That means there could be an issue with your previous page were you enter your initial info. Go back to the initial registration page portal.npower.gov.ng/apply and start again.
If it tails you your details are already used go back to the documents upload page. If it still tells you you don't have access then go to their Facebook page and drop your email for them to reset your registration.

I have checked the source. The author of the second 'opinion' is just a faceless bigot on website who goes by the moniker 'Proud Infidel', apparently an Islamophobe. That his 'opinion' is actually a comment on the commentary section of the website regarding the article.
So I believe it is wrong in the first place to put the two on the same pedestal. Nevertheless even on the website commentators have countered all his/her vetipurations which most importantly did not give the supposed counter opinion on how to defeat ISIS and terrorism in general.

OP who is the author of the counter opinion? He sounds like an IPOD.

Is this scholastica for real? I registered on the website but can't apply for the scholarship. The site keeps telling me error when I click apply for over a week now. I have a feeling they are the ones sending me spam mails.

No further email has been received by applicants ever since the site was upgraded. Calm down, they will come up with a way to contact applicants for selection. It's not just you.

go to the initial application page and register afresh. portal.npower.gov.ng/apply after refilling click submit and you will see that your application is successful click to proceed to upload your documents.

Now the site doesn't bother about picture size, but for speed of upload it shouldn't be more than 300kb or 170by132pixels.

Yes you can but apply for BUILDERS or hardware/software. Leave the call up number and upload ur certificate and CV. Hope for the best.

Use the Call up Number on your call up letter (NYSC/University/Year/XXXXX)it's the same number on the certificate, they only use your state code as prefix.

If you made a mistake while registering and you have submitted, currently there is no provisions for even viewing your registration not to talk of making corrections. So all you can do now is be patient till they do something about it.
Also if you are facing a problem in entering DOB Call-up number or documents upload DO NOT submit incomplete or wrong info! if you do you may not be able to edit it which can jeopardize your chances.
Those with correction keep trying to log in via portal.npower.gov.ng/login You might be lucky they fix it and you can get in to make correction.
