Simon Utebor, Yenagoa Before the end of 2017, Nigeria will begin to export rice to other countries, the Central Bank of Nigeria has said. The Acting Director, Corporate Communications, CBN, Mr. Isaac Okoroafor, said this on Tuesday during a sensitisation/awareness programme for farmers in Bayelsa State under the apex bank’s Anchor Borrowers’ Programme. Okoroafor, who said the ABP had started yielding fruits, insisted that with the progress so far recorded by the CBN through its agricultural financing policies, the country would begin to export rice by next year. He said already the rice harvest this year had exceeded projections, noting that if the tempo was sustained, by the end of 2017, Nigeria would not only meet its national demand, but would export the produce to other countries. Okoroafor said, “We started a pilot programme in Kebbi State with 78,000 farmers, cultivating an average of one hectare, and that was when President Muhammadu Buhari launched the programme in March last year. “The programme was to enable farmers to plant three times in year, two dry seasons cropping and one rainy season cropping. I am telling you now that Kebbi State has exceeded one million tonnes of rice. “Not only Kebbi; Ebonyi State has keyed into it. We were there last week and Ebonyi is to give us over 1.2 million tonnes of rice in one year. They are harvesting now, they are bagging and they are milling. Nigerians are booking their Christmas rice in Abakaliki.” He added, “Abia State has ordered rice from Ebonyi State. Other states are keying in. In Kebbi, Jigawa, Sokoto and Cross River, rice is coming up. Nigerians are planting and producing rice. You need to taste Nigerian rice; it is fresh; not the nine-year old rice from Vietnam, Thailand and India. Let us feed ourselves. Our rice is healthier; it is not preserved with chemicals. “We have been to Anambra, Niger, Jigawa, Kebbi, Sokoto, Cross River and Ebonyi states just to ensure that this is not another talk show. We have seen the harvest of rice, which brought me to say that the harvest for this year has so far outstripped our projections. “By the end of 2017, Nigeria will not only meet our national demand, which is between six and seven tonnes per year, but we will exceed it and we will have rice to export to other countries.” Okoroafor urged the people of Bayelsa to look beyond oil, saying that the state was capable of feeding the country. A recent report placed Nigeria in 3rd place as regarding the world’s most terrorised nations, stirring questions as regarding the safety of Nigerians. The Global Terrorism Index report, place Nigeria 3rd in the list of most terrorised nations in the world. Life expectancy in Nigeria is at a low which has got many troubled, for many Nigerians, the uncertainty of leaving their houses and not returning stirs them in the face daily. The fears of these Nigerians that live daily with hope that the next minute is not their last, is founded on the fact that they could be killed by either of these 6 people. 1. Boko Haram Without a doubt, Boko Haram has become really fierce, following several years of terror attacks which has claimed the lives of thousands and left many homeless. Though the Nigeria army has fought dauntlessly to deal a fatal blow on the sect, still the terror group has continued to carry out attacks, and this time indiscriminately. Suicide bomb attacks have continued in some areas within the Northeast and people fear that the group could strike at just anytime. 2. Niger Delta Militants While the Boko Haram sect has left some parts of the Northeast unsettled, militants within the the Southsouth region have given many within the Niger Delta region, cause to fear for their lives. Militancy has proven to be a very great factor in regards to deaths within the Southsouth of Nigeria. The militants are of the opinion that their fight is a right course to give back justice to the region, however, their actions have proven to a great extent to be detrimental to the Niger Delta people. This is because, when the Nigerian military comes raiding, it is not only the militants that get affected. There have been several cases of the wrong persons being arrested or killed in the course of military actions against the militants. Also actions like blowing up gas lines and vandalizing oil pipelines, have also not been in favour of the people, as the source of livelihood is threatened, a situation which could further lead to the death of the people. 3. Fulani Herdsmen This group is keeping the heart of the nation beating too fast as Nigerians do not know where exactly to classify them. With several attacks on different communities across the nation, many Nigerians have lost their lives to these marauders. Attacks by Fulani herdsmen have led to the untimely death of many Nigerians. Plans and bills are being passed to keep the herdsmen in check, still every now and then, there are reports of attacks on communities where their cattle are still grazing. 4. Police The police is supposed to be your friend, but statistics show that the police has caused too many deaths of many Nigerians, even in recent times. From stray bullets to all out attacks on crowds, the Nigerian police does not really make people feel safe, as many Nigerians are do not trust their judgement. 5. Angry Mob Jungle justice is one very troubling phenomenon in Nigeria and it tends to be getting worse, in that a minor finger of accusation pointed in anyone’s direction, might be their death. Cases of jungle justice are becoming rampant in Nigeria these days and many Nigerians have been lynched. One would be surprised as to how many people have been killed in Nigeria, as a result of mob actions. There are too many examples to cite, and this growing concern tends to have nothing being done to bring it to an end. 6. Reckless Drivers and riders Accidents are recorded daily across the nation, and reckless driving is said to be the cause of many auto-crashes that have led many to an early grave. There are many reckless drivers and riders these days, many driving under the influence of alcohol, even in the early hours of the day, you find them stoned. As the year draws to a close, one must be careful regarding those who drive the vehicles that conveys one to and fro. The authorities must do more to check reckless driving and remove rickety vehicles from Nigerian roads, as well as repair the roads that need to be put in order. Changing the narrative It is true that Nigeria is faced with the challenges of terrorism, militancy, and other things that pose a threat to long life in Nigeria, however, these things exist in many other nations across Africa and the world at large. In America, police violence and terror attacks exist, though not on the same scale as it is in Nigeria. Across Europe the scourge of terrorism is felt too and there are other factors that pose threats to life. Hence, we cannot say that the Nigerian situation is beyond redemption, also the rate at which the negatives are reported about Nigeria, ought to change because Nigerians live a vibrant, positive and beautiful life; not all happenings in Nigeria are negative. True talk. BUHARI can only do his bit at the federal level but if same is not replicated at the state level by their various state governments, then work done in transforming the lives of Nigerians will be zero no matter who sits on the throne. Moreover, it's time the masses and civil society groups rise up to the task of asking questions and ensuring that answer are given by their governors as well as ensuring that solutions are proffered where there are challenges. Governors are lazy in Nigeria. They seriously lack innovations, creativity and the technical knowhow to revamp their local economies. All they do is to sit and await federal allowee from FG like this pix of the guy below.

The now opposition PDP, which controlled power in the country for 16 years became more of locusts and vermins. They officially endorsed corruption, squandered national resources, foreign reserves, ignored security threats to the coherence and peace of the nation, neglected the development of critical infrastructure in power, roads, healthcare and so forth, even when crude was sold at princely prices. The ousting of PDP and the enthronement of the APC national government led by President Muhammadu Buhari in 2015 renewed hopes of a better future and prosperity for Nigeria. READ ALSO: UNBELIEVABLE! President Buhari lucidly outlined the focus and priorities of the APC led Federal Government in his first interface with Nigerians. It was a passionate plea with governors and all stakeholders to replicate same at the state and local levels. Disappointingly though, the four-year life span of the present administration would soon run into two spent years. Despite the odds, further inflamed by economic recession, Buhari is making steady progress in certain keys areas of affliction of the Nigerian state. He is confronting insecurity in all its ramifications from the Northeast to the Niger Delta creeks and the results are manifest. The milestones his administration has recorded in curbing the subsisting and pervasive corruption has been applauded even by his ardent critics. The ending of profligacy in public governance is legendary and stabilized fuel supply. Buhari’s struggle to stabilize the economy through its diversification, the retention of Nigeria as the largest economy in Africa and the attraction of foreign investors especially from China willing to do business in Nigeria are the good tidings. Regrettably, state governors have refused to complement the efforts of “change” agenda at the state and local government levels. They are yet to purge themselves of the mentality of governance as lip service to the people. Mention of names of specific governors or states would be avoided, not because they are dreaded. But the piece is meant to silently prick the conscience of these state chief executives caught up in the web of deceit of the people to have a changed heart. It’s not in doubt that the anti-corruption campaign resonates more at the national level, with little or virtually no similar action in the states or local councils. READ ALSO: Ondo election: PDP governors reveals what APC is planning, tells Buhari what to do In a few states where there are traces of the exposure of corruption, the incumbent governors have an axe to grind with their predecessors and so, it’s more of political vindictiveness than genuine commitment. Many appointees of the changed government still enmesh in corrupt acts before the nose of their bosses unchallenged, creating the indisputable impression of acting with the approval of the governors. The governors alongside with the aides have leaped in personal wealth, while the states stagnate. It explains why some state governors still owe backlog of inherited workers’ salaries, despite Buhari’s sumptuous bail-out funds; have erected fresh pyramids of workers salary debts, in spite of increased federal allocation to states in the last few months. None of these governors is interested in truthfully discussing Internally Generated Revenue (IGR) figures. But emphasis is usually placed on federal allocation and its insufficiency to pay mere salaries. State Governors have shunned the implementation of TSA which ensures transparent and accountable government revenues for public scrutiny. Despite monthly security votes, governors allow insecurity in their domains to deteriorate before any action is initiated. And when it eventually blows out uncontrollably, it is the President who takes the blame for failing to secure the lives and property of Nigerians in clear abuse of his oath of office. READ ALSO: Buhari is naturally good but is this enough for Nigeria? The health sector is in absolute ruins in most states and some governors do not consider it a necessity to reinvigorate. Primary health care centres have only ramshackle structures, with no doctors, drugs or health personnel to administer Medicare. The secondary level of healthcare delivery suffers the same dislocation. Some Governors have chosen to be global-trots. They have travelled out of their states too numerous times to recount, in the guise of sourcing for foreign investors. They come back home each time with fantastic stories about the benefits such foreign trips would bring to their states. Except that the people are yet to feel the impact of such deceitful trips nearly two years now. Such is the extent issues of governance have been trivialized, against the spirit of APC’s change agenda. But these governors forget easily that the endemic problem of poor electricity supply cannot attract foreign investors. Northern states can invest in solar energy for power generation, which is a technology in vogue in countries with high sunlight energy. But they are waiting for power supply from the national grid. While Buhari has trimmed down public wasteful spending, the convoys of some governors are still heavy and their cabinets very bulky, with a retinue of dozens of unrecognizable personal aides. One Governor in the North has nearly 30 commissioners in his cabinet, with some ministries duplicated by name. All these combine to weigh down on public coffers in a recessed economy. State governors have turned local governments, whether headed by elected councils or sole administrators’ into their cash cows; hence they handpick leaders of the councils. The allegiance of those fortunate to climb the ladder is not to the people or service delivery, but to nourish the limitless financial appetite of political godfathers who planted them. The balance of funds accruing to the councils after servicing these interests is equally cornered by those vested with leadership at the third tier of government as their part of the booty. So, the 744 local councils in Nigeria have been recklessly raped of their resources by governors and abandoned. But these Governors and local council bosses should not forget that much as Buhari intends to positively touch every segment or community in Nigeria, he cannot assume their official positions and run government on their behalf.
