I noticed most Nigerians have poor oral hygiene and don't brush twice daily. In an organised societies like that anything religious or fundamental preachings / teachings are reserved in worship places like the church, the mosque, etc., and not open city malls.

Take away these laws and punishments then leave only religion as the basis for doing what is right and see if society won't plummet into a state of chaos.
