Maybe you could do a stage-by-stage walk-through of renovations you have done in the past or present as a few are already doing here. I'm sure many will find it useful here and obviously helps with building client confidence and also helps the passive observers learn a thing or two. |

http://www.fmf.gov.ng/ Came across this trawling through the net earlier. Apologies if this has already been reviewed before but I have little time to check previous threads if this is the case. In my opinion, this looks a fairly good website with respect to 'look and feel' and basic functionalities (excluding any backend architectural analysis which I don't have the competence to validate - over to our Webmasters) - at least compared to websites of other FG agencies out there - if you've come across any better please highlight. http://www.mpr.gov.ng/ comes close or possibly could even be adjudged better by others. With all the Petrodollars available to this Ministry, it should have been state-of-the-art website and laying a standard for the others - but unfortunately not. Who remembered Dora's statement (as the new Minister of Information) some few years back regarding how each Ministry will have a befitting website that compares with similar websites of government agencies all over the world? A lot of noise was made about this then and the initiative was hailed as one of the many changes Dora will bring to bear in her new portfolio considering her NAFDAC track record. Sadly and looking back, this seems more of the typical braggadocio politicians are inclined to pass as policy statements before giving any thoughts to the viability of implementation of such. I'm even struggling to find the website for the Ministry of Information up till date - please post url if one exists. Rambling thoughts - If the Federal Ministry of Finance website is deemed a good design, it's highly likely the web developers or architects would be people with enough clout to replicate same across other FG agencies where they are bound to know people that matters to make this happen. Isn't this how it works in Naija, "look we built the FMF website and we have the references to prove it, we can do a similar project for your Ministry/agency". Why hasn't this happened or are these merely wrong presumptions on how things works in the corridors in Abuja? - Is the Minister or Ministry of Information actually vested with the powers to regulate the web presence of all other FG agencies? If yes, someone there needs to revive, champion and lay down what Dora tried starting back then - but charity should begin from home with a baseline web design for the Federal Ministry of Information. |

Chaps it's more premium rate charges and unlikely to be a scam by the local Telco. Note these numbers are not local Nigerian numbers. Try Google a random 0906 UK number and dial this - watch how quickly your credit disappears! Calls to these lines are typically charged at £1.25 or much more per min. Bear in mind that it is strictly the responsibility of the bill payer to find out the applicable call charges (and also read the small print) for a number before dialing. Interconnect charges are already pre-established by your local Telco to most other Telcos (directly or indirectly) around the world. For countries with less transparent premium rate charges and possibly no standard cap on the maximum charges, it would be possible for an unscrupulous person to set up a 'premium rate service' with a very high associated charges, agree a revenue sharing model with their local telco (overseas telco in this case) and target people outside the local operating area (or country) to try and get them to call these numbers. When you dial these numbers, your local telco (MTN, Airtel etc) are still obliged to route your call as usual and depending on what it costs them to actually terminate your call to this overseas premium rate numbers, will in turn charge you accordingly. I don't think they really have any jurisdiction with regards to determining if local callers to premium rate numbers overseas are being ripped off or not - that would be the job of the local enforcement agencies in the country where such premium rate number operators are running. The best approach really is - if you receive an sms or a missed call from a strange foreign number asking you to ring back, don't bother. If it is really important and someone you know, they will leave a message that makes sense for you to be able to determine whether the call is worth returning or not. |
It is quite straightforward how this is pulled off. Set up a premium rate number and flash or sms some random number overseas and hope they'll call back and get charged premium rates - with the line owner sharing taking a good percentage of the call charges. Setting up a premium rate number in most first world countries is regulated to a large extent (though not entirely fraud-free) but the same stringent process may not apply in other countries where it may be much more easier to get away with this and use for scamming arrangements. You'll be surprised this also happens in the UK regularly but most people know better to do a quick check on the phone area code to know what sort of call charges apply when calling those suspect numbers - that's if you want to bother returning the call at in the first instance |

@Lawyer The "land information report" you mentioned earlier in your post, what govt agency provides this report? Is this a standard report the general public can apply for or is this just a generic name of the output of adhoc searches performed by a lawyer? Also regarding searching existing court cases, is there a structured process available at the typical courts for such searches or is it just a case of informally engaging the court clerk or admins to go through the records of court cases. Reason why I asked this is that I earlier put this up to a lawyer regarding doing a similar process in Akure and he highlighted this as being almost impossible as the court records are not computerised and it would be an arduous task to manually have to go through thousands of files - and obviously much more difficult in Lagos courts where hundreds of cases are filed by the day. Is there a better way to approach this? Many thanks for your response. |

Regardless, I still say kudos to you for setting up your own ICT training business and able to keep it afloat despite the challenging environment you operate in. |
Is it really a moot point? From a PM perspective, if you've had several design iterations, you've gone past your quality gates, you've done your RR and gone live with your 'prototype', you would expect that you have done enough to meet your fundamental requirement which in this case was to 'look better than the original'. If this is not the case, then the major requirement seems not to have been met and you are better off starting the project over again with a better understanding of what is to be achieved - my2c |
