Senator Ighoyota Amori (PDP), Delta Central has said that having taken stock of the activities of governor Adams Oshiomole since Buhari’s administration, he has abandoned the job for which he was elected and now performing a new role of ”attacking” people when nothing calls for it. Speaking with DAILY POST exclusively in his office, he stressed that President Buhari’s inability to appoint his Ministers from the beginning as it ought to have been due to reasons best known to him created a vacuum, hence people like governor Oshiomole, Alhaji Lai Mohammed and Rochas Okorocha were the only ones capable of doing the job. He faulted Oshiomole for allegedly attacking people because he wanted to be seen as important to President Buhari. “Alhaji Lai Mohammed, Adams Oshiomole and partly Rochas Okorocha have turned themselves as Minister of Information and Defence and particularly Oshiomole who has suddenly become EFCC Boss and Minister of ‘Attack’ on behalf of the government”, Ighoyota said. “In fact, Oshiomole works as security agent now as he has figures of what happens in America, what happens in Britain or here and there and he knows all the corrupt people,” he added. He wondered what has become of Oshiomole of late that having been governor of Edo State in the last 7 years, he has suddenly woken up from slumber to take advantage of the vacuum President Buhari created by not having his cabinet in place. According to him, Oshiomole benefitted heavily from former President, Goodluck Jonathan, who helped him to become governor of Edo against all odds even in his second tenure, but now he has turned against all of those people. “When Jonathan was President of this country, he benefitted so much from him. Jonathan helped and the People’s Democratic Party helped him to become government of Edo State,” he maintained. Ighoyota berated President Buhari for not hitting the ground running as promised, noting that not much progress has been made and nothing bankable has happened. “I am speaking as a Senator of the Federal Republic of Nigeria, as one that represents the interest of the entire nation, and as far as I am concerned, not much activities, not much progress has been made by the present administration,” he stressed. A fresh wave of crisis has hit the opposition Peoples Democratic Party (PDP) over calls for reform in the party, which is still struggling to survive after losing the general elections. The new crisis is engendered by the resistance mounted by members of the party’s National Working Committee (NWC) against the plan to reform the party as spearheaded by stakeholders within its fold. Some founding members of the party led by Professor Jerry Gana had put together a Reform Conference Committee to look into the challenges and prospects of the party and fashion a way out of the quagmire for the party that was in power at the federal level for 16 straight years. The stakeholders had picked October 23 for the all-important conference after consultation with relevant organs of the party. However, the NWC yesterday announced an indefinite postponement of the conference, precipitating another round of crisis in the party. National Secretary of the PDP, Prof. Wale Oladipo, in a statement he personally signed, made the position of the party’s NWC known yesterday. But the conference planners will have none of it, as they dared the NWC in a swift reaction to the pronouncement, saying the conference would hold as planned. Prof. Oladipo said the decision to halt the programme was to create room for further consultations and critical consideration by stakeholders of the report of the PDP Post Election Assessment Committee, headed by the Deputy Senate President, Senator Ike Ekweremadu, which is due for submission this month. “The national leadership notes and appreciates the eagerness, commitment and dedication of our leaders and members in the rebuilding of the party; we have also noted the need to allow proper consideration of the report of the Senator Ekweremadu-led Post Election Assessment Committee accordingly, especially as that committee is headed by the highest elected PDP member in the nation. “In that regard therefore, the NWC directs that all activities of the said committee on the proposed PDP National Conference be put on hold forthwith. “The consideration of the report of the PDP Post Election Assessment Committee will include input from members of PDP leadership organs, including PDP Governors’ Forum, PDP National Assembly Caucus, Board of Trustees, National Caucus, National Working Committee (NWC) and the National Executive Committee (NEC), immediately upon receipt of the report. “The NWC reassures that in the final composition of all the committees to be inaugurated by the leadership of the party in due course, all critical stakeholders will be consulted and all necessary interests accommodated,” the statement said. The party had been battling for survival since March when it lost massively to the rival All Progressives Congress (APC) in what has been widely acknowledged as the fairest and freest election since Nigeria’s return to democracy in 1999. Besides Adamu Mu’azu who resigned his office as National Chairman of the party after the electoral loss, other NWC members have tenaciously held on to their positions in the national executive, against the mounting pressure from party members who want them out. Some critical stakeholders have recently been pushing for a radical reform to which the party had submitted, with an approval for e-registration committee led by media mogul, High Chief Aleogho Raymond Dokpesi. The conference, according to the organisers, was to formulate a new policy direction at making the party rebound to its place of reckoning politically in the country by submitting to the ideals of the founding fathers. Proponents of the new initiative were attuned to pursue an all-inclusive party, promote the sustenance of internal democracy and enforce party discipline among its members. This posture they believed tallies with the vision and philosophy of the founding fathers whilst returning the party to the people. The brains behind the project include Prof. Jerry Gana, Prof. ABC Nwosu, former political adviser to President Olusegun Obasanjo and later Minister of Health, Hon. Nkoyo Toyo; High Chief Raymond Dokpesi, Prof. Tunde Adeniran, and John Dara. Sources within the party revealed that the NWC members were not disposed to the radical pattern of reform being proposed by the conference organisers, believing that it might pave the way for agitation against them for alleged poor handling of the party’s activities that led to its failure in the last elections. John Dara, a member of the conference planning committee, in his reaction said: “We believe the reform conference will take place because it is not the party’s national secretariat that is driving the conference. “The PDP Governors’ Forum believes we need a reform conference. The BoT believes we need the conference. The only group that has shown hostility and lukewarm attitude to the conference is the National Working Committee. “Such statement postponing the conference is not surprising and does not reflect the wishes of overwhelming majority of party leaders and members. “Sovereignty of the people in any organisation supersedes the interest of a handful of elected people. “Definitely, members of PDP will take the party in their hands and make sure PDP is brought back to winning ways with the people of Nigeria. “So, we will make sure that the wishes of the overwhelming majority in the party come to pass,” he said. Speaking in the same vein, Chief Raymond Dokpesi, also decried the position of the party leaders, saying the decision of the NWC members is not in tandem with the reality within the party. “The PDP NWC position is very hasty and highly unwarranted and provocative. • Says Ex-Gov Implemented 97% Recurrent, 29% Capital Expenditures •Seeks Budget Re-ordering The frosty relationship between the Lagos State Governor, Akinwunmi Ambode, and his predecessor, Babatunde Fashola, further degenerated yesterday as a letter indicting the previous administration of abysmal implementation of the 2015 budget was read on the floor of the state House of Assembly. Ambode took over from Fashola on May 29, 2015. He has, since then, cancelled some of the contracts and agreements entered into by the Fashola’s administration and also released indicting information about the amounts approved by the last administration for certain contracts. The Government had posted information on the official website of the state’s Public Procurement Agency (PPA) http://www.lagosppa.gov.ng about the list of contracts awarded under the Fashola administration. The list stated that Fashola had spent N78.3 million on his personal website, http://www.tundefashola.com, in 2014, and another N139 million on the drilling of two boreholes at the Lagos House, Ikeja. The information generated uproar from the public who had viewed the former governor as a Spartan administrator. Fashola, however, fired back describing the development as an attempt to drag him into a dirty pig fight. Government has, however, removed the controversial information from the section listing all the contracts awarded under the Fashola administration between 2013 and 2014. In a letter dated September 3, 2015, Ambode had urged the House of Assembly to grant the re-ordering of the N489.690 billion 2015 budget to jumpstart some infrastructural projects approved by the Fashola administration and complete certain ongoing projects in the state. The governor, in the letter, revealed that as at June 30, 2015, a month after Fashola handed over to him, the overall performance of the budget stood at 63 per cent, a distant leg from the set target of 100 per cent. Ambode had described the Fashola administration’s attention to capital projects in his last budget as “abysmal”. The governor writes: “When further analysed, the recurrent expenditure stood at 97 per cent, while capital expenditure was at an abysmal 29 per cent performance, portending a 24:76 capital/recurrent ratio.” This level of performance, according to Ambode, made it imperative to go back to the drawing board to structure a more conscientious approach to tilt the total capital investment in the remaining months of the 2015 budget so as to meet the target capital/recurrent ratio of 51:49. According to the Governor, a sum of N23.97 billion would need to be re-ordered, out of which, the sum of N18.278 billion would be voted for capital projects, while N5.697 billion is meant for recurrent expenditure. Reasons for the re-ordering, according to the letter, include construction of pedestrian bridge at Ojodu Berger and construction of fly-over bridges at Ajah Roundabout and Pen Cinema, Agege. The letter said further that the budget re-ordering proposal would cater for the continuation of the construction of blue light rail project; continuation of the construction of Lekki-Epe Expressway and acquisition of emergency/rescue helicopters and heavy duty equipment (cranes and forklift) and for employment, trust fund and wealth creation programmes. He, however, noted that the government would not present any supplementary budget for the remaining year because of lack of new revenue sources to fund the appropriations. “It is worthy of note that we are constrained by the fact that there are no new revenue sources for the remaining months of the year, and as a result, we would not be in a position to propose a Supplementary Budget. Hence, the recourse to a re-ordering of the Y2015 Budget,” the letter reads. Meanwhile, the Assembly has constituted an eight-man ad hoc committee to look into the governor’s letter. Rotimi Olowo from Shomolu Constituency 1 would serve as Chairman of the committee, while members include Desmond Elliot, Ibrahim Layode, Rasheed Makinde, Dayo Saka Fafunmi, Yinka Ogundimu, Mojeed Fatai Adebola and Alimi Kassim. The committee is to report back to the House on Tuesday, September 22, 2015. Debating the matter on the floor of the House, Saka Fafunmi had suggested that it was necessary to set-up a committee to look into the request, and Segun Olulade supported, saying the letter was overdue. Olulade said further that the state yearns for infrastructural development, adding that the issue should be addressed as early as possible. In his contribution, Olumuyiwa Jimoh, who is the Deputy Majority Leader of the House, said that the presentation of the 2016 budget was close-by and that this could affect the budget re-ordering, adding that the attention of the governor should be called to the need for the House to approve the merging of ministries. Gbolahan Yishawu from Eti Osa Constituency II suggested that the matter should be given a speedy attention and a thorough look by the House. “The executive council should give us enough insight into collections of revenue to know how the different agencies are performing. We should look at this when we are considering next year’s budget. A particular source can increase even if we don’t have a new source,” he said. However, Tobun Abiodun from Epe Constituency 1 observed that the content of the letter was straightforward enough and that there was no need for the House to raise an ad hoc committee to handle the matter. He urged the House to give an express passage to Ambode’s request, as the House had done so in the past. But Ibrahim Layode from Badagry 1 faulted Tobun’s comment, and urged the Speaker to ask him to withdraw his statement. Layode said he had been in the House since 2007 and there was never a time when the House gave express passage on such request. Others such as Funmilayo Tejuosho, Kasunmu Adedamola, Victor Akande and Saka Solaja supported the setting up of a committee to look into the request. In his submission, Speaker Mudashiru Obasa said that Ambode should be commended for continuing with the projects of the former governor. “It shows that members of our party work hand in hand. Most of the things written in the letter are part of the resolutions of the House. More Facebook postings of the embattled INEC staff, Charles Okoye, who is allegedly on the payroll of the Rivers State APC have further linked him to being a member of the opposition party in Rivers State and under the sponsorship of the party to lie under oath. It will be recalled that Charles Okoye was directly subpoenaed by the Rivers State APC and was at the Rivers State Governorship Election Tribunal to tender a personally authored report which he recanted upon cross examination. In new Facebook postings of Charles Okoye obtained online, the embattled INEC staff who is allegedly on the payroll of former governor Rotimi Amaechi indicated that he is available for financial rewards and bribes. On August 6, 2015, posting on Facebook, Charles Okoye wrote: “I have taken a sabbatical from Facebook and refrained from making posts on the current condition of the country because am not being paid yet by the APC. When I am paid, I will do that”. On August 6, Charles Okoye posted: “Our party promised Nigerians change. ..” While on August 28, 2015 Charles Okoye took to Facebook to praise his paymaster, Former Governor Amaechi . He wrote: “However, you look at it, Amaechi is part of this government. Even if he is not, have you considered that if Jonathan had won Amaechi would have been a dead man”. The compromised INEC staff who was personally subpoenaed by the Rivers State APC to give questionable testimony on the governorship election has already been disowned by INEC as a fraud. Immediate past Rivers State Governor, Rotimi Amaechi, has since deployed his vast illegally acquired wealth to sponsor Security operatives, few compromised INEC staff and a section of the media to distort facts about the happenings at the Rivers State Tribunal. Amaechi is said to have misappropriated over N3 trillion that accrued to Rivers State in his eight years of misgovernance, alleged thievery and unbridled looting of state facilities.
