORD spake unto Aaron, saying,
Lev 10:9 Do not drink wine nor strong drink, thou, nor thy sons with thee, when ye go into the tabernacle of the congregation, lest ye die: [it shall be] a statute for ever throughout your generations:

Lev 10:11 And that ye may teach the children of Israel all the statutes which the LORD hath spoken unto them by the hand of Moses.

Judges 13 vs 1 - 25

A vow was to be made here by Samsons mother who had been barren and was about to be blessed with a child (Samson). If it was meant to be a No No it would have been added with the 10 commandment, to probably be the 11th

You see from all the blue text the similarity of both verses, but what you would also notice is that the sacrifice is for the cleansing of the mother and not the dedication of the child. undecided undecided undecided

dedicating your newly born to God to me sounds like something that's good to do.

I think it has to do with a semblance of what was done in Bible days, like what happened in luke when Jesus' parents met with old Simeon and Anna. Following that, i think there's nothing wrong with it if it isn't done in an occult or worldly manner. Whether it is compulsory is another matter.
