Yes you can register but you will need a uae phone number to verify it.
I don't really know about this visa thing so i cant answer those questions.

Too much problems, I will not advice anyone to waste even 500k coming to uae, better use the money and start up something, am sure 90% will prefer to take the money they spent in coming to uae and return back immediately if the opportunity comes, unless u are coming for vacation and shopping

I can relate with the point you are trying to make but the fate that awaits individuals here differs and the strategy people use in their search also matters. People lament that there's no job and they never attend any walk-in interview. Oga Nonnyg has his testimony on walk-in interview. Most people know dubizzle but how many people can effectively utilize it? A guy I lived with got a job with good salary for his cadre(2300 for a store keeper, 6hrs per day for 6 days) on dubizzle within 2 weeks of his arrival. He uses the uae.dubizzle and he post an ad in each of the 7 states every morning and he monitors new relevant jobs ad by employers from morning till evening. He's always among the first 10, mostly first 5 to apply for most jobs and he does that everyday on dubizzle and indeed. if there are numbers on the ad, he calls directly, some employers even get amazed at this.

I am planning to apply for DHA licensing and I need the step by step procedure, as am a bit confused. My questions are:

Do I need to get Visa first before I begin the process of applying for the DHA license?

Is it after you have passed the prometric you apply for the license in DHA site?

Is it the DHA that will fix the prometric exam and centre for you, If no pls which site does it?

What was the cost for the exam and DHA license application?

How long does it take to process your application and get them send you the license after application?

The questions mat be in-congruent, but just give me the right&first step to take and other subsequent steps.

Open that link on justi4jesu's response to your enquiry and follow those steps to register. You may be asked to wait for a day before you can use your newly created ID to proceed with your registration.
The requirements, Verification charges and minimum year of experience needed to proceed with the registration depend on your profession.
Generally, you need a scanned copy of the data page of your international passport, passport size photo with a white background, education certificate, letter of experience from previous employer(s) in the last 5 years(maximum), your current practicing license in your home country, your BSC/ MBBS or equivalent, good standing certificate from your licensing body( not more than 6 month, I am not sure if nurses/ MLS are asked to upload this).
Once you have those, start the uploading and label each document as directed. Make sure that you save each page as you upload.
Once you are done uploading, leave the page asking u to upload PSV report as that is meant for those who have done prometric exams before.
You will see a ''letter of authorization'', download and print it, sign it, scan it and upload it back.
After a day, you will be asked to proceed to payment for credentialing. its 220aed I think.
credentialing period varies, I waited for 6weeks.
Once your credentials are approved, you will be asked to pay for PSV, the amount defers with profession. That's the real verification when those things you submitted will be verified. once they confirm your payment, you don't need to wait, you can register for your exam immediately. you chose the date, location and time by yourself.
The exam is in line with your career. Generally, the questions and timing are very fair on candidates but you need to prepare well. prep materials depend on your profession. for GPs, its USMLE Step 2 ck. You will be notified the outcome of the exam between 2-7 days via your email,if you pass, the eligibility letter will follow the mail and its valid for 1 year. during the period of validity, you are required to come and look for job here and your license will be processed by the facility that employ you.
DHA license takes less than 1 week to be delivered.

I've been an avid reader of this post for a few months and I must say, it has helped a lot with different people sharing their stories and God bless all the gurus here who continue to encourage all of us to be resilient.

My Dubai story all started like a joke, I never planned to even relocate out of Nigeria, but when the opportunity presented itself, I took it. I'm barely 2 weeks here and I can say this I got a job without even doing any form of certificate attestation. Don't get me wrong, it is nice to have your docs attested as everyone's story is different. Just believe in God and believe in your hustle. Faith for me is interwoven into everything I do so I'll always tell people put God first in everything you do.

Guys please hustle till you get what you want and when you do, don't stop hustling. People have had successes here and those of us that are still coming and are already here can have that success too

To those planning to come over to search for job, I think its still advisable to get your academic certificates attested and your PCC along with you, especially if your fate here is very likely to be dependent on the certificate. I was misled at the wee our of my exit from Nigeria that i don't need the MOE/MOFA attestation since i already had my certificate verified by the DHA. On getting when it was needed, I realized that it is a worthless paper without those attestations at the back. sending it to Abuja alone cost 330aed at the DHL stand in Deira City Center. Guys in the ministry are already quoting figures to fast track the whole thing. So, it it cost effective to do it before coming IF it will be of use to you here.

I am doing that already bro. most of the rooms posted are not by africans and the rooms are already furnished, making the rent to be on a higher side. my budget is 2500 max.
