None of those two states has a state electricity market and law in place. Go and read the electricity law, only 3 states were exempted and unfortunately the only state with the state law in SS is Edo yet Edo can not afford transmission. Delta and Rivers can afford but have no state laws in place.
Again, you need to read to understand my point before lamenting. It's a wake up call to you and your mediocre and somewhat complacent leaders you keep making excuses for.

But the article highlighted that States that can't afford can do public private partnership thereby involving investors

This can help strengthen electrical generation and transmission infrastructures

At least I know that Prof Bart Nnajis Geometric Energy invested over $500million in Aba power infrastructures

So other states can get private partnership and thanks to former President Buhari he has unbundled power generation capacity
And power sector being a very lucrative sector will attract investors

Hoping those in government will allow the sector to breadth
