(2) Why is the senate asking Mr. President to bring up a budgetary provision to make up for funds that had already been expended? ….. Some funds were used without appropriation, which in the eyes of the law is fraud. The Senate is only asking the president to come and legalize the illegalities that Sanusi alone could detect. I think a man like Sanusi (am not his fan) deserves commendation rather than condemnation.
