There was calls by Middle East countries for a no-fly-zone in Syria in 2015. In 2017, Russia proposed a way to implement it (not Russia) and Turkey and Iran thought it made sense. The UN supported it. The U.S. was skeptical but didn't oppose it. (This is stated in the article.)
