The minister said the notice was to alert the public to the latest plan and to warn the perpetrators about the consequences of such action.

I do also wonder how the army could have killed those people in an armed confrontation as claimed.
In any armed conflict involving 2 sides,no matter how good one group is,casualties can never be one sided.
The other side must also suffer some casualties,even if not outright death.
It is thus possible that there maybe truth in the claim by IPOB that it was an ambush and not a confrontation as claimed by the authorities.
