The situation is quite dicey, any attempt to stop the beneficiaries of these informal resource control would lead to increased insecurity and instability in the region with might affect oil production ultimately....
Me thinks he solution is o allow the land owners to own their resources, mine , operate and explore the crude and then pay tax to the State. Any other solution is a temporary solution.

nagoma: Tompolo the ex- niger Delta militant was the most wanted person in Nigeria . In 2009 he was wanted for many crimes including the killing of 11 Nigerian soldiers ( officers and men) . Early Last year , 2012, Tompolo was selected to provide patrol against the oil thieves along the Nigerian costal waters as a 10 year renewable contract and is being paid 49 million Naira per week for this. He was also given the N 103.4 billion to supply 20 patrol boats for the exercise also done last year - July 2013. Some eediot like insincereNigerian will come and talk of improvement in fighting corruption. I will not be surprised if those N103.4 billion boats are the ones used for the current increase in the oil theft and by the people paid to stop it.
My friend go and think of how to generate wealth from the numerous resources you have in the north, an Tompolo be ur problem abi....how many northerners made their millions by clinging onto military dictators..

You like argument for argument sake. And, I can say you have no argument whatsoever in this your comment prior to this reply. I doubt you did see what Morocco is doing about their modern railway system, an African nation whose economy is not as large and rich as Nigeria, before making Nigerian government looks like it cannot afford a modern railway system.

The Nigerian government don't need to borrow but create enabling environment for investors to do just that if it can not afford the modern system,as you are trying to point out. The high speed railway network currently under construction in Morocco is foreign investment and I don't know why Nigerian government can't do the same. However, Nigeria government can afford modern train else it is just being neglectful of the need to install effective modern railway system in a nation of more than 160 million people. Oil rich nation for that matter. I can't seem to understand your stand here to make it as it can't.

Basic financial understand my bottom. How doe it point to the millions of barrel of oil sold and it can't finance a railway system of $4 billion through a period of 5 to 6 years? It means there is no transparency in the government. Please, stop acting as if the billions of dollars are going to be dish out once or for the first time. With all your allusions the government keep accumulating debts without anything modern infrastructure provided for the citizens to show for it. What do you say about that?

The truth is that billions of Naira are spent on feeding the presidency, used for purchasing jets, buying brand new expensive vehicles for senators, building VP and first lady villas, money are squandered on neighboring countries to assist their police, for providing aids yet can't be used for such plan through a period of 5 to 6 years to build a modern effective railway system for the citizens.

I don't just buy into this financial tickling to make the country looks as if it is so poor it can't afford good infrastructure for it citizens. Go to Angola and see what they are doing with their oil money. It is only in Nigeria people give excuses. I repeat, financial backing my bottom. Angola don't even have a foreign reserve as high as that of Nigeria but there is construction boom going on in that country. Please, stop speculating about this financial gibberish. It doesn't speak of somebody who knows about the revenue being generated in that country. It is clear it is well over $60 billion generated in that country as at 2012 and nothing milestone in providing modern infrastructure for the citizens.

Nigeria is the only country excuses are given for failing to make use of opportunity . Indeed, I am not very surprise at you. I used to admire your views on Nigerian issues but this one disappointed me beyond what I think your represent -a truth and knowledgeable individual who doesn't believe on rumors being pedaled by Nigerian government. The 2012 budget was one of these rumors. You can remember how the federal government and Central Bank presented different figures to the national assembly for that particular budget. The different was well in excess of billions. Please,I don't find this your stand interesting while the citizens are being played for fools.

The return is guaranteed as there is every evidence to that there is large population move in our roads which is straining it. If there is provision for fast and effective modern railway there is every tendency Nigerians will resort to using train for transportation than any other system in the future. The roads are crowded, dangerous and slow. The railway will serve for both cargoes and transportation of raw materials for industries, movement of passengers and for fairing larges quantity of goods, delivery and others services. These will run in billions of Naira in weekly returns to investors.The problem is that Nigeria government can't many any project because of lack of transparency.One individual might be channeling half of the returns to his account or family member to the one of the leaders using it for person property. You are underrating the return from a modern and effective railway line in highly populated nations. If it can yield good returns in small populated nations it can as well in populated one like Nigeria.

I don't mean to be harsh on you. Just that I get annoyed by this Nigerian government inability to provide better infrastructure for the citizens. Electricity alone has be draining the nation income without effectiveness. We have heard about no financial backing by then yet $16 billion dollars disappeared into the thin air.

Somebody here says that even if the govt or private people builds a HSR now, travelers would have to pay =N=15k per trip...this is to pay back capital cost plus interest over a 20yea period(mtce and operational cost not even included)

From the annual revenues of $31billion about 60-70% goes into recurrent expenditure.....don't forget hat in the last few years salaries of everybody were increased, this leaves about $10billion or so for capital expenditure,
Capital expenditure like east west road about $4b
Lagos Ibadan road about $1b
Lagos Kano rail line about $8b
I would assume that ph maidugri line would also be about $8b
Then lagos calabar line , maybe about $8b
Abuja kaduna line, lets assume $2b..

These is just 7 projects planned that would take about $30b, the FG has numerous other roads to build, schools to build, sea ports ongoing, rails lines not mentioned, dams, airports, power plants, and so on and so fort,

My figures might not be exactly spot on right, but it gives you the ideas that gej is trying with all he has achieved in just 2 years....the idea of unlimited source of FG funds needs to be crushed once and for all

manny4life: Bros, you're making an entire different argument from my POV, building an infrastructure is already a major hurdle, managing it for efficiency is another. While I agree with you that maintenance is a serious menace in Nigeria, nonetheless, I will STOP short of calling your "we have to think big" an illusion. There's nothing wrong in thinking big, neither is there's anything wrong in holding the government accountable, nor is it wrong to expect more, however, dreams only become reality when you put it to work. Right now, Nigeria LACKS the financial and technical resources to construct railways as the magnitude "thinking big", like I stated, Nigerian Budget is a meager $31billion with about 21% of it financed through debt.

Secondly, Nigeria using about $153million to resuscitate it's railways extending up to 700miles of rail is not surprising, in fact, I call it judicious use. That's an average of $255,000 per mile including the refurbished locos they brought in as well as other expense factored in. So if you honestly believe that money do grow on trees, sorry bro, it does not.

Like I said, when the groundwork is laid, with time, we'll get there. Billions of $$$ railway though needed but not required and need I say it isn't affordable using our current financial and economic outlook. So please, let's shelve this idea and improve on what we got, with time, we'll get there.

It is sad somebody like you, as a citizen is claiming there is no money fix modern railway line for the country. Indeed, it is surprising the amount that has been put into the project without good work coming out of it. That same amount can fix a better modern railway system in developed countries.

I keep laughing at some Nigeria who are just hell bent on refusing to accept to know their rights. That is the most painful aspect of it all. 16 billion dollars spent of power in the past without nothing to show for it(you would say there is no money in the country),etc. Try to google on how much developed countries spent on modern projects, it just as per with the one we spend on shiits in the country. We aren't getting any good returns from all these shity projects and that is a sad thing.
And I ask again,exactly how much does nigeria earn, how much is the project cost? How much do similar projects cost in other countries? If u do not know the answers to these questions, u simply ask, not to run ur mouth...it's embarrassing

Yes, He may have tried in reviving Lagos-Kano rails, but lets us as a people collectively tell Him, GEJ that we are not celebrating because the allege investment does not commensurate with what is on ground hence we DEMAND a Nigeria standard railway services.

Let anyone not be deceived, if the Lagos-Kano railway service was anything to rejoice about, people will not have been sleeping in MMIA over the mad Easter rush as many would have opted to use the rail service.

GEJ has made a start, but it is not good enough and He needs to up the game and deliver big time. This is about Improving Nigerian lives and no politics should come into play in doing so.
Exactly how much do u think we have? Have u ever sat down to do a rough estimate of what comes in to government coffers vs what projects need money?
