I don't think TOEFL is an IQ test.  

It does not test brilliance but just the use of English Language. If it were to be an IQ test, I guess British students will be mandated to take it before entering their own schools

We have seen privatization gone good and Bad in this country. If we are not careful , it might become moribund like NITEL or worst still converted into personal properties of few Nigerians now !.
