To where is the question for as you have confirmed, "the earth was brimming full of evil" so God could not have removed him from one part of the evil earth only to put him on the earth that was already full of evil.

So he can not be put on brimming full evil earth.

But when you say there are no other territories belonging to God, then you do not appreciate that death and hell and the seas are territories under the control of God which is why by His Command by Revelation, they shall deliver their inmates and inhabitants to The Lord for Judgement, exactly as classrooms are the territories belonging to the Principal of a school which shall deliver up the students to the Principal for Disciplinary and Award Sections.
