Governor of Kaduna State, Nasir El-Rufai, has released details of the state’s expenditure, as well as security votes.

This comes as a response to Speaker of the House of Representatives, Yakubu Dogara, who had called on Governors to release their expenditure.

A statement issued by El-Rufai’s spokesman, Samuel Aruwan, on Monday read: “Our attention has been drawn to a challenge by Hon. Yakubu Dogara, Speaker of the House of Representatives, calling on Kaduna State to make public its security votes and local government expenditure.

“This challenge was thrown as a response to Governor Nasir El-Rufai’s request to the national assembly (NASS) to provide further details on the opaque N115 billion 2016 NASS budget. Malam Nasir El-Rufai welcomes this challenge as a necessary step to improve and strengthen our democracy and would like to respond as follows:

“The budgets of all state governments in Nigeria are detailed out and presented at least under the headings of:
a. personnel cost
b. overhead, and
c. capital expenditure

“This is unlike the budget of the national assembly which is a single line item of over N100 billion that divulges zero information or details. NASS can at least break down its own single line budget into the hundreds of line items that are detailed in every state government budget in Nigeria. It is disingenuous to respond to every request for transparency by casting aspersions.”

The governor added that Dogara would not have asked him to publish security votes if he had done his search “very well”.

He said last year his government published not just its own budget but those of all the 23 local governments in the state.

“On our part, the Kaduna state government has consistently made public all its budget details. In 2016, in an unprecedented step, the state published not only its own budget, but also that of all the 23 local government councils online on the www.openkaduna.com.ng website,” he said.

“The local government budgets provide details of the recurrent and capital spending of every single LG in a transparent manner. The proposed 2017 LG budgets, currently before the state assembly, are also already online on the same website, and on www.kdsg.gov.ng. Approved state budgets 2016-2017 can be found onhttp://openkaduna.com.ng/Budget/approved-budget. We invite the right honourable speaker to download and peruse at his pleasure.

“As regards Kaduna state security votes, once again, if the honourable speaker had run an online search he would have discovered the details of our spending priorities on security as a state government. As our Kaduna Comprehensive Security Architecture (KADCoSA) outlines, the state is directing security spending on four pillars; justice, technology, community engagement and support to security agencies.”

“The 2017 budget details specific amounts:

“a. N1.5bn (one and half billion naira) for the procurement & installation of CCTV cameras for monitoring and surveillancetowards Reducing Criminal Activities within the Metropolis.
“b. N193m (one hundred and ninety-three million naira) for Procurement of Geo-position Interceptor and location of GSM UMTS System to Check the Trends andIntercept/locate kidnappers’ GSM calls.

“c. N265m (two hundred and sixty-five million naira) for the Procurement of Drones/Unmanned Aerial Vehicles (UAV) to identify locations of armed bandits in our Forest Reserves across the state and the Establishment of a Forensic Laboratory to assist in determining substantial evidence in cases that otherwise proved difficult in the past.
d. In addition, N2.6bn (two billion and six hundred million naira) is allocated in 2017 to support the network of federal Security Agencies in Kaduna with communications, logistics and materiel.

“Details of actual spending in 2015 for security and indeed every line item in the state budgets are also publicly available via the annual report of the accountant-general accessible on www.kdsg.gov.ng.

“The 2015 accounts of the Kaduna State Government have been audited, and the audit summary published in major newspapers and on the state website on 21st June 2016. The Accountant-General’s report for 2016 has been finalized and its audit is ongoing and will be published as usual. The audited state government accounts can also be found onhttp://openkaduna.com.ng/Budget/audited.

“The Kaduna state government will continue to remain transparent and open in all its finances. That is what we have promised to all our people and that is what our party, the APC and our president stand for.”

He also released details of his pay slip.

“Malam Nasir El-Rufai is today making publicly available his pay-slip as Governor of Kaduna State. In February 2017, the Kaduna State Government paid the Governor a net salary of N470,521.74, with the following details:

“Governor Nasir El-Rufai would like to reiterate his call for the NASS leadership to do the same and disclose the details of the National Assembly budget, and the salaries and allowances of its leadership.

The House of Representatives Ad hoc Committee investigating alleged 17 billion dollars undeclared oil proceed has summoned Ibrahim Magu, the acting Chairman of the Economic and Financial Crimes Commission (EFCC), to appear before it on Tuesday.

Chairman of the committee, Rep. Abdulrazak Namdas, summoned Magu on Monday in Abuja at the opening of the investigation where all the invited stakeholders sent their subordinates to represent the committee.

Also summoned by the ad hoc committee to appear before it were the Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Dr Maikanti Baru; and Central Bank of Nigeria (CBN) governor, Godwin Emefiele.

Others were Director-General of Nigerian Maritime Administration and Safety Agency (NIMASA), Dakuku Peterside; and Accountant General of the Federation, Ahmed Idris.

The committee also summoned the Group General Manager, National Petroleum Investment Management Services (NAPIMS), Stephen Sejebor; and Director of the Department of Petroleum Resources (DPR), Modecai Ladan, in connection with the stolen fund.

Namdas, who is the spokesman of the House, noted that since the nation lived by oil proceeds, no fight against corruption could be meaningful without serious search-light on the industry.

He warned that the House would not hesitate to invoke its constitutional powers to compel the invited chief executives to appear, if they default.

The lawmaker turned back directors and other management staff who were sent as representatives of their respective organisations.

Namdas had quoted reports that over 57 million barrels of crude oil were illegally exported and sold in the U.S. between January 2011 and December 2014.

He said that the estimated revenue loss by the government of Nigeria “is around 12 billion dollars.

“At an exchange rate of N196 to a dollar, this translates to over N2 trillion. You could imagine what the value is now”.

Speaker of the House, Mr Yakubu Dogara, who declared the public hearing open, lamented that if not for the constant theft in the oil industry, the nation would not have been in economic recession at the moment.

“The incidence of money missing in the industry has become a recurrent decimal to the point that news items in the media are incomplete without mention of the ills of the industry.

“The reports of the media on the ills in oil industry clearly attest to the concern of the government to tackle corruption in the industry head on”, he said.

The speaker, who was represented by the Minority Whip, Rep. Yakubu Barde, said that the country had received disturbing audit reports about the oil industry.

He cited a report from an anti-corruption organisation, the Action Network for Economic Justice, in which it claimed that NNPC did not remit over 12 billion dollars to the federation account since 2009.

“The same organisation alleged that the sum of 5.9 billion dollars of the federation accounts were lost to offshore processing agreements and through crude theft in the country.

“If loss of revenue to the nation through the oil industry was to be avoided, I can beat my chest that under no circumstances should Nigeria be talking about recession.

“Therefore, no amount of investigation in the oil industry can be said to be an over kill as the oil industry has become endemic.

“The investigation of the 17billion dollars therefore remains part of the ongoing process in confronting the hydra headed monster”, he added.

Governor Nasir El-Rufai of Kaduna State, has described himself as being too old to be governor.

Speaking in Kaduna on the need to reform the State Civil Service, El-Rufai emphasised on the need for young and experienced Nigerians to govern states in the country.

The governor insisted that giving the younger generation opportunity to lead the country was the right way to go.

“Public service is for young people. I’m too old to be a governor. I should have been a governor when I was 40-something.

“That’s the right age because you are active, you have experience, you can put in long hours. I know how many hours I could put in when I was the minister of FCT, I can’t do that now.

“We just have to find a way to give way to the younger generation and, in Kaduna, we are working on that.”

The former Minister of the Federal Capital Territory, FCT, noted that his government was looking to reform the state’s civil service to enhance service delivery.

According to the governor, ageing workers would be eased out and replaced with younger, “tech-savvy workforce.”

“If we don’t do that, we will not have a modern civil service and ICT-compliant public service,” he said.

The Consultant to the Federal Ministry of Defence, Professor Bala Jack Yakubu, yesterday, re-enacted memories of the Nigeria/Biafra war in Owerri, the Imo State capital when he displayed some deadly weapons manufactured by Biafran engineers.

Professor Yakubu told journalists during the exercise that, “all the weapons were recovered from the war theatres in parts of the South East and South South states and carefully detonated.”

The defence consultant displayed some home- made weapons including the multi-barrel ogbunigwe, anti-personnel land mines, improvised explosive devices, Ojukwu anti-mines (made like vehicle hydraulic jack), and anti-tank mines, for trucks, tanks and armoured personnel carriers.

Other weapons displayed at the event included long range rocket launcher, anti aircraft missile, bunker cracker launch system, short range round steel ogbunigwe, Ojukwu air launch weapon system (air drop bomb), Ojukwu mortar, Ojukwu bucket and others.

Yakubu, however cried out that the remnants of the weapons used in the various theatres of war, have sadly continued to kill, or permanently maim unsuspecting citizens.

He added, “We are showcasing some of the weapons manufactured by Biafran engineers.

“They caused a lot of harm during the war and today, innocent people are the casualties of these remnants of war.”

The Federal government will today open a portal for the registration of unemployed Nigerians.

This disclosure was made by the Deputy Director, Information & Public Relations, National Directorate of Employment, NDE, Edmund Onwuliri, in Abuja.

He said the portal, www.jobsforall.ng will serve as a job exchange platform that will link job seekers and employers.

He added that the portal is in fulfillment of this administrations promise to reduce unemployment in the country.

The statement said, “The online portal which goes live today Wednesday April 5, 2017, is designed to capture the relevant details of any unemployed person.

“It will equally serve as a job exchange portal that will link job seekers and employers. There will be a practical demonstration of the workings of the portal at the NDE stand at the ongoing 28th edition of the Enugu International Trade on Thursday April 6, 2017.

“However, the portal can be accessed by logging on to www.jobsforall.ng.

“The Directorate sees this initiative as a bold step towards deepening the effectiveness of its employment creation strategies and a critical input into the process of designing, implementation, monitoring and evaluation of programmes and schemes.”

The Senate on March 30, passed the Electoral Act No 6 2010 (Amendment) Bill 2017 and one of the things it will do when signed into law, is abolish arbitrary fees for nomination forms fixed by political parties.

Before now, the parties demanded high fees for nomination forms from aspirants, fixing a price as it deemed fit.

President Muhammadu Buhari famously claimed he borrowed money to pay for his nomination form which cost N25 Million, in the build up to the 2015 general elections.

However, the Bill has now put a N10 Million limit on the forms.

The Bill is also aimed at instituting reforms in the electoral process by making it more free, fair and credible.

HERE ARE 17 HIGHLIGHTS OF THE BILL


– It stipulates that “there shall now be full biometric accreditation of voters with smart card readers and/or other technological devices, as INEC may introduce for elections from time to time”.

– It provides that “presiding officers must now instantly transmit accreditation data and results from polling units to various collation centres. Presiding officer who contravene this shall be imprisoned for at least five years (no option of fine)”.
– It states that “all presiding officer must now first record accreditation data and polling results on INEC’s prescribed forms before transmitting them. The data/result recorded must be the same with what they transmitted”.

– INEC now has unfettered powers to conduct elections by electronic voting.
Besides manual registers, INEC is now mandated to keep electronic registers of voters.

– INEC is now mandated to publish voters’ registers on its official website(s) for public scrutiny at least 30 days before a general election and any INEC staff that is responsible for this but fails to act as prescribed shall be liable on conviction to six months’ imprisonment.

– INEC is now mandated to keep a national electronic register of election results as a distinct database or repository of polling unit by polling unit results for all elections conducted by INEC.
Collation of election result is now mainly electronic, as transmitted unit results will help to determine final results on real time basis.

– INEC is now mandated to record details of electoral materials – quantities, serial numbers used to conduct elections (for proper tracking).

– A political party whose candidate dies after commencement of an election and before the declaration of the result of that election now has a 14-day window to conduct a fresh primary in order for INEC to conduct a fresh election within 21 days of the death of the party’s candidate.
Political parties’ polling agents are now entitled to inspect originals of electoral materials before commencement of election and any presiding officer who violates this provision of the law shall be imprisoned for at least one year.

– No political party can impose qualification/disqualification criteria, measures or conditions on any Nigerian for the purpose of nomination for elective offices, except as provided in the 1999 constitution.

– The election of a winner of an election can no longer be challenged on grounds of qualification, if he, the (winner) satisfied the applicable requirements of sections 65, 106, 131 or 177 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), and he is not, as may be applicable, in breach of sections 66, 107, 137 or 182 of the Constitution of the Federal Republic of Nigeria, 1999. (For example, a person’s election cannot be challenged on the grounds that he did not pay tax, as this is not a qualifying condition under the constitution.)

– All members of political parties are now eligible to determine the ad-hoc delegates to elect candidates of parties in indirect primaries. The capacity of party executives to unduly influence or rig party primaries has been reasonably curtailed, if not totally removed.
Parties can no longer impose arbitrary nomination fees on political aspirants. The bill passed prescribes limits for each elective office as follows:
(a) N150, 000 for a ward councillorship aspirant in the FCT;
(b) N250, 000 for an area council chairmanship aspirant in the FCT;
(c) N500, 000 for a house of assembly aspirant;
(d) N1, 000, 000 for a house of representatives aspirant;
(e) N2, 000, 000 for a senatorial aspirant;
(f) N5, 000, 000) for a governorship aspirant; and
(g) N10, 000, 000) for a presidential aspirant.


– Relying on the powers of the national assembly in Paragraph 11 of Part II (Concurrent Legislative List) of the Second Schedule (Legislative Powers) to the Constitution of the Federal Republic of Nigeria, 1999 (as amended), the senate also passed measures reforming procedures regulating local government elections. State independent electoral commissions can no longer conduct elections that do not meet minimum standards of credibility.

Also, any INEC official who disobeys a tribunal order for inspection of electoral materials shall be imprisoned for two years, without an option of a fine.

The Ondo state House of Assembly on Monday, elected the lawmaker representing Ifedore Constituency, Bamidele David Oloyelogun, as its new Speaker. However, the factional lawmakers boycott the election.

Oloyelogun emerged victorious with nine votes after beating Olamide George from Akure North Constituency ‘1’ who polled four votes during an election described by critics as shady.

The election was conducted by thirteen lawmakers who suspended former female Speaker, Jumoke Akindele.

Recall that the acting speaker, Malachi Coker, had voluntarily stepped down from the seat.

Also the election, saw Ogundeji Iroju, from Odigbo Constituency emerging as the new Deputy Speaker, unopposed.

Ogundeji was the former spokesman of the ‘rebel’ lawmakers opposed to former speaker, Akindele style of leadership.
