BAKU, September 12. /ITAR-TASS/. Russia concluded last month an agreement with Nigeria on the deliveries of a considerable consignment of Russian Mil Mi-series military helicopters, which are called Hip in line with NATO classification, a senior official with the state-owned high-tech corporation Rostec said on Friday.
“In August, not that much long ago, a contract was signed with Nigeria on the deliveries of [Russian] helicopters,” Sergei Goreslavsky, a deputy director general of Rostec, said at the ADEX-2014 international defense exhibition in Azerbaijan.
“We are talking here about a significant number of Mi-171Sh helicopters and several Mi-35M helicopters,” Goreslavsky added.
He added that Mi-171Sh helicopters and other Mi modifications are very popular in other African states.
“Mozambique expressed its interest and we plan to work in this direction at the upcoming exhibition in South Africa,” Goreslavsky added.

Thiza: The military has retracted its statements twice.
The Nigerian Military on Wednesday said the soldier earlier declared missing after an Air Force helicopter crashed in Borno State, has been found alive.
The Nigerian Air Force, NAF, Mi-35 helicopter, said to have been on a training mission, crashed Monday afternoon at a location south of Bama, an area ravaged by Boko Haram insurgents.
Shortly after the incident, the military, through its spokesperson, Chris Olukolade, said all the occupants of the ill-fated helicopter died.
However, in a statement later on Wednesday, Mr. Olukolade, a Major General, said one of the pilots was recovered alive while the second, as well as the technician, on board the 3-member crew flight died.
In the second statement, Mr. Olukolade retracted, saying that only one body had been found.
“The body of the technician who is the third member of the crew is yet to be located. He is therefore declared Missing in Action until found,” Mr. Olukolade had said.
He also said the crash was as a result of some technical fault and not an attack by an enemy, adding that rescue mission was ongoing.
But while giving update on the rescue efforts, Mr. Olukolade made a u-turn to an earlier statement in which an engineer crew on the ill-fated flight was declared missing.
A recent statement signed by Mr. Olukolade stated, “The Engineer crew member of the crashed Nigerian Air Force Mi-35 Helicopter earlier declared missing has been found alive.
“The crew member who was declared missing when his body could not be located in the vicinity of the crash resurfaced at the military Headquarters in Maiduguri today, having trekked through the bushes after the crash.”
The statement further confirmed that the co-pilot, Flight Lieutenant NM Halilu, and the aircraft technician, Warrant Officer Augustine Nwanonenyi, survived the crash while Flight Lieutenant Onyeka Nwakile was lost in the crash.

Yesterday's admission by a top military official that the cash-strapped defence force might have to retrench personnel and shelve critical acquisition projects should jolt our political leaders into action.

according to the secretary of defence, Sam Gulube, a R 1.1-billion budget shortfall means that the SANDF might have to undertake a major cost-cutting exercise if it is going to continue paying salaries.

Shell looks to sell US shale portfolio after $2bn writedown

Royal Dutch Shell is to sell its position in the Eagle Ford shale in Texas, two months after announcing a big writedown on the value of its US shale assets.
Shell took impairments of $2.1bn in the second quarter, mostly related to its tight oil assets in North America, and said it had launched a strategic review of its shale portfolio there.

Shell said that as part of the review, it had decided that its properties in the Eagle Ford, where it owns 106,000 acres and operates 192 wells, “do not meet our global targets for materiality and scale” but that they “offer a valuable growth opportunity for another operator”.
A sale would end the company’s more than 50-year history in South Texas.
Like other majors such as ExxonMobil, Shell was relatively late to the US shale boom, which was driven by smaller, independent oil companies.
Their use of techniques such as horizontal drilling and hydraulic fracturing or fracking – which involves injecting large volumes of water, sand and chemicals into shale formations to create fractures and release the oil and gas trapped inside – unlocked huge reserves that were long considered uncommercial.
By the time Shell and the other oil majors began to build up big positions in areas like the Barnett Shale in Texas and the Eagle Ford, the big surge in shale gas output had caused a sharp drop in gas prices, hurting the majors’ earnings.
Rex Tillerson, chief executive of Exxon, which became a big player in shale gas after its $41bn acquisition of XTO Energy in 2010, admitted last year that the company was suffering as a result of weak gas prices.
Shell said it was dealing with the gas glut problem by switching its focus from gas to liquid-rich shales. But despite that, its North American exploration and production business remains in trouble: it suffered a loss in the second quarter and is expected to remain in the red for the rest of this year at least.
Shell has also announced plans to sell 600,000 acres in the Mississippi Lime formation in Kansas, and to exit a shale oil research project in Colorado.

A hunt has been launched in Sierra Leone's capital, Freetown, for a woman with Ebola who was forcibly removed from hospital by her relatives.

Radio stations around the country are appealing for help to find the 32-year-old who is being described as a "risk to all".

Thiza: Nigeria would be engaged in multipartite civil war like it happened in Lebanon in 1975 and Somalia in 1991 before its final disintegration in 2030, a report by the United States military experts released by the Centre for Strategy and Technology, Air University, Maxwell Air Force Base, Alabama has said.

The report written by five US military scholars and entitled “Failed State 2030: Nigeria - A case study” and dated February 2011, is one of the many periodic scenario building analysis undertaken by the US military think tanks on the future of countries within the sphere of economic interests of the US.

One of such simulated security dissertation on Nigeria was released during the administration of former President Olusegun Obasanjo by the US National Intelligence Council, where the US intelligence experts predicted Nigeria’s collapse in 2015.

In the 156 page latest report, the US Air Force officers posit that “Nigeria’s lack of unifying national identity, history of corrupt governance, religious and cultural schisms, and shifting demographics may cause the state, over time, to break apart.”

In the case of Nigeria in 2030, the experts believed that Nigeria’s “history of tribal and religious conflicts, endemic corruption at all levels of government, poor national planning, uneven development, social disorder, rampant criminality, violent insurgency, and terminal weak governance provides an environment that could portend imminent collapse and failure.”

Ineffectual leadership is at the heart of the matter. President Zuma has made some dubious decisions regarding South Africa’s regional foreign policy, and his inability to meaningfully address the plethora of domestic problems facing the country raises question about its suitability as Africa’s de facto leader....

....In spite of its own domestic challenges, Nigeria appears better suited to assume a position of future leadership going forward. While South Africa attempted to push for a power sharing government in Ivory Coast and was slow to unfreeze the assets of the National Transition Council in Libya, Abuja acted swiftly and decisively in both cases. Nigeria’s success in helping end the conflicts in Sierra Leone and Liberia have also given it clout in terms of finding solutions to regional conflicts. In recognition of its growing leadership role, Nigeria recently won the backing of the African Union to once again become a non-permanent member of the UN Security Council.

South Africa would do well to make itself more visible as part of UN peacekeeping missions, especially now that Nigeria has announced it is pulling many of its peacekeeping troops out of Darfur and Mali in order to tackle the Boko Haram insurrection at home. However, facing mounting pressure at home and given the pending 2014 general election, it appears unlikely that President Zuma will commit significant troops — even to AU and UN-backed peacekeeping missions — in the near future. The true test of whether South Africa will be able to reach its potential as a political and military leader in Africa will depend on its ability to successfully address its mounting domestic issues while implementing a foreign policy that is not at odds with its own stated objectives.

Johannesburg - The officer in charge of training soldiers for deployment to the Democratic Republic of the Congo (DRC) is an exam cheat.

And in another embarrassment for the SA National Defence Force (SANDF), a top UN official sharply criticised the discipline and combat readiness of South African soldiers in Sudan in a recent letter.

Brigadier General Sithabiso Mahlobo, who was found guilty in 2002 of cheating in exams, is in charge of the training of soldiers who are in the process of being deployed to the war-torn North Kivu province of the DRC.

He is the commander of 46 SA Brigade in Kengray, Johannesburg.


In a classified letter, Lieutenant Colonel T Mashalaba, the commander of an infantry battalion of the SANDF, which was until recently deployed in the troubled Darfur region in Sudan, flatly refused to allow his soldiers to receive training from the UN and the African Union (AU) after one of his soldiers died in an ambush last year.

Mashalaba was in command of the 10 SA Infantry Battalion when Rifleman Vincent van der Walt, 23, died in the ambush in October.

Soldiers' lack of discipline

A letter from a senior Unamid official, in which the quality of South African soldiers’ training was sharply criticised, had been distributed among senior South African army officers just more than a month ago.

The letter, which was apparently also sent to top officials at the UN headquarters in New York, mentions the soldiers’ lack of discipline and their arrogance.

According to Mabanga, all South African soldiers are properly trained when they arrive at a mission and it is not acceptable practice to receive training from another country.

He said: “If any defects in our training are detected, they must be reported to us. We have not received any such communication from Unamid.”

He said the army has no knowledge of the accusations against Mashalaba.
