Company is rebuilding Nigeria’s power transmission system


Siemens AG’s overhaul of Nigeria’s electricity grid is attracting interest from private companies seeking to invest in power production, the head of the German company’s local unit said.


Siemens signed a contract with the government last year to rehabilitate and expand the West African nation’s electricity system, with the first phase costing about 2 billion Euros, according to Onyeche Tifase, chief executive officer of Siemens Nigeria Ltd.. The company is using as a model its experience in Egypt, where it increased generation capacity by more than 40% in less than three years.

The revamp in Nigeria will include upgrading dozens of power substations and building new ones, as well as installing new transformers and distribution lines, she said. The upgrades are persuading skeptical investors to see opportunity in the country, Tifase added.

“Our ability to deliver all the automation of distribution, transmission and generation has boosted investors’ confidence, and oil and gas companies that had stepped back because of a lack of benefits are reconsidering,” the CEO said in an interview in Lagos, the commercial capital. “We see further investments being unlocked.”

Nigeria has more than 13,000 megawatts of installed electricity generation capacity but only 7,500 megawatts of that is available and less than 4,000 megawatts is dispatched to the grid each day. The partnership with Siemens will modernize the existing network before enlarging it until the country can produce and distribute 25,000 megawatts.

Incessant Outages
The World Bank, which estimates that Nigeria loses about $28 billion or 2% of gross domestic product a year to power cuts, approved a $750 million loan in June to create a sustainable metering and commercial framework for running the grid.

The deal agreed to last year requires Siemens to boost transmission capacity, to 25,000 megawatts by 2025, from 4,500 megawatts. That will help end incessant outages and ensure the inclusion of about a third of the population of more than 200 million people now excluded from the grid.

Siemens plans to implement the project in phases, starting with the initial phase of resolving current inefficiencies in distribution and transmission while upgrading capacity to 7,000 megawatts. The second phase will target 11,000 megawatts.

The project has attracted low-cost financing backed by the German government and credit-risk guarantees by Euler Hermes Group SAS, according to Tifase. Lenders including Commerzbank AG and Deutsche Bank AG have indicated an interest in extending credit, she said. German lenders are expected to finance the supply of all equipment, products and systems for the project.

Biden VP pick: Kamala Harris chosen as running mate

Democratic presidential candidate Joe Biden has named Senator Kamala Harris as his running mate. She is the first black woman to serve in the role.

Once a rival for the top job, the California senator of Indian-Jamaican heritage had long been considered the front-runner for the position.

The former California attorney-general has been urging police reform amid anti-racism protests.

Mr Biden will face President Donald Trump in the election on 3 November.

Vice-President Mike Pence remains the Republican incumbent's running mate.

Only two other women have been nominated as vice-presidential candidates - Sarah Palin by the Republican party in 2008 and Geraldine Ferraro by the Democrats in 1984. Neither made it to the White House.

A woman of colour has never been appointed to a presidential ticket by either of the two main American political parties. No woman has won the US presidency either.

What did Biden and Harris say?
Mr Biden tweeted that he had "the great honour" to name Ms Harris as his number two.

Who is Kamala Harris?
Ms Harris, 55, dropped out of the presidential race in December.

She repeatedly clashed with Mr Biden during the primary election debates, most notably criticising his praise for the "civil" working relationship he had with former senators who favoured racial segregation.

The Democrat was born in Oakland, California to two immigrant parents: an Indian-born mother and Jamaican-born father.

She went on to attend Howard University, one of the nation's preeminent historically black colleges and universities. She has described her time there as among the most formative experiences of her life.

The obvious pick
Sometimes the obvious pick is obvious for a reason. Kamala Harris was the front-runner to be Joe Biden's running mate pretty much since the moment the presumptive Democratic nominee announced in March that he would pick a woman to be his ticket.

She's relatively young and telegenic, and as the daughter of Jamaican and Indian immigrants reflects the growing diversity of the Democratic Party.

What's more, she's been in the spotlight of the national media, having campaigned for president in 2019 and, for a while last summer, risen to near the top of some polls. Many of her rivals for the number-two spot had never faced such scrutiny, so there was no proof that they could hold up under fire.

Another underrated advantage for Ms Harris was her friendship with Mr Biden's late son, Beau, formed when they were both attorneys general. Mr Biden places a high value on family - and that connection may have made choosing her easier.

Now Ms Harris will have a chance to hit the campaign trail again and prove that she deserves this historic pick. If she succeeds, she'll be in prime position to seek the presidency again, perhaps as early as 2024. Today has made her a force in the Democratic Party for years to come.

What is her record?
After four years at Howard, Ms Harris went on to earn her law degree at the University of California, Hastings, and began her career in the Alameda County District Attorney's Office.

She became the district attorney - the top prosecutor - for San Francisco in 2003, before being elected the first woman and the first African American to serve as California's attorney general, the top lawyer and law enforcement official in America's most populous state.

In her nearly two terms in office as attorney general, Ms Harris gained a reputation as one of the Democratic party's rising stars, using this momentum to propel her election as California's junior US senator in 2017.

She launched her candidacy for president to a crowd of more than 20,000 in Oakland at the beginning of last year.

But the senator failed to articulate a clear rationale for her campaign, and gave muddled answers to questions in key policy areas like healthcare.

She was also unable to capitalise on the clear high point of her candidacy: debate performances that showed off her prosecutorial skills, often placing Mr Biden in the line of attack.

Where did it go wrong for Kamala Harris?
The self-described "progressive prosecutor" tried to emphasise more left-leaning parts of her legacy - requiring body cameras for some special agents at the California Department of Justice, the first state agency to adopt them, and launching a database that provided public access to crime statistics, though she failed to gain traction.

"Kamala is a cop" became a common refrain on the campaign trail, spoiling her attempts to win over the more liberal Democratic base during the primaries. Those same law enforcement credentials could, however, prove beneficial in the general election when Democrats need to win over more moderate voters and independents.

What's the reaction?
The Trump campaign said the choice of running mate was proof that Mr Biden is "an empty shell being filled with the extreme agenda of the radicals on the left".

"Not long ago, Kamala Harris called Joe Biden a racist and asked for an apology she never received," the campaign said.

"Clearly, Phony Kamala will abandon her own morals, as well as try to bury her record as a prosecutor, in order to appease the anti-police extremists controlling the Democrat Party.

"In her failed attempt at running for president, Kamala Harris gleefully embraced the left's radical manifesto, calling for trillions of dollars in new taxes and backing Bernie Sanders' government takeover of healthcare."

Earlier on Tuesday, President Trump said in an interview with Fox Sports Radio that some men might feel "insulted" by Mr Biden's commitment to pick a woman as his vice-presidential candidate.

Mr Biden pledged in March to name a woman on the ticket.

Susan Rice, the Obama-era White House national security adviser who was also on the vice-presidential shortlist, was among the first to congratulate Ms Harris.

"Senator Harris is a tenacious and trailblazing leader who will make a great partner on the campaign trail," said the former diplomat.

Civil servants, ex-banker arraigned for IPPIS, ‘ghost’ workers fraud

THE Federal Government on Monday arraigned four civil servants and a former banker on charges of perpetrating a fraud involving over N140m through the manipulation of the Integrated Payroll and Personnel Information System to input details of ghost workers in 2017.

The five defendants were arraigned on 11 counts of cybercrime and advance fee fraud before Justice Ahmed Mohammed of the Federal High Court in Abuja.

They are Anthony Ogar, Olarenwaju Ladipo, Samuel Enwerem, Joshua Omachonu, and Joy Wright, who all pleaded not guilty to the charges.

Ogar was said to be of the Federal Ministry of Agriculture and Rural Development, Wright, the IPPS Desk Officer in the ministry, the duo of Ladipo and Omachonu, were said to be of the Nigeria Space and Development Agency, and Enwerem, an ex-banker, when the alleged fraud was said to have been perpetrated in 2017.

The Federal Government, through the Office of the Attorney General of the Federation, alleged in the charges filed on August 6, 2020, that “with the intent to defraud” the defendants conspired and did obtain by false pretence from the Integrated Payroll and Personnel Information System of the Federal Government of Nigeria the sum of N140,000,000 using several fictitious salary accounts of employees of the Federal Government of Nigeria.

The offences of conspiracy and the actual fraud were said to be contrary to Section 8(a), and 1(c), respectively, of the Advance Fee Fraud and Other Fraud Related Offences Act CAP A6 Laws of the Federation of Nigeria 2004, both of which were said to be punishable under Section 1(3) of the same Act.

In one of the counts Ogar, Ladipo and Wright were specifically accused of conspiracy and “unlawfully inputting, migrating and reactivating accounts of fictitious employees of the Federal Government of Nigeria in the said IPPIS with the intention that such fictitious employees will be considered as genuine.”

After the defendants pleaded not guilty to the charges, the defence lawyers, Mr E.I.B. Odo, for the 1st defendant, J.D. Musa for the 2nd and 5th defendants, Dickson Omahi for the 3rd and D. Akatugba for the 4th defendant, informed the judge that they had filed separate bail applications for their clients.

Justice Mohammed granted each of them bail in the sum of N10m with one surety in the same sum, each.

Buhari signs Nigeria’s ‘most significant business legislation in 30 years

President Muhammadu Buhari has signed Companies and Allied Matters (CAM) Bill 2020 into law.

The bill which became Companies and Allied Matters Act (CAMA), 2020 is regarded as the most significant business legislation in Nigeria since 1990.

The bill was passed by the Bukola Saraki-led eight senate, but the president refused to assent to the bill, asking to “preserve the powers of the Attorney-General of the Federation to approve the registration of companies limited by guarantee” among other provisions.

In November 2019, the president asked the national assembly to effect some corrections to the bill, which led to it passing second reading in February 2020, before the president signed on Friday.

Femi Adeisna, special adviser to the president on media and publicity, said “the president’s action on this important piece of legislation, therefore, repealed and replaced the extant Companies and Allied Matters Act, 1990, introducing after 30 years, several corporate legal innovations geared toward enhancing ease of doing business in the country”.

The Act ensures “filing fee reductions and other reforms to make it easier and cheaper for small and medium-sized enterprises to register and reform their businesses in Nigeria”.

It also “makes it possible to establish a private company with only one (1) member or shareholder” — as against the minimum of two people in the recent past.

A transparency clause in the CAMA 2020 also requires “the disclosure of persons with significant control of companies in a register of beneficial owners to enhance corporate accountability”.
