Price of cement has risen by 100%

Dangote Cement Plc has recorded a
profit after tax of N106.6bn for the
financial year ended December 31,
2010.
This amount represents an increase
of 74 per cent or N45.2bn over the
N61.4bn recorded in the similar
period of 2009.
The company’s results released to the
Nigerian Stock Exchange on
Wednesday, showed that its turnover
increased by 6.8 per cent or
N12.96bn from N189.6bn the
previous year, to N202.56bn.
Accordingly, the company has
recommended a total dividend
payout of N65.84bn for the financial
year, translating to N4.25 per share.
It stated that the package comprised
an interim dividend of N2 per share
paid in the period ended September
2010, and final dividend of N2.25 per
share.
“The interim and final dividends are
part of the group’s strategies of
enhancing and growing
shareholders ’ value through
consistent dividend payment,” the
statement added.
The statement quoted the President,
Dangote Group, Alhaji Aliko Dangote,
as saying that the significant
contributions of the new cement line
in Obajana and the anticipated
commencement of production at the
six million metric-tonne in Ibeshe
later this year, would positively affect
returns on shareholders ’
investments.
The statement quoted the Special
Adviser to the President, Dangote
Group, Mr. Joseph Makoju, as saying,
“ This impressive result for the 2010
financial year, when viewed against
the background of the relatively
stable environment of 2010, is not
unexpected as the supply and cost of
major input of cement manufacture,
such as natural gas, LPFO and diesel
were relatively stable.”
He commended the Federal
Government for improved
environment in the Niger Delta, the
major source of energy driving the
nation ’s industrial sector, in the face
of competition from cheap but low
quality imports, being dumped in the
Nigerian markets.
“Nigerian manufacturers need
predictable, stable and realistically
priced supply of gas, fuel oil and
diesel to keep their energy cost low
and, ultimately, the end-product
pricing competitive, ” he said.
The statement noted that the latest
ranking of Africa ’s Top 50
Companies, released by IC
Publications, publishers of the
London-based African Business
magazine, indicated that Dangote
Cement had a total market value of $
12.2bn, as at mid-March 2011,
making it the largest company in the

The price of cement that recently hit
all-time high of between N2,700 and
N3,000 was
the handiwork of a cabal that was
interested in making undue profits
from the locally-made variety of the
commodity, Sunday Tribune has
learnt. Although the Federal
Government has already issued a
deadline within which the price of
cement must come down, failure of
that directive to have potency might
spell doom for the Federal
Government Housing Policy.
A cement manufacturer who is also
the chairman, Cement New Entrants
Forum, Prince David Iweta, disclosed
this to Sunday
Tribune at the weekend, while
speaking about the growing concern
among the masses over their inability
to buy the commodity.
Iweta disclosed that a particular cabal
had, last year, hoodwinked the
Federal Government into increasing
the duty and levy on imported bulk
cement from five to 15 per cent and
introducing a certain Cement
Technology Levy (CTL) of 20 per cent,
adding that this caused the total levy
on imported bulk cement to 35 per
cent.
He said unknown to the Federal
Government, the target of this cabal,
members of which are major players in
the cement industry as well as local
manufacturers, was up the price of
imported cement and surreptitiously
increase that of locally-produced ones
too so as to swindle unsuspecting
consumers.
“I warned on this outcome when the
Ministry of Commerce and Industry, in
collaboration with the Ministry of
Finance, recommended to the
President to approve an upward
review of duty on imported bulk
cement from five per cent to 15 per
cent and further introduce Cement
Technology Levy (CTL) of 20 per cent;
this made the duty and levy to go up
to 35 per cent.
“This happened late last year and the
effect came up this year. This is
supposed to affect imported bulk
cement only and not locally
manufactured cement. The game plan
by the cabal was to enable them to
cash in on the increase on imported
cement to hike the price of their
locally-manufactured cement; to
equate it to the cost of imported
cement at N1, 700 at the factory gates
of local cement manufacturers. “This
would also enable them to make
abnormal profit to enable them to pay
off their bank loans within two to
three years as against long-term
repayment of capital project funds of
10 to 15 years,” he said.
The industrialist added that Nigerians
should not listen to some stakeholders
in the cement industry who attributed
the exorbitant hike in the commodity’s
price to problems of Low Power Fuel
Oil (LPFO) from the Kaduna Refinery
and the price of diesel that had gone
up to about N140 per litre, disclosing
further that the Federal Government
had, long ago, approved exclusive
importation of LPFO, with special duty
concession, to cement manufacturers.
“They should not cite the problems of
Low Power Fuel Oil (LPFO) from
Kaduna Refinery and price of diesel at
N140 per litre as reasons for sharp
increase in price of cement. The
Federal Government had long
approved the exclusive importation of
petroleum products, particularly LPFO,
with special duty concessions for
cement manufacturers. They should
stop passing the buck over possible
inability to bring cement price down to
N1, 000 by local manufacturer before
the 30-day deadline.
“I want to state here that with the
deceitful plot by the so-called cement
manufacturers and the fake figure
given for local capacity in cement
production, the Federal Government
will not achieve 10 per cent of its
programme of housing for all.
“Therefore, I make bold to say that
such programme will end in futility,
except the Federal Government makes
deliberate efforts to discard the tissue
of lies and misleading information
coming from the so-called cement
manufacturers.
“Our own association was empowered
by late President Umaru Yar’Adua,
who deemed it necessary to break the
monopoly in the cement industry by
granting six companies Special
Cement Import Permit to crash the
price from N2, 500 it was then to
between N1, 400 and N1, 600.
“It remained at these prices before the
appointment of the minister, who
aided the cabal in what led to the
current high price being experienced
in the country. It was the good effort
of the late president that supported
many cement stakeholders who had
been denied access to Cement Import
Permit from 2002 when the cabal
came into force in Nigeria and was
supported by the government in
power from 1999 to 2007. Therefore,
our presence created fear in the minds
of the cabal as price became stabilised
and came as low as N1 400 per 50
kilogramme bag,” Iweta explained.
He, however, said there was hope that
situation would come to normal, if
government could reverse levies on
imported bulk cement to five percent
and approve the licence of some
cement companies which applications
were currently with the Ministry of
Commerce and Industry, adding that it
was even possible for Nigerians to buy
cement for as low as N700, as
obtained, according to him, in
countries like China, Liberia and
Turkey.
“The Federal Government’s directive
that the price of cement must come
down to N1, 000 per bag is very
possible, particularly for locally-
produced cement, while imported
cement could be around N1, 400 per
bag, if the duty remains at five per cent
on bulk cement. The claim by cement
manufacturers that price of LPFO and
diesel for transporting cement from
their factories to consumers is
responsible for price hike is a bundle
of lies.
“What is the price of diesel in China?
What is the cost of diesel in Liberia?
What is the price of diesel in Turkey?
What is the price of cement in these
countries? It ranges from equivalent of
N500 to N700 per bag from their local
plants. “Therefore, the so-called
cement manufacturers have no
business selling locally-manufactured
cement above N700 per 50
kilogramme bag. I stand to be
challenged and I am ready, willing and
able to defend this position. There are
facts and figures to support my
position. The cement manufacturers
are robbing Nigerians by over 100 per
cent.
“To prove my case, only a few days

Governor Peter Obi of Anambra
State provides some insight
into the deal President
Goodluck Jonathan had with
governors of the South-East
geo-political zone ahead of the
April polls vis-a-vis the raging
controversy over zoning. Obi
also speaks, in this interview,
on issues relating to the polls,
his administration and the
Anambra polity.
The Ikemba, Chief Odumegwu-
Ojukwu, is a formidable force in
Anambra politics. He was around
during your re-election, when he
asked Igbo to vote for you as his
“ last wish”. Unfortunately he was
not around during the last
election. To what extent would
you say his absence affected the
outcome?
Well, he was around in 2003
when we won our victory. He was
around in 2007 when we won
everything and were denied
everything. He was around in
2010 when we won the re-
election. This time round, he was
unavoidably absent because he
was not well. If he was around,
he wouldn ’t have changed the
result of the election. Whether he
is there or not, people know he is
with us. They see him in me.
Taking your performance into
account in the last election, how
do you see the All Progressive
Grand Alliance (APGA) in the next
four years, especially in the
South-East?
Our party is entrenched with the
people of Anambra State. Look at
all the big names. How many of
them are with APGA? All these big
names are on one side. For us to
win them in the 2010 election
and this recent one where we
took the number we did, this will
tell you that we are more
formidable than most people
think. Remember we were
operating with zero number of
members of the House of
Assembly, zero number of
members of our party in the
House of Representatives, zero in
the Senate. To have come from
there to here where all the
heavyweights could not stop us,
then you can conclude that this
party ’s growth is on the upswing.

People have this impression that
you have not done much to
contribute to the growth of APGA
in the South-East all these years,
unlike Bola Tinubu, who has now
recovered the South-West from
PDP and is forging ahead in other
parts of the country with his
Action Congress of Nigeria (ACN).
You did not seem to have done
much in terms of financing your
party outside Anambra State.
I won’t say much about my
contributions to the growth of the
party financially. If you measure
the income of Anambra State and
compare it with the income of
other states, then you will be
amazed at how much we have
been able to do in developing the
state, and why we may not be as
free with political funding as
others. In Nigeria, we don ’t
compare like with like. You don’t
compare New York Times with a
newspaper in a small state like
Arkansas, which has a budget
about a 10th the size of the
budget of New York. People like
to compare one state with
another without looking at the
relative monthly incomes each of
them has to “play” with. If you
compare what some of the big-
budget states have done with
their income and what we have
done with the little we get, you
will agree with me that we have
done far better than some of
them. You have to look at other
factors attached. Some of these
governors were in office for eight
unbroken years without being
impeached. Our mandate was
stolen. When we eventually
recovered it we were impeached.
We have suffered an
uncommonly hostile political
environment here, but I ’m glad
we are now on the move. Even
Ikemba faced a similar problem.
He was never able to win
elections, even in Nnewi, his local
government area. In 2003, we
lost; in 2007, we lost. During the
re-election, last year, we lost. But,
during the 2011 general
elections, we won in Nnewi.
For you to know how strong you
are in the state as a party, there
are key areas you have to win.
Awka North and South Federal
Constituency we won, Onitsha
North and South Federal
Constituency we won; Nnewi
North and South Federal
Constituency, we won. These are
the key areas of the state. We ’ve
done very well as a party, and
someone was responsible for the
effort, together with the rest of
the party ’s leadership.
I want to take you away from
elections stuff. In the build-up to
the elections, APGA came out and
endorsed the PDP presidential
candidate, Dr Goodluck Jonathan.
You said the endorsement was
based on an agreement with the
president. PDP has decided to
give the Speaker, House of
Representatives to the South-
West against the wishes of the
South-East. The question is, what
was the deal?
We made that endorsement
based on a deal we had with
President Jonathan. The South-
East agreed unanimously not to
contest the post of the presidency
and the vice-presidency. We
agreed to support a candidate
who best accommodates the
interests of the South-East.
When we looked into the
programmes of all the candidates,
their promises, what they said
they would do, we were
persuaded by the prospects of
Jonathan. So, we called on our
people to support him, and our
people came out in large
numbers to support him during
the presidential election with five
million votes from the South-East
alone. The question you asked is,
what deal did we agree with the
President.
I have to differentiate between
the deal we, as governors and
leaders of the South- East had
with him and the internal PDP
arrangement on zoning of
political offices. When we were
talking with Jonathan, we were
not talking about the PDP zoning
formula for sharing political
offices. What we concerned
ourselves with was what was
there for the people of the South-
East; what was there for the
people of the country at large.
Throughout his campaign, he
stressed he would make sure that
the Enugu Airport is converted to
an international airport because
the people deserve it. He said: ‘I
will build the Second Niger
Bridge, I will help tackle erosion,
which is a big problem in the
zone, I will increase power
generation and extend it
equitably to the South-East
because your people are
entrepreneurs ’.
These are programmes that will
impact directly on the people of
the zone, and the country at
large. And he is already doing
some of these things, just as
agreed. You should be asking
PDP leaders from this zone what
they have gotten for their people.
I didn ’t go there looking for what
individuals will benefit. I was
thinking of what will benefit my
people. Any road you pass
through in Anambra that is not
good today is a federal road.
These are things he promised
he’d do.
These are things I’ll want him to
do for our people. It is our
brothers and sisters who are
members and leaders of PDP that
will have to bother about office
sharing.

Oyo State governor-elect Senator
Abiola Ajimobi has said the decision of
the Peoples Democratic Party (PDP) to
challenge his victory at the Election
Petition Tribunal sitting in Ibadan, the
state capital, would be an effort in
futility.
Ajimobi spoke yesterday in a
statement by the Publicity Director of
his campaign organisation, Mr. Yanju
Adegbite.
The PDP had on Wednesday urged the
tribunal to nullify Ajimobi ’s election,
alleging that he holds the citizenship
of the United States of America (USA).
It said possession of dual citizenship is
against the provisions of the Nigerian
constitution for governorship
candidates.
Ajimobi denied the allegation, saying
Governor Adebayo Alao-Akala and
the PDP were embarking on a wild
goose chase.
He said the social security number,
which the PDP claims confirms his
citizenship, is given to all legal
residents of the United States.
Ajimobi said: "Anyone living legally in
the USA is issued a social security
number. It is not a symbol of
citizenship of the country.
"The allegation shows the level of
ignorance, mischief and desperation
of the losers. I assure the good people
of Oyo State that I am not a US citizen. I
am a full citizen of Nigeria.
"The petitioners have always failed in
their attempts to truncate the wishes
of the people and they will surely fail
again. It is unfortunate that people are
abusing the court process with
falsehood."
The Nation

Independent National Electoral
Commission (INEC) that another
petition filed by the Action Alliance
(AA) against Ajimobi would not
succeed because INEC deliberately
omitted the party’s logo from the
ballot papers for failing to meet all the

the legal obligations for the election.
The party did not file all the required
documents; neither did it hold any
primary supervised by INEC. That is

Two ex- governors from
the U.S. and other facilitators are
to lecture newly elected
governors in Nigeria at an
induction course before their
inauguration on May 29.
Mr Asishana Okauru, Director-
General of the Nigeria Governors
Forum (NGF), disclosed the plan
said in Abuja on Monday.
He said the three-day induction
course, which would commence
on May 18, would attract local
and foreign facilitators.
He said the NGF secretariat had
the full cooperation of all
stakeholders, adding that
facilitators for the induction had
started arriving in the country.
“Mr Bill Richardson, former
Governor of New Mexico, and Mr
Douglas Wilder, former Governor
of Virginia, under the Democratic
Party, would serve as facilitators
at the induction, ’’ Okauru said.
He said Wilder was expected to
arrive in Nigeria on Monday, while
other facilitators were Mr Howard
Jeter, former U.S. Ambassador to
Nigeria, and three former Chiefs
of Staff in the U.S government.
He said the former governors,
Alhaji Bola Tinubu of Lagos State,
Mr Donald Duke of Cross Rivers
and Alhaji Ahmed Makarfi of
Kaduna State had also been
contacted to act as facilitators at
the induction.
Okauru added that the governors
of Rivers, Delta, Jigawa, Sokoto
and Lagos State would come in as
participants and facilitators at the
induction.
He said the American Governors
Association (AGA), which the NGF
was modelled after, had provided
it with materials and human
resources to facilitate the
induction.
“If you look at what they have
done in putting the materials and
personnel together, you will
realise that they have done a lot.
“What they have done by helping
us contact some of these
governors and bringing them on
board would have cost us lots of
money but they did it for us and
also provided us with classified
materials, ’’ Okauru said.
He said that strategic and
technical assistance was more
important to the secretariat and
the governorship institution than
monetary assistance.
He said the NGF arranged for the
newly elected governors to meet
with development partners
during the induction.
He said the induction would be
televised live and that President
Goodluck Jonathan was
expected to deliver a speech at
the event.
He said the chief executives of
various agencies were expected
to talk to the governors on
pertinent issues relating to good
governance.
Okauru explained that the
essence of the induction was to
give the new governors a proper
footing.
“ We want them to be properly
guided and exposed to best
practices before assuming office.
This is not just another theoretical
talk shop.
“They are coming to talk to the
newly elected governors and
returning governors about the
challenges they could face and
how they could address them, ’’
Okauru said.
He expressed optimism that the
induction would completely
rebrand and deepen the
country`s democracy as well as
enthrone sophisticated leaders in
terms of knowledge.
“It will make our governors
better leaders and administrators
and expose them to ways of
handling unemployment, health
and other social issues, ’’ Okauru
noted.
He disclosed that the induction
was an initiative of the 36

You do not do or say things for the mere sake of it. Surely GEJ can do without the SW, make no mistake about it. But he has chosen to have a big tent; the SW on the other hand, cannot do without the FG (not even Lagos) without totally collapsing in a few short weeks.

The reason ACN is attending those meetings is obvious, they need the FG and PDP is in control of the FG.
