I hope everyone takes this virus seriously. The U.S. was sleeping on the virus now NewYork alone has more than 15,000 cases.
As at Monday last week, total infected cases was 182,723 with 7,194 deaths. This Monday the number has almost doubled to 343,818 cases with 14,923 deaths.

But once you put rates and percentages, you change the whole story.

Check the op again and see how he compares Philippines with the US and then hurriedly added that it's because the Philippines had just 3 cases.

The idea is to confuse the reader that the US, a top economy in the world isn't managing the disease well.

And then, since they can't actually claim that the number of covid19 deaths in the US is the highest, why not use rates. The only catch there is that using rates places the Philippines ahead of the US. The op thought he'd be able to get away with that since most people only read the headlines and a few lines.
