The Chairman, Academic Staff Union of Universities (ASUU), UNILAG chapter, Dr. Laja Odukoya has dissociated its union from the rape allegation levelled against one of its lecturers, adding that the accused is neither a staff of UNILAG nor a member of the Union.
According to Odukoya who spoke exclusively with Vanguard in his office at UNILAG on Monday on the incidence, he said:”I can tell you authoritatively that Dr Akin Baruwa is not our staff, but we have inaugurated a new Ethics Committee and their first assignment is to investigate the allegations on Wednesday.
He noted that if the lecturer ever lectures in UNILAG, the only place that is possible is the Distance Learning Institute, DLI.
“Some people said, he is a lecturer in Accounting Department, but I can tell you authoritatively, there is no part time lecturer in Accounting Department. The only place that is possible is may be our DLI.”

BENIN CITY- TRAGEDY struck, Sunday, at Ibillo, Akoko Edo Local Government Area of Edo State, when a man popularly known as Alhaji, murdered three persons including a three year old boy, after a quarrel over the ownership of a bitter leaf plant in the compound.
The sad incident occurred at Ogo quarters Ibillo Sunday evening.  The three killed includes a man identified as Mr Aliu Ademo, a girl called Favour and a little boy Isaac, who later died yesterday morning at the hospital.
Vanguard learnt that trouble started when the Alhaji had a heated quarrel with the daughter of a Co-tenant called Favour over the bitter leaf plant in the compound. It was said that Alhaji went to harvest the vegetable without the consent of the owner which angered the daughter of the woman, Favour.
According to an eyewitness, “Alhaji who is from Igbira came out with a cutlass and beheaded the girl. Mr Aliu saw what happened and started shouting, Alhaji ran after Isaac the little boy to kill him but Aliu pursued him in order to save the boy. But he succeeded in killing both the small boy and Mr Aliu.
“He decided to kill the man because the man came to save the little boy. The small boy was rushed to the hospital because he was still unconscious but we later heard he died this morning (Monday). Alhaji is on the run now but the police is looking for him”.
Reacting to the murder, the Police Public Relations Officer in the state, Mr Stephen Onwechei, said “ the suspect is currently on the run but we are on his trail. He will be arrested. He abandoned his cutlass and took off after the killings. When people came around to stop him he killed them including a three year old child.
“That is barbaric. I understand he previously had quarrel with the mother of the child over the ownership of the bitter leaf in the compound. That is madness but we must arrest him no matter how far he tries to run. He must face justice for his wicked act” he declared.

The All Progressives Congress (APC) has said the distractions being orchestrated by certain elements in the polity will not deter the Administration of President Muhammadu Buhari from its avowed determination to rescue Nigeria from the clutches of those who are holding the country by the jugular.
In a statement issued in Lagos on Monday by its National Publicity Secretary, Alhaji Lai Mohammed, the party said the people, including fringe elements, who have frenetically engaged in fault finding with the Buhari Administration, are those who either have skeletons in their cupboards or those who are acting at their behest, for a fee.
”These paranoid and skittish people daily run to the media to disparage the Buhari Administration. Grasping at their straws, they condemn and criticize everything from appointments to the war against corruption and the battle against insecurity, even though the party to which they belong had 16 years to make things right for Nigeria but chose to suck the country dry, enthrone insecurity and pauperize the citizenry.
”Their design is simple: Make enough incoherent noise in the media with the hope that the Administration will be distracted.
Unfortunately for them, they have failed in their evil machination, because this President can neither be deterred nor be distracted.
While their dogs continue to bark, the caravan of the Buhari Administration proceeds on its steadfast journey,” it said.
APC said while a virile opposition is indispensable in any democracy that is worth its salt, no opposition can succeed by dwelling on the mundane or engaging in bare-faced lies, adding that only good research, strict adherence to the truth and a focus on real issues rather than frivolities can make the opposition relevant.
It wondered how the APC-led Federal Government can be blamed for the blatant refusal of the last Administration to adequately equip the military to confront the Boko Haram insurgency, when even an appointee of the Administration told the whole world that he was the head of a military that lacked the relevant equipment and motivation to fight an insurgency
”What achievement is there for anyone to appropriate from an Administration that will go down in history as the most rapacious, incompetent and clueless in the history of our nation?” it queried.
APC said in less than three months of its existence, the Buhari Administration has started off on a strong footing in many areas, including the fight against insurgency, the battle against corruption, the reorganization of the oil sector that was the private piggy bank of the last Administration, the bailout of many states that could not pay the salaries of their workers, the revival of the Nigerian dream,
the resetting of Nigeria’s diplomatic relations with the rest of the global community and the overdue clean-up of the Niger Delta region, which was shockingly ignored by a President from that region.
”With its sure-footed efforts in all the listed areas already attracting national and international acclaim, does it not beggar belief that the same Buhari Administration will be accused by the apologists of the failed regime of appropriating their dubious achievements?” the party said.

CALABAR – A THIRTY year old man, Richard Effiok from Akpabuyo local Government Area of Cross River State has narrated how he slashed the throat of his twenty- three year-old girl friend, Bassey Udoh, from Akwa Ibom State after a sex romp.

Richard in an interview with Vanguard on Monday at the Cross River State Police Command headquarters said he had been dating the girl for two years but she was always demanding for money from him each time they made love and on the 22nd of May, 2015, she requested for five thousand naira and what he had on him was just one thousand naira which the girl rejected and a scuffle ensued between them'

“She usually comes to visit me and we make love and I do give her money but last time she came, we made love three times and after that she asked for five thousand naira but I had just one thousand naira which I gave to her and she rejected the money”

Richard who lives on Nelson Mandela Street in the heart of Calabar said when the girl rejected the money, she became infuriated and grabbed his boxers and a scuffle ensued between them in his room.

“I was angry when she tore my boxers and i got hold of a kitchen knife and pierced her in the stomach and later slashed her throat and she died because of the bleeding”

He said the young lady’s scream when he stabbed her in the stomach attracted neighbours who forced the door open but before they could enter the room, he had slashed her throat and she dropped dead .

‘They could not take her to hospital since she was already dead before they entered the room so they only invited the police who arrested me and took the body the mortuary.”

SUICIDE BLAST HITS KABUL AIRPORT ROAD, CASUALTIES FEARED

A suicide car bomber struck near the entrance of Kabul’s international airport on Monday during the peak lunchtime period, officials said, warning that heavy casualties were expected.

No group immediately claimed responsibility for the attack, which follows a wave of lethal bombings in the Afghan capital on Friday as the insurgency escalates after a bitter power transition within the Taliban.

“The explosion occurred at the first checkpoint of Kabul airport,” said deputy Kabul police chief Sayed Gul Agha Rouhani.

Kabul CID chief Fraidoon Obaidi said the explosion was caused by a suicide car bomb, and heavy casualties were feared.

Smoke billowed from the scene of the explosion. An AFP photographer saw pieces of charred flesh strewn around the checkpoint, where passengers undergo the first round of body checks before entering the airport.

Ambulances with wailing sirens rushed to the area and were seen removing bodies.

The blasts on Friday struck near an army complex, a police academy and a US special forces base, killing at least 51 people.

They were the first major attacks since Mullah Akhtar Mansour was named as the new Taliban chief in an acrimonious power transition after the insurgents confirmed the death of longtime leader Mullah Omar.

The wave of violence underscores Afghanistan’s volatile security situation amid a faltering peace process.

The first face-to-face talks between the Afghan government and the Taliban took place last month in the Pakistani hill town of Murree, aimed at ending the 14-year insurgency.

The Taliban distanced themselves from a second round of talks that were scheduled for the end of July after the announcement of Omar’s death.

Afghan President Ashraf Ghani discussed initiating another round of talks in a telephone call Sunday to Pakistan Prime Minister Nawaz Sharif, a senior official in Islamabad told AFP without elaborating.

Experts say insurgents are stepping up attacks as Mansour tries to distract attention from internal rifts over his leadership.

In the Monday, June 15, edition of the Vanguard, an interview granted the Vanguard by Bishop Matthew Hassan Kukah, was published in which, unlike the beloved bishop I know him to be, he astonishingly claimed that “we elected a President not to look for scapegoats. We elected the President to get a job done.”
As a Catholic who understands his faith very deeply, I am quite happy to completely disagree with Bishop Kukah and indeed I go so far as to condemn his submission as not only shamefully inappropriate but indeed entirely out of tune with the blessed theology of the Holy Roman Catholic Church of God.
In the first place, I was quite taken aback by my beloved Bishop’s choice of language which unmistakably resembles that of a politician than that of a reverend man of the cloth. I wonder how Bishop Kukah constructed what President Buhari was elected to do. I very much doubt that Bishop Kukah voted for Buhari and I therefore find his pretension as one of those who voted for him utterly shameful.
At any rate even if he did, he is not the only one who voted for Buhari and the vast majority of those of us who made him our President certainly voted him to amongst other things fight corruption, something Bishop Kukah, against Catholic theology, is determined must not happen!
Clearly, like many ridiculously clueless individuals with a laughably poor conceptualization of proper governance, Bishop Kukah’s understanding of what it will take to reform Nigeria is faulty. That is the best I can do for my bishop; otherwise, I would accuse him of knowing the truth and for reason’s best known to him, he has chosen to embrace falsehood.
I am simply sick and tired of the enemies of Buhari’s government who keep insisting on lecturing our President and the rest of us what we elected him to do. What are our President’s main credentials anyway? If Buhari will not fight corruption, what else is he supposed to do?
Any President who refuses to fight corruption is a failure, a nitwit and a bastard and by shamelessly trying to sell this dummy, Bishop Kukah is obviously trying to hoodwink our President into failing so that in 2019, he, Kukah, can turn back and scold us for not returning former President Jonathan as President.
I am not fooled by my beloved Bishop’s pretensions. He is obviously a Jonathan supporter unable to key into seeing the hand of God in even the least likely place. If ever Kukah voted, he would not have voted for Buhari and I have many such friends who proved unable to grow up and maturely eschew sentiments to vote for change. That of course is their right. What no one is entitled to do is to pontificate from a position of prejudice pretending to be an unbiased friend.
If there is a particular thing President Buhari was elected to do, it is to fight corruption. That is why we voted him. We know that if no one else will tackle this national cancer, Buhari will certainly not shy away from that divine duty. How will he make himself popular with the common people if he does not catch them the thieves who robbed them blind, deaf, dumb and speechless? What will be left of Buhari’s credibility if he behaves like the very comical Obasanjo, the unfortunately lackluster Yar’Adua or the utterly clueless Jonathan? How might change be effected in Nigeria if corruption, the number one impediment to change, is not removed?
What in the world does my beloved Bishop, Kukah mean by insisting the President must deliver without fighting corruption? Who can deliver in Nigeria without tackling corruption? Fighting corruption to the barest minimum equates to delivering in this corruption ravaged land and it is a bizarre shame that anyone, much more a bishop will appoint himself a public defender of corruption!
I insist that Bishop Kukah did not vote for President Buhari. As for those of us who insisted he must be our President when it mattered most, it is certainly our forte to lecture the likes of Bishop Kukah, exactly what we elected our beloved President to do. We made him President to fight corruption and by so doing to plug the garish loopholes in the system that makes it impossible for our people to have light, education, healthcare, food, security and sundry other fundamental human rights. It is not for Bishop Kukah of all persons to tell us what we elected our own President to do. We are the ones to tell him.
For your information, dear Bishop, we elected President Buhari to seek ye first the defeat of corruption that all other things may be added unto us by sweet Jesus our Lord and God. By dissuading him from this heavenly duty, Bishop Kukah has merely exposed himself as a religious bigot uncomfortable with a Muslim as his President. If nothing else, rising above such prejudice against others is the test of being a Catholic and I am quite proud to be such a Catholic whether Bishop Kukah likes it or not.

ABUJA— A panel of four governors was, yesterday, constituted to probe the affairs of the Nigerian National Petroleum Corporation, NNPC, following revelations that the corporation withheld N3.8 trillion of the N8.1 trillion generated from oil receipts.
The committee comprising governors of Gombe, Edo, Akwa Ibom and Kaduna states is also to unravel circumstances of the disappearance of another $2.1 billion which was allegedly unilaterally withdrawn by the Goodluck Jonathan administration in the last six months of its tenure.
The revelations came at the end of the inaugural meeting of the new National Economic Council, NEC, in Abuja, yesterday.
Just before the NEC meeting got underway, a senior official of the Goodluck Jonathan administration gave reasons why it passed over an empty treasury to the new government.
Prof. Sylvester Monye, who served as special adviser on monitoring and evaluation to President Jonathan, in an interview, also cautioned the new administration’s officials against sustaining the language of opposition while in office, saying that their continuing propaganda could negatively impact on the sound economic indicators transferred by Dr. Jonathan.
At the inauguration of the NEC, President Buhari cautioned the state governors to shore up their finances towards ensuring that they do not lag behind in their obligations. He also disclosed plans to channel G-7 funding for the rehabilitation of three states ravaged by Boko Haram.
President Buhari also pledged to adhere strictly to constitutional provisions on the maintenance of the Federation Account which stipulates that all funds from revenue generating agencies should be paid into the Federation Account.
Following the inaugural meeting of the NEC, Governor Oshiomhole accompanied by the Chairman of the Nigeria Governors’ Forum and Zamfara State Governor, Abdulaziz Yari; Kaduna State Governor, Mallam Nasir el-Rufai and Akwa Ibom State Governor, Mr. Udom Emmanuel briefed the press.
He disclosed that based on the reports presented by NNPC and officials of the office of the Accountant-General of the Federation to the NEC, it was discovered that a total of N3.8 trillion generated from oil revenues in the last three years was withheld by the NNPC.
Besides, he said that the Ministry of Finance unilaterally spent $2.1 billion from the Excess Crude Account without recourse to the governors between last November and May, 2015.
He said: “This is the first time we had a National Economic Council meeting in which under the instructions of the President, NNPC and the Office of the Accountant -General of the Federation were compelled to provide information in black and white on issues as it relates to the total sales of Nigerian crude from 2012 to May 2015. This has never happened before and for us this is profound.
“What we saw from those figures,which I believe Nigerians are entitled to know, is that whereas the NNPC claimed to have earned about N8.1 trillion, what NNPC paid into the Federation Account between 2012 and May, 2015 was N4.3 trillion and NNPC withheld and spent N3.8 trillion. We are talking about transparency, we are talking about change.
“What it means is that NNPC withheld and spent N3.8 trillion. The major revelation here is that the entire federation, that is the Federal Government, the states and all the 774 local governments, the amount the NNPC paid into the federation account for distribution to these three tiers of government came to N4.3 trillion and NNPC alone took and spent N3.8 trillion.
“Which means the cost of running NNPC is much more than the cost of running the Federal Government. That tells you how much is missing, what is mismanaged, what is stolen. These are huge figures.
“So if you were doing the right thning, you won’t have a situation where the NNPC alone will spend N3.8 trillion and remit to the federal, states and local governments N4.3 trillion which means NNPC is taking about 47 per cent and that explains all the leakages you are talking about.”
ECA withdrawals
On the withdrawals from the ECA, he said: “We looked at the figures for the Excess Crude Account, ECA, the last time the Minister of Finance and Co-ordinating Minister of the Economy, reported to the Council and it is in the minutes. She reported by November 2014, that we had $4.1 billion but today the Accountant-General’s Office reported that we have $2.0 billion, which means the Honourable Minister spent $2.1billion without authority of the NEC.
“That money was not distributed to states, it was not paid to the three tiers of government. This is why the NEC has set up a panel to look at what accrued, what it was spent for, when and by whom, so that Nigerians will have the full picture of all the transactions as regards the much talked about Excess Crude Account.”
Giving the mission of the four-man team to probe the NNPC, he said:  “The four-man committee will check the books of NNPC most specially the issue of excess crude and what is not remitted into the Federation Account.
Governor Nasir El-Rufai of Kaduna State also speaking at the briefing said:  “What we have seen in the last few months or years is that the  Excess Crude Account was operated unilaterally by the Federal Government, drawings were made unilaterally without consulting those that actually own the money because the Excess Crude Account is 52 per cent owned by the federal government and 48 per cent by the states and LGAs.
“So the decision of the NEC is to set up this committee of four to look at the operations of the Excess Crude Account and make recommendations to council on its future.”
Earlier while inaugurating the NEC, President Buhari said:  “The Federal Government will abide by the provisions of Sections 80 and 162 of the Constitution and ensure more accountability, transparency and integrity in the Distribution of the Federation Account. All revenue generating agencies such as Nigeria National Petroleum Corporation (NNPC), Nigeria Customs Services (NCS), Federal Inland Revenue Services (FIRS), Nigeria Ports Authority (NPA), Central Bank of Nigeria (CBN), Nigeria Maritime Administration and Safety Agency (NIMASA) and Liquefied Natural Gas (LNG) amongst others shall comply with stipulated Financial Regulations and Administrative Instructions in their remittances into the Consolidated Revenue Fund.”
The President’s assertion could mean the imminent abrogation of the Excess Crude Account, whose operation is currently the subject of litigation.
The President also unfolded plans to attract funding from the G7 countries for the rehabilitation of the three states of Borno, Yobe and Adamawa most affected by the Boko Haram insurgency.
“I have directed the frontline states of Borno, Yobe and Adamawa to articulate realistic assessments, costs, locations on Local Government by-Local-Government of affected facilities for submission to the President of the G7 for further verification. In addition, the requirements of the military have been prepared by the service chiefs for the consideration of the G7 Nations“, he said.
Why Jonathan left empty treasury
Meanwhile, Prof. Sylvester Monye, a former special adviser to the president on monitoring and evaluation in the Jonathan administration yesterday explained reasons why the new administration received what it described as an empty treasury.
Speaking on a live Channels Television interview monitored in Lagos, Monye said government was a going concern involving receipts and debits with incoming funds regularly being channelled for budgeted purposes.
Noting that it was wrong for officials of the new administration to claim that they met an empty treasury, he urged the officials to empty their utterances of the propaganda they spoke  while in the opposition.
“They are creating bigger problems for themselves because, from my own position where I stand, it is not true. It is not the issue of meeting empty treasury. The fundamental issue is, was there supposed to be anything in the treasury?
“That is the fundamental thing. Before we begin to look at empty treasury or not, we need to look at the provisions of the constitution. The constitution says that any money that is earned from oil sales, tax, customs collection must go into the Federation Account and once it gets in there, it must be shared according to the revenue sharing formula.
“How can you be talking of empty treasury when there is a court case saying that that little savings you have must be shared.”
He thus called for the amendment of the constitution to allow for savings from receipts into the Federation Account saying that under the current provisions there was no provision for savings, a development he said made it necessary for the treasury to be empty at the end of every sharing.
He said the Jonathan administration left behind $1.5 billion in the Sovereign Wealth Fund and another $2.09 billion in the Excess Crude Account.

Only "recruits" could do such. These guys make it very difficult for one to see any good in the Nigerian Army even though we have some exceptionally professional officers amongst them.

I hate it when civilians are bullied especially under a democratic setting. This is totally unacceptable. Those involved don't deserve that uniform.

The Director of Media and Publicity of the Peoples Democratic Party (PDP) Presidential Campaign Organisation, Chief Femi Fani-Kayode, in this interview, dismisses the claim that hate campaign was responsible for the loss of President Goodluck Jonathan in the March 28 election, blaming the PDP National Working Committee (NWC) for it.
The Peoples Democratic Party (PDP) National Working Committee (NWC) blamed the loss of the party at the March 28 presidential election on hate speeches from some party officials, particularly some members of its Presidential Campaign Organisation. How do you react? 
I am sorry that you asked me this question because this is an assertion that I have refused to comment on since the allegation was made. Ever since the conclusion of the presidential election, I have been asked the question you just asked me more than any other and I believe that, for posterity’s sake, it is time to set the record straight.
Everywhere I go. this question of hate campaign is raised and, frankly, I am tired of it. Worse still, some people are beginning to believe the rubbish because we have refused to clear the air. We cannot be expected to remain silent forever when faced with such a grave allegation. This is all the more so because it is my directorate (the Directorate of Media and Publicity) and team that they sought to target, malign and discredit more than anyone else even though they did not mention my name or my directorate. The truth is that I have no hate in me and neither did anyone in the PCO or in my directorate.
The personal attack of Governor Ayodele Fayose of Ekiti on Gen. Muhammed Buhari, the president-elect, before the election  is said to be one of the things that worked against the PDP at the March 28 presidential election. Do you share that sentiment?
That is arrant nonsense and those in the NWC that said so are cowards and turncoats. They are traitors and they are working for the enemy. Did these so-called party leaders complain when Jonathan was attacked by the APC and Lai Mohammed every day? I find it strange that they are prepared to accept the personal attacks on their own candidate as being acceptable yet they complain when we attack the candidate of the other side. Whose side are these people really on? Fayose was not the only one that focused his attention on Buhari. Many of us did because Buhari was the issue for us and everything about him became relevant. In the same vein, for the APC, Jonathan was the issue and they focused their guns on him.
We did not complain and cry about it like little children; instead we returned fire and responded forcefully. We have no apology for that and we believe that we spoke nothing but the truth and we backed up our assertions with facts and figures. We didn’t just talk but we did our research. We were effective. We have nothing against Buhari but we had a job to do and we did it as best as we could. Those who lacked the guts, the finesse and the capacity to do the job should stop whining and  should learn from those of us who are capable of doing it and  are prepared to do it for the sake of our President, our party and our country. It is unfortunate that some members of the NWC are pointing fingers and making accusations and counter allegations against senior party leaders after we lost the elections.
They are more to blame for our defeat than anyone else. After losing the elections, the right thing to do is for us to do soul-searching, look within, indulge in sober reflection and serious introspection, maintain some sense of self-respect and dignity, refuse to defect to the other side and desist from giving the other side ammunition to fight us in future.
