Good question. Most of the LGs are as useless as they come. They are worse than the state and federal govts.
Its time to start demanding these LGs rise up to their responsibilities.
I think the lack of LG autonomy plays a large role in their ineffectiveness!

And one way is to ensure state governments employ, educate and train health officers who shall daily monitor the implementation of environmental laws, and sanction offenders.

That decree has no place in 2015!!

This is a welcomed development. Apart from the fact that it violates one of our fundamental human rights as enshrined in our Constitution, at this time and age, it appears to be outdated and old fashioned to have an entire nation put on the halt every last Saturday of every month for Environmental sanitation exercise; it's supposed to be a DAILY activity. This is 2015!

It may have worked in the past but it's obviously no more working. All that happens on those Saturday is that while a few clean their environment, the vast majority of people sit idly waiting for the hours to elapse, and then we go on piling obnoxious dirts and wait till another sanitation day before we do some cleaning and the process continues. It's a poor environmental management strategy.

In fact, I made a strong case against this decree around September last year when I was delayed at Agofure park because of sanitation exercise.

Every state government should employ and adequately equip and train environmental health officers who shall daily monitor our environment and punish defaulters where needed.

This is a welcomed development.

I beat you to that. I ve already filed a similar suit at Awka. Waiting for Rulling/Judgement before the end of the month.

I know Lagos State will appeal. Just like the toll gate suit, we shall await the Court of Appeal pronouncement. I just hope the Counsel that brought the suit will do a well researched brief for the appeal.
I'm really impressed with you guys. I'm happy you guys are willing to play your part in this issue. That decree has NO place in this time and age. Keep the good work going.

I think Attahiru Jega is the man to thank.. Nigerians owe him a lot of appreciation. The only reason why there is this renewed interest by the masses is the introduction of PVC and card readers. People now have this believe that our votes will count this time around, unlike before when the ruling party cooks up figures based on the number of registered voters in their strongholds..

My axis in Woji used to enjoy even more light a few weeks ago, but it has dropped a bit lately. But on average, my axis still can boast of 10 or more light hours per day.....

For instance, since around 1800 hrs yesterday till around 100 hrs this morning, there was light.

I'm deeply impressed. This is 2015! No nation is put on a grinding halt for a period of about 3 hours every last Saturday of the month for some sanitation exercise. It's old fashioned and doesn't belong in the modern system.

Long overdue.

Oga judge more grease to your elbow. By weight of probability, it is more beneficial to have this 3 hours movement restriction every month than not having!!! Common sense approach is superbly superior to this judgement!!!

I wonder why our judges can't use common sense on some issue.......

As a matter of fact the Judge should be commended. Apart from the law violating our basic human rights as enshrined in our Constitution, that decree has never been effective in these modern times. Society has moved on and our laws should also be updated.

I'm yet to see any other nation where sanitation activities are limited to one measly Saturday every month, instead being a daily exercise.

Lagos can only get dirtier if there's no new relevant legislation after the current one is annulled. No nation stands still every last Saturday of every month for Environmental sanitation. It's an archaic pattern of environmental management.

State governments should employ and adequately train environmental sanitation officers who shall daily identify and sanction environmental offenders.
