They use taxes to provide health, security, educational and social services in developed countries. But the taxes are not enough most times. They bring in private entrepreneurs to invest in public utilities like building roads and health services etc. They recoup their money by managing the services and collecting tolls and bills. But the people and government ensure there is accountability in everything they do. The citizens willingly pay the taxes. If they feel the taxes are too much, they will either vote out the politicians or go to court to challenge these taxes etc.
