Simon Utebor, Yenagoa A former Acting State Chairman of Peoples Democratic Party, Bayelsa State, Mr. Christopher Hobobo, has been assassinated. He was reportedly assassinated in his residence on PDP Road, Yenagoa, the state capital. Hobobo, who hailed from Agbere town in Sagbama Local Government Area of the state was allegedly stabbed to death by unknown assassins in the early hours of Wednesday. The assassination of Hobobo is coming within one month after a similar assassination of a Yenagoa-based broadcast journalist, Mr. Famous Giobaro. Hobobo’s gate was forced open by the assailants before gaining access to his sitting room, where they allegedly stabbed him several times in the chest. It was learnt that his killers refrained from using the gun to kill the former acting Chairman of the PDP in order not to attract the attention of his neighbours. It was also learnt that after the incident, family relations and friends, who thronged to the house as early as 7 am invited police. A team of policemen led by the Divisional Police Officer, Ekeki Division, was said to have removed the deceased’s corpse amidst wailing from sympathisers and neighbours. Two family members, Mr. Desi Tambrebofa and Mr. John Gidi, expressed shock over the manner Hobobo was brutally murdered. They described the deceased as an easy going man, saying that the assassins had murdered sleep. The Commissioner of Police in the state, Mr. Amba Asuquo, who had visited the scene of the crime, assured the family members that the police would fish out the perpetrators of the crime. Babatunde Fashola The Ministry of Power, Works and Housing has created 193, 469 jobs, with 40,429 direct and 153,040 indirect jobs, within the two years of President Muhammadu Buhari’s administration. The Minister, Mr Babatunde Fashola disclosed this on Tuesday in Abuja at the Town Hall Meeting to celebrate the mid-term of President Buhari’s implementation of the economy recovery and road plan. According to him, the construction of roads, power project, housing project and macro impact on jobs is gradually increasing the purchasing power and money in the economy. In his accounts, the Minister of Transportation, Rotimi Amaechi said that the ministry has been able to save N53bn from the ship building fund and through the rebranding of NIMASA. “We believed that more fund can be gotten for the government, from the maritime sector and the president has approved a performance audit of the maritime sector. “Part of the problem of the maritime is the fact that we have had issues with insecurity on our waterways and the president has approved a new security infrastructure that will reduce piracy, robbery in that sector. “They were so many faculties of the maritime in universities when we came, we went about rebranding it and stop that contract award, that money was gotten from the ship `building fund, that fund are meant for Nigerians who built ship “Maritime transportation are the one to access the fund to buy more vessels, we kept that money, we are saving it now, the last we had about it, we had saved N53bn,’’ he said. According to him, there is the need to save the country from corruption. Amaechi said that the ministry would introduce the single window which is between Nigerian Customs and Nigeria Ports Authority to move goods within 48 hours. He said that the ministry has awarded three contracts which are Lagos – Ibadan rail, Kano – Kaduna rail and Port Harcourt – Calabar, which were based on the loan collected from the China EXIM bank. The minister stated that China EXIM bank has approved $1.2bn, while the Federal Government has released its own counterpart funding for Lagos – Ibadan rail, which be completed in December 2018. The Economic and Financial Crimes Commission on Tuesday arraigned former governor of Niger, Babangida Aliyu, in a Federal High Court, Abuja, on eight counts of money laundering. Aliyu was arraigned alongside his former Chief of Staff, Umar Nasko, while both were admitted to bail in the sum of N200m each, with two sureties each in like sum. The judge, Justice Nnamdi Dimgba, ordered that the two sureties could be business men or public servants; and where in the public service, must not be below a director. The sureties must also own landed property in Abuja excluding the satellite towns. Aliyu and Nasko are to also deposit their international passports with the court and must not travel without the permission of the court. The judge, however, ruled that where the defendants could not perfect their bail conditions within 48 hours, they would be remanded in Kuje Prison until bail was perfected. He adjourned the matter until July 6 and 7 to hear the preliminary objection and for trial. The two defendants were accused of conspiring to launder ecological funds amounting to over N1bn, released by the Federal Government to Niger government in 2014. The offence according to the EFCC, contravened Section 18 of the Money Laundering Prohibition Act, 2011 and is punishable under Section 15 of the same Act. Both defendants pleaded not guilty to the offence. Mr Mamman Osuman (SAN), counsel to Aliyu filed a preliminary objection, challenging the hearing of the suit in Abuja, on the ground that there is a Federal High Court in Minna. Osuman maintained that the defendants were already on trial on a six-count charge of breach of trust in Minna, and since the “ingredients” of both cases were the same, it was in the interest of justice to conduct both cases in Minna. Counsel to the EFCC, Mr Ben Ikani, however, said that the case in Minna was different from the one in Abuja. President of the Senate, Dr Bukola Saraki, has said that the Senate will pass the Whistle Blower Protection Bill in July, 2017. He made this known at the launch of “Antidotes for Corruption: The Nigerian Story”, a book written by Sen. Dino Melaye, on Monday in Abuja. Saraki said that when backed by legislation, whistle-blowing would have greater value “and it is hoped that we can pass it before July this year”. According to him, other anti-corruption legislation being considered by the Senate, include the Proceeds of Crime Bill, the Special Anti-Corruption Court, which will be done through constitutional amendment and the Mutual Assistance in Criminal Matters Bill. Ramon Oladimeji The Economic and Financial Crimes Commission on Monday re-arraigned a former Minister of Aviation, Chief Femi Fani-Kayode, for an alleged fraud of N4.9bn. He was re-arraigned before a new judge, Justice Rilwan Aikawa, after he objected to being tried before Justice Muslim Hassan of the same court before whom he was earlier arraigned on June 28, 2016. A former Minister of State for Finance, Senator Nenadi Usman; who was listed as the one defendant in the charge, one Danjuma Yusuf and a company, Joint Trust Dimensions Limited were equally re-arraigned before Justice Aikawa on Monday. The 17 counts pressed against them border on conspiracy, unlawful retention of proceeds of theft and money laundering. Fani-Kayode, who was the Director of Publicity of ex-President Goodluck Jonathan’s presidential campaign organisation for the 2015 election, was accused of conspiring with the others to, directly and indirectly, retain various sums, which the EFCC claimed they ought to have reasonably known were proceeds of crime. In one of the counts, the defendants were accused of conspiring among themselves to “indirectly retain the sum of N1,500, 000,000.00 which sum you reasonably ought to have known forms part of the proceeds of an unlawful act to wit: stealing.” The four were also accused of indirectly retaining N300m, N400m and N800m, all proceeds of corruption, according to EFCC. EFCC said they allegedly committed the offence between January 8 and March 25, 2015, ahead of the 2015 general election. But as they earlier pleaded not guilty before Justice Hassan, the defendants equally pleaded not guilty on Monday. Following a plea by Usman’s lawyer, Mr. Abiodun Owonikoko (SAN), Justice Aikawa allowed them to continue on the bail earlier granted them by Justice Hassan. The matter was adjourned till June 6 and 9 for the commencement of trial and for the judge to rule on the defence’s request for the matter to be taken to Abuja. A Federal High Court in Lagos on Friday, refused to give ruling in the suit demanding that the Department of State Services (DSS), be asked to free the Managing Director of Capital Oil and Gas Limited, Patrick ifeanyi Ubah. Ubah was arrested last Friday, over alleged theft of petrol worth over N11billion, which was kept in his tank farm in Lagos by the Nigerian National Petroleum Corporation (NNPC). Justice Idris, while listening to the case, said that he would not give any judgment in the case, because another court had been engaged to give judgment in the suit. “On May 9, 2017, upon hearing the applicant’s ex-parte application, the court directed the fourth and fifth applicants to produce the applicant in court today. “From the record of the court, it shows that the ruling was served on the respondents on May 10, 2015, by 10 am. “It was also shown that the respondents on the same day obtained an order remanding the applicant from my learned brother Halilu J of FCT High Court. “It’s clear that there is a direct conflict between the order of this court and of my learned brother Halilu J of FCT High Court. “Court of the same jurisdiction have been cautioned on a matter like this. I will in the circumstance of this case act with great caution. An Abuja High Court has issued a garnishee order attaching the money belonging to the Nigeria police in the Central Bank of Nigeria (CBN) for the purpose of settlement of judgment debt incurred by the police in the judgment against them. The garnishee order is directing the police to pay the incorporated trustees of Peace Corps of Nigeria and its National Commandant, Ambassador, Dickson Akoh a sum of N11,270,000 from its account with number 0020054161043 maintained at the CBN. The N11.2m was awarded in favor of the judgment creditors by the Federal Capital Territory (FCT) High Court in Abuja judgement delivered against the police on March 26,2014. Although, the judgment was delivered in 2014, the National Commandant of the Peace Corps, Ambassador, Dickson Akoh was said to have prevailed on lawyers not to enforce the judgment in the interest of cordial relationship between his organization, police and other arms of security agencies. However, the board of PCN was said to have resolved to enforce all the existing judgments against police, in view of the continued antagonism, harassment and intimidation of officers and men of the Corps. Justice Sylvanus Chinedu Oriji, issued the garnishee order upon an exparte motion argued on behalf of the Peace Corps of Nigeria by Barrister J. E. Chukwuma. In an enrollment of court order dated March 17,2017, and signed by the judge and the court Senior Registrar, Mr. Akpabio Micheal Brown, the garnishee was issued, so as to satisfy the judgment debt awarded against police and in favour of the creditors comprising Mr Shuaib, Mr Peter Ojoma and miss Joy Obakachi. The court had in 2010 declared that, the directives, instructions, signals and orders issued to all police zones, officers and agents by police to ban and disrupt the activities of the Peace Corps were Unlawful and unconstitutional. The court in the judgment declared that the detention of the officers of the Peace Corps at the Force Criminal Investigation Department in Garki and Apo Legislative Quarters police station for a total of 29 days was Unlawful and unconstitutional. The judgment held that Peace Corps was a bonifide legal association surely authorized by law to carry out its functions with the aim of realizing its aims and objectives and that the seizure of its properties by police was also Unlawful and unconstitutional. A restraining order was issued by the court against the police from disrupting the lawful activities of the Peace Corps and also ban police from further arresting or detaining the PCN officials. Apart from the restraining orders, the court imposed a fine of N11.2m on police to be paid to the arrested and detained Peace Corps officers as compensation for the unjust, Unlawful and unconstitutional police action against them. Meanwhile, the CBN being the custodian of the garnishee is to appear before the court on May 24 to show cause why the garnishee order nisi shall not be made absolute. A High Court sitting in the Federal Capital Territory, FCT, on Friday granted former FCT Minister, Bala Mohammed bail in the sum of N500m and two sureties in like sum. In his ruling, Justice Abubakar Talba held that one of the sureties must be a Senator, while the other must be a director of the Federal Civil Service. The judge added that both sureties must have landed property in the FCT and show evidence of tax payment in the last three years. Justice Talba also ordered Mohammed to deposit his passport with the Registrar of the court. Recall that the judge had on Wednesday remanded the former Minister in Kuje Maximum Prison. The Nigerian Army has embarked on some shakeups. The development is contained in a statement issued by the Director Army Public Relations, DAPR, Brigadier General Sani Kukasheka Usman. According to the statement, the new postings were in a bid to re-strategise the Nigerian Army. Following the shakeup, the army has posted 147 officers into Operation LAFIYA DOLE, some Divisions, formations and training schools. The statement reads, “In a posting released by the Office of the Military Secretary (Army), last week, Major General RO Yusuf, Commander, Nigerian Army Ordnance Corps, is now the Commander Training and Doctrine Command (TRADOC), Minna, while Major General A Oyebade, General Officer Commanding (GOC), 1 Division Nigerian Army, will move to Army Headquarters as Chief of Logistics (COLOG), in the same vein, Major General AM Dikko has been posted from the Office of the National Security Adviser to 1 Division as GOC, while Major General I Attahiru is now the Theatre Commander, Operation LAFIYA DOLE. “Major General LEO Irabor will now move to Multinational Joint Task Force (MNJTF), as the Field Commander. Major General PJ Dauke has been posted from 3 Division to 81 Division as GOC and Brigadier General BI Ahanotu will be Acting GOC 3 Division. “The erstwhile Registrar of the Nigerian Defence Academy, Brigadier General IM Yusuf will be the Acting GOC 7 Division and Brigadier General SO Olabanji, the Commandant of Amphibious Training School Calabar, is now the Acting GOC 8 Task Force Division.
