When last did you hear of bag snatching inside the airport itself, not to talk of murder. Bro ask your banker and confirm. Sir, you do know how long it takes to pay a check into an account when the check does not come from their bank right.
Now imagine how long it would take CBN to receive and approve the transfer to the next branch when the cash on the otherhand is needed as soon as possible.
Secondly, CBN does not have a branch in every local government, In fact in Delta I think the only CBN branch is in asaba. Now imagine the risk of a bank in warri needing to go to asaba to pick up the cash. So, how would they take the money when the CBN is far from them?

In the mind of the sender, delay might be due to other factors. First of all, the transport is a local one, not an international one. Secondly, banks cannot use that method in US as the dollars is their official currency, it is not in short supply in USA. It is just like saying union bank will want to transfer naira with flight when their closest branch will have naira to spare.

It is for foreign currency they use the flights for, not local one. Foreign currency unlike local currency are finite in availability. Please answer me this, do merchants use flights to transport diamonds in USA? Yes they do, because unlike the dollars, diamonds are not their everyday currency, but try transporting the dollar equivalent of that diamond and you would be in trouble.

I work in Corporate and have dealt thoroughly with the issue of communication and its value to building relationships and influencing your opponents to support your position beyond themselves.

Take weapon out of your opponents hands. You can do it effectively with communication. Union bungled the opportunity....but, its not too late to recover from it.

I would advise they desist from issuing any more public statement and return the contacts to its standard procedure. Get Legal in so they can do their job and resolve with EFCC.

Chairman 5 minutes is not possible, it will take at least 24 hours. I just consulted with a banker now. He told me before they can reply a mail from efcc would take at least 2 working days.

Every bank has a fraud investigation unit. Are you aware of this? If not Im letting you know they do.

EFCC has the contact to every bank operations under the jurisdiction of CBN. Are you also aware of this?

Every bank's investigative unit is considered an independent department that reports up to the executive of the bank...and not to the branch manager. In other words they do not work for the branch manager of a bank.

When EFCC sends a investigation query it goes to the Bank's Operations Hq and where the investigative unit usually have its staff.

Responses to EFCC will originate from the Operations back to EFCC. That's one line of correspondence.

There is a second line of correspondence, between the Head of Operations and the Director of Investigation Unit.

The Director opens a line of communication with the affected Branch Unit Manager. Thats the third one.

The Head of Operations will acknowledge back to EFCC that their letter was received and a review is underway, and they should expect an update back within a timeframe. In this letter the H of OPs will ask for consideration in view of the holidays and off season schedules.

When the Director gets response back from Branch it is communicated to Head of Ops who must invite the Head of Legal in and share the EFCC inquiry and the response back from Branch Mngr.

Once Legal is involved, all communications from that point forward is between Legal and EFCC.

Legal will be using Investigative unit to do field inspection and tests and using the results to frame a position of the bank.

This is the procedural standard.

On the issue of what has happened, the bank breached the procedure. Twice!

1. They did not acknowledge EFCC inquiry.

2. They did not offer a legal correspondence back to EFCC. Instead they used their media dept to do PR job.



That is what I am saying. All these correspondence you said is done via email, not calls. The report said EFCC tried calling, not emailing them. Calling is not an appropriate means of communication for this kind of issues.
If EFCC have emailed the query rather than called I believe they would have been responded to. Mind you anyone can place a call claiming they are from EFCC. But they both have each others official email.

Secondly, can you tell me the process you listed can be fully completed on a festive Friday 9 hour work shift?

There is more to this story than what Union bank is disclosing. EFCC officials are not fools, they won’t have arrested the guys and make it public if there is nothing suspicious about the movement. I suspect the money was been laundered by the bank for a particular politician. There is a law that requires all travelers to disclose cash that is above $10k; did they disclose the cash before boarding the flight? I will wait for further disclosures from EFCC before taking a categorical position.

Bro, all men of Nigerian uniform parastatals are I'll trained, police, army, navy, customs even road safety. Ordinary common sense tells you that 24hrs is too soon to release details of such magnitude without reaching a certain level of investigation

When a large amount of money needs to transfer from one local point to another you use bullion vehicles to do the job.

Typically they are means of transporting money between banks and retail points, never between a bank to another bank.

Assuming Union bank Lagos is transferring money from its bank to retail points in East. It will transfer the money to its branch in East and from the branch bullion vehicle will deposit to the merchants.


Union Lagos transferring money via bullion couriers to East through the air is already a violation of financial crime laws.

First of all sir, your second to last statement is false. Secondly, bullion van is usually inter city, not inter country. Thirdly, this is dollars, not naira. The amount of dollars in circulation is finite. Outside Lagos, I am fairly certain no other Yoruba state can raise 28 million dollars as they simply do not have the type of business to generate that amount within a short time.
Enugu does, as it is an industrious state.
So I need 28 million dollars, within a short time, I have it in my other branch and I want to transfer it by air. It is done regularly.
Finally, the banker's warehouse can and does transfer money from bank to bank. In fact in recent times all banks no longer transfer their money themselves, hence you see they no longer own bullion vans. It is the banker's warehouse that does all physical transfer of cash

Money left Union Bank account somewhere and over 24hrs there is no corresponding IN to register its deposit at other end of the transfer.....should they not have raised alarm and started asking questions?

Two, I am not arguing the standard procedure, I am saying with the pressure of the season, it will most likely be shifted to a time of lower pressure like Saturday. Also, with these kind of investigation, mails are the official channel of communication. EFCC aught to have sent a mail and waited for confirmation. And believe me, efcc have mails of all bank branches.

Thirdly, there are EFCC agents everywhere, if the calls where not being answered, it is an issue of sending one or two agents to the bank for confirmation.

They should have waited till Monday.

Actually sir, it doesn't. Unless you have not boarded a flight before, you should know that in an airport, an armed guard will make you noticeable. But a man carrying a brief case is one in a crowd. Also, unlike the car park, the number of touts inside an airport is greatly reduced. I can guarantee that if you snatch a bag inside an airport you will not get to the gate. All the cars parked in the airport are registered with the airport.

It is also almost impossible to rob a plane first of all. To do it without being traceable is outright impossible.

I do agree with you. But the aim of banking like any other business is to maximize profit.

As it is not yet a law that the method you mentioned must be used, and the fact that robbing a plane is next to impossible, no bank in Nigeria would want to move money the way you mentioned above when they can do that with trackable and trusted couriers for one fifth or one tenth of the cost.

And if EFCC had proposed a bill to make this method of money transfer by bank illegal, they would have had no issue exposing them. But as of now, there is no law that makes transferring money within Nigeria through whatever means illegal, only attempted transfer of money internationally is illegal.

They were wrong. They should have done proper investigation. Most cash transfers are actually done in emergency. Look at the time they arrested them, 7pm, meaning the bank most likely gathered the cash at least 5pm and would have needed it in the branch by 8am. What EFCC office is open by 7am?

Bros the EFCC has really tightened it's noose around bankers and the banking sector. Nobody can move money freely like used to obtain before. And in response to this, criminals and politicians have devised dubious ways of beating the system. One of them is to hide behind legitimate cash transfers between banks and use their couriers to transfer this money.
These guys may be genuine staff of bankers warehouse but I'm 100% sure they were carrying out an illegal transfer using paraphelenia of bankers warehouse and Union bank. That's probably why they didn't present documents to validate the transfer.

Bro, they did present documents, EFCC just refused to investigate those documents.

There is no frigging way on earth this particular money transit was legit. If these staff duly presented letters of conveyance from the Bank, there is no way the EFCC would have detained them. The press release came from the EFCC head office in Abuja! They would have done due diligence and confirmed if the transit was indeed Legitimate.
This nonsense press conference from Union bank and Bankers warehouse is an attempt to quickly legitimise an illegal transit in which they were caught! That money must not be returned to Union bank under any circumstance.
I'm waiting for another press conference from the EFCC to counter these useless claims by union bank and Bankers warehouse. If they duly presented papers for a legal transit, there is no where they would have been stopped. Except they were using union bank and Bankers warehouse cover to launder money for someone.

Hmm, I take it you have never been arrested. Cos I have seen police arrest a group of boys just closing from evening service. Everyone around the boys where shouting to the police men that the boys were just coming out of the church. They were even telling the police to go confirm from the pastors, but the police men refused and took them to the station and asked for bail of #20,000 each. It was after a visit from about 8 lawyers from that were members of the church did they release the boys without a dime. And the police men that arrested them were nowhere to be found to answer if they investigated the shout of over 20 members who said the boys where just coming from the church.

I can tell you that EFCC did not investigate their documents. First of all, such investigation will take more than 24 hrs, but less than 24 hrs efcc released a press statement. Secondly, EFCC even acknowledged that the people told them of their affiliation with union bank and that was still under investigation.

EFCC should not have held a press conference this early into the investigation.

They all do it. Move currency from branch to branch. The only reason they use flight for foreign currency is that unlike naira, the supply is actually limited, so the needed amount might not be found in the locality.

And mind you, it is not even the bank themselves that are responsible for moving money but the bankers warehouse. They are most likely moving the money from more than one bank.

The problem with the Nigerian uniform men is that they conclude as soon as they arrest. If you arrest someone and he makes a claim with evidence, you are supposed to investigate their claim before you post their faces all over the internet.

Now beyond disgracing themselves they have cost the jobs of these courier as their identity has been blown all because they were too lazy to further investigate.

Journalist risked their lives to bring news of world war 2, they risk their lives to snap pictures of dead people killed by biological weapons in Syria.

They risked their lives to bring the news of waterboarding in Guantanamo.

They risked their lives in Iraq and Iran and Afganistan to report soldier brutality.

Without risking their life, no journalist can bring news capable of making other world leaders pay attention to issues

I am not condemning AI for speaking up for people, but we have to make AI understands that speaking up for people is the only business they have in Nigeria. Going to the extremes of training spies, sponsoring dissidents, and carrying out activities that could exacerbate the conflict cannot be tolerated.
Sir, please where is the proof of this spy training?

Or is training of journalist to penetrate where access is blocked for no potent reason now spy training?

If that is the case I thing 75% of US journalists would be spies.

Or you think say international journalist na Nigerian journalist when day report crisis from 2 streets away or no day try penetrate somewhere because government talk am?

In fact telling an international journalist that a place is off limit is encouraging him to look into it the more

A new Sherif is in town. This is not PDP regime where Stealing is not Corruption and where even the ex-first lady imPatience Jonathan was scaming people by collecting money from them in order for the people to see her drunk ineffectual buffoon husband.
Hmm, scamming is actually worse than usual in this regime. During the Jonathan era, cyber fraud was not as prevalent as this. Noe even 16 year old boys just out of secondary school are involved in fraud. So rampant like falz said it is now normal. In fact it is now abnormal to have a laptop and not be involved in fraud. This year alone over 30 people have told me I was not wise for using my laptops to run a business center rather than use it for fraud.
