Kashim Shettima, the vice-presidential candidate of the All Progressives Congress (APC), recently claimed that Lagos is the third biggest economy in Africa.

The former Borno governor spoke on Monday at the ongoing annual general conference of the Nigerian Bar Association (NBA), where he represented Tinubu, the presidential candidate of the APC.

While making a case for Tinubu and providing reasons why he believes his principal stands out among other presidential candidates, Shettima said Lagos is the third largest economy in Africa.

“When Asiwaju Bola Ahmed Tinubu became the governor of Lagos state in 1999, there was only one ambulance in the service of the Lagos state government. Lagos was earning a sum of N700 million as the internally generated revenue (IGR),” he said.


“Now, Lagos is earning N51 billion every month, Lagos is the third largest economy in Africa,” Shettima added.

But this is not the first time Tinubu’s running mate would make the claim.

In a video shared multiple times on Twitter on August 5, Shettima said: “What Nigeria needs right now is the leadership that will drive the transformation process…Asiwaju Bola Ahmed Tinubu has a track record of excellence, Lagos is now the third largest economy in Africa.”

The video was first posted by a Twitter handle, @Progressive4BAT, a Twitter account known to support Tinubu. The video has since gotten more than 130,000 views.

On August 6, the same video was posted on Twitter by Festus Keyamo, minister of state for labour and employment, who doubles as spokesperson of the APC Presidential Campaign Council, with the caption: “well said, your excellency”.


Tinubu once called Lagos ‘largest economy in Africa’
In April 2022, Tinubu met with fifteen APC state assembly speakers at a forum hosted by the Lagos house of assembly.

In a report published by Daily Trust, Tinubu — while marketing himself in the run-up to the APC presidential primaries — said his administrative prowess as former governor of Lagos helped the state to become the largest economy in Africa.

“I was raised to be courageous and this has been working for me. With zero allocation from FAAC, I turned Lagos State around and today, the state has become the largest economy in Africa. I reserve the right to brag. I want to bring same to bear as President of Nigeria,” Tinubu was quoted to have said.

Did Lagos get zero allocation from the federation account between 1999 and 2007? Are the APC presidential candidates –Shettima and Tinubu — right about the size of Lagos’ economy?


On Saturday, March 27, 2004, elections were conducted by the state government to create 57 LGAs in accordance with Local Government Areas Law No. 5 of 2002 of Lagos State.

Ebonyi, Katsina, Nasarawa and Niger states also created new LGAs at the same time as Lagos.

Former president Olusegun Obasanjo in a letter addressed to Nenadi Usman, minister of state for finance during his administration, said: “As the National Assembly is yet to make the necessary consequential provisions in respect of any of the newly created Local Government Areas in the country, conducting election under or funding any of them from the Federation Account would clearly be a violation of the constitution.

“Consequently, no allocation from the Federation Account should henceforth be released to the Local Government Councils of the above-mentioned States and any other State that may fall into that category, until they revert to their constituent Local Government Areas specified in Part I of the First Schedule to the Constitution.”

Following the directive by the federal government to withhold funding for the LGAs in the affected states, other states returned to the status quo except for Lagos, which opted for litigation.

Yemi Osinbajo, then attorney-general of Lagos, argued that Obasanjo, under section 162 subsection (4) and (5) of the 1999 constitution, could only exercise executive powers and not legislative or judicial authority to withhold funds due to the local government from the federation account.

The supreme court in its judgement indicated that the president does not have the power to withhold the funds for 20 local government areas. It also instructed that the funds be released.

However, the judgement did not recognise the new local government areas created by the Lagos state government.

Despite the judgement, the federal government withheld local government funds from April 2004 until the end of both Tinubu and Obasanjo’s administrations. The funds were later released to the next Lagos state administration by Umar Musa Yar’Adua, Obasanjo’s successor.

TheCable spoke with Muda Yusuf, a former director-general of the Lagos Chamber of Commerce and Industry (LCCI), to confirm the claim that the state got “zero allocation”.

“It was zero allocation to the local governments and not the state,” the economist said.

Data from the Central Bank of Nigeria (CBN) show that Lagos received N11.7 billion statutory allocations from the federal government in 2001. Several links to the CBN archive which ordinarily would reveal state allocation for other years between 1999 and 2007 when Tinubu was governor are currently broken.

Based on data from the Office of the Accountant General of Federation (OAGF), BudgIT, in its Lagos state Data book published in 2018, revealed that Lagos received a net FAAC allocation of N48.62 billion in 2007, the year Tinubu left office.

Verdict
At no time during Tinubu’s administration was Lagos denied state allocation from the federation account, only local government funds were suspended from 2004 to 2007. The claim that Lagos state had zero allocation is false.

Was Lagos IGR in 1999 N700m as Shettima claimed?
Shettima said Lagos earned N700 million as internally generated revenue in 1999 and presently earns N51 billion monthly. Here is what we found.

According to CBN data quoted by a journal published in the Research Academy of Social Sciences, Lagos recorded annual IGR of N14.6 billion in 1999, representing a monthly average of N1.2 billion.

This is against the N700m quoted by Shettima and the N600m widely circulated in the media.

When Tinubu left office in 2007, the figure rose to N83.02 billion, a monthly average of N6.9 billion. Between 1999 and 2007, the IGR growth rate of Lagos stood at 468.63 percent, showing a considerable increase.

Akinyemi Ashade, former commissioner of finance in Lagos, disclosed in 2018 that the monthly average IGR of the state was N34 billion.

Going by the most recent IGR data by the National Bureau of Statistics (NBS), the 2021 half-year report shows that Lagos generated N267 billion in the first six months of 2021, a monthly average of N44.5 billion — not N51 billion quoted by Shettima.

Verdict
The IGR of Lagos in 1999 when Tinubu became governor was neither N600m monthly as widely circulated in the media nor N700m as Shettima claimed. Also, the current IGR of Lagos is not N51 billion but a monthly average of N44.5 billion. Both claims are false.

Is Lagos the third biggest economy in Africa?
TheCable checked the repeated claim by Shettima and Tinubu on the size of Lagos’ economy. Shettima says it is the third largest, and Tinubu has been quoted to say it is the largest.

To measure the size of any economy, Muda Yusuf, the former LCCI director general, said gross domestic product (GDP) remains one of the most reliable parameters to determine the size of an economy.

“GDP per capita which divides GDP by the population is another measure because it reflects the welfare of the people,” he said.

“Lagos is not as rich as people say because the responsibilities are so much when you relate the wealth of that entity to the population that needs to be taken care of. And the question is, how comfortable are the people in the economy?”

In 2020, the Lagos Bureau of Statistics (LBS) ranked Africa’s richest cities by GDP in dollars. Lagos, with a GDP of $76 billion ranked 4th. Cairo with a GDP of $212 billion was the biggest city economy in Africa followed by Johannesburg ($131 billion) and Cape Town ($121 billion).

The Lagos State Government has finally issued a quit notice to occupants of the notorious Alaba Rago International Market in the Ojo Local Government Area of the state.

The market has in recent times been described as the hotbed of criminal activities like arms stockpiling, robbery, child prostitution and other forms of crime.

Recall that a large cache of arms and ammunition were last week recovered at the market by detectives from the Lagos State Police Command.

The Rapid Response Squad on Thursday said: “After several months of negotiation between Lagos State Government and representatives of the occupiers of Alaba Rago over the modernisation of the market, government through a joint team of Rapid Response Squad and Lagos Taskforce, has given the occupants of Alaba Rago a 14-day ultimatum to vacate the market.”

“Presently, we have a lot of gap to fill, especially going with the population explosion the state is witnessing and the growing awareness of the residents to seek medical attention from well trained personnel,’’ he said.

The chairman, however, did not state the number of doctors to be employed; saying “no matter their number, it is a great help and relief to the health of our people’’.

Nnoba explained that with the present personnel gap, about 65 per cent of the residents of the state now seek medical attention from private hospitals.

“With about 60 to 70 doctors in government-owned health institutions; it is insufficient for a state like Anambra with the highest growing and cosmopolitan population in the South-East and South-South regions.

“Since people from Delta and Edo States also come to Anambra to seek medical attention,’’ he added.

Nnoba also thanked Gov. Peter Obi for the structural development in most health institutions in the state.

“We want to thank the governor for listening to us in the interest of our people as well as the cordial relationship that existed between the NMA and the government,’’ he said. (NAN)

An Anambra based northern group has denied allegations that the Labour Party Presidential Candidate,Mr Peter Obi, demolished seven mosques in Onitsha when he was governor of Anambra State. It also said Obi did not chase Hausa people out of the area contrary to the allegation.

Recall that Obi had ruled Anambra State as governor from March to November 2006, February to May 2007, and from June 2007 to March 2014, respectively.

Allegations have trailed his emergence that he did not only demolish mosques but also chased Hausa people out of Onitsha.

Reacting to the allegation in a statement, the northern group operating under the aegis of Coalition of Northern Groups in Anambra State,said the allegation was a concoction of desperate, failed politicians, seeking to use religion and ethnicity to woo unmerited votes to themselves.

The Coalition of Northern Groups in Anambra State, described Peter Obi as a responsible, fair, and detribilized gentleman.

A user on Twitter, Qudus Akanbi Eleyi (@Qdpaper2) claims that Peter Obi demolished a mosque in Anambra and pursued Hausa, Fulani and other northerners from the state while he was still governor. A collection of pictures that depict what appears to be a demolished mosque and of several persons in a desolate state was used to accompany the post with the caption:

“Northerners will never forget Peter Obi for demolishing their mosque in Anambra. When he was a governor, Hausa, Fulani and Northerners can forgive Peter Obi for pursuing them out of Anambra, but I’m not sure if they can forgive him for demolishing their mosque. They will never 4give.”

Peter Obi is the presidential candidate of the Labour Party (LB) for the 2023 Nigerian presidential election. Since his emergence as the party’s candidate, the former two-term governor of Anambra has garnered so much attention on social media, especially on Twitter, arousing both support and criticism from diverse users.

Anambra is a state in the southeastern part of Nigeria, a region that is largely populated by the Igbo-speaking tribe who are mainly Christians. The Fulani and Hausa tribes are mostly Muslims, and they are largely the dominant population in the northern parts of Nigeria.


A Google reverse image search of the first image, a collage of Peter Obi and the alleged demolished mosque, traced the original image of the mosque to a news report: “Cash shortage hampers rebuilding of mosques destroyed by Israel.”


The report revealed the mosque to be the Omar Ibn Abdul Aziz mosque in Beit Hanoun, northern Gaza Strip, that was destroyed during the Israel-Palestine tension that erupted on 4 January 2019
Multiple reports by different media outlets captured the incident and detailed how the bombings flattened the Omar Ibn Abdul Aziz mosque in Beit Hanoun and damaged many surrounding homes.

Apparently, the image has also been falsely used to depict an alleged banning of Islam and the destruction of mosques in Angola.



A Google reverse search of the second image traced it to a report on sanction.org, a social action website. The social action team members captured the original image when they visited the Obidianso Waterside community in Port Harcourt after the Rivers State government demolished it in 2018.

The fourth image, a collage of pictures, was traced to the website of the Muslim News Nigeria. The pictures were used to depict an alleged demolition of a mosque in Port Harcourt by Governor Nysom Wike in 2019.

Although Governor Wike has distanced himself from claims that he ordered the demolition of a mosque in Port Harcourt, he has, however, explained that some persons started erecting illegal foundations on the disputed land, even though they had no approval to embark on any construction work.


An extensive investigation by the PREMIUM TIMES also revealed that the Rivers State Government did not demolish any completed building being used as a mosque. However, an uncompleted structure, (the same one depicted in the alleged picture) which was still at the foundation stage, was demolished by the government.



Unlike Governor Wike’s popular controversy over the demolition of a mosque in Rivers State, there is no single report by any reliable media outlet that suggests Peter Obi’s demolition of a mosque in Anambra State while he was still the governor.

Conclusion
While the claim may be debatable, all the images used are pulled from different contexts to support the bogus narrative. This claim is false.

However at that age Anenih was active and agile, today same Tinubu who is old and ill wants to be President and his supporters who were clapping 9 years ago will be telling people now to respect old age.

The recent travails of the Accountant General of the Federation has been linked to his alleged insistence on marrying a 16 year old Lady.
Last year the Girls uncle Nura Bagudu made several call out videos and messages but only Sahara Reporters aired it.

The girls mother is late and her Mother's brother objected to the union, her father and other relatives were allegedly bribed to approve the marriage.
The AG spoilt the girl with cars, iphone, gold and money.

The Uncle kept fighting because her late mother insisted she must go to school.

The Uncle petitioned EFCC to investigate because he said the AG was spending money on the girl above his salary as Accountant General.

Recall that the AG was due for retirement but President Buhari extended his tenure.

So his current travails seem to be because of his lust for a 16 year old child.

Her uncle sustained his campaign despite being ignored by the mainstream media and social media. Kudos to him, a grandfather insisting on ensuring a 16 year old loses focus in her future.
We thank the Uncle for reporting if not this man would have used the money he allegedly mismanaged, become a governor or lawmaker and make law's that will keep young girls out of school.

Government is no longer playing with such cases.

So the good part is you realise the problem, the next part is to unlearn violence as a form of conflict resolution.
Why is raising your hands the first step you take when you have a disagreement? Is that how you were raised?

You have to unlearn that and learn more effective ways to resolve issues.

Have you tried speaking with her, not shouting at her ohhh, taking her to a public place relaxed atmosphere maybe a garden and asking her what the problem is with your parents.

Know if there was something else that was done to hurt her.

Also host a meeting with your own family, let them know your wife is part of you and any respect they give you they should also give her, she too should respect them as she respects you.

The next time you beat her I assure you that you will go to jail..it should never be an option.

but the overarching factor is Nigeria is a patriarchal society and it is often an uphill battle for the mother to get custody . all those norms we see play out in threads also play out in court.

False narrative. Custody cases are not lost or won by sentiments. So many cases discredit your claim.

Both parents are eligible for custody but so many factors are considered including age and stability. The best interest of the child is the main concern.

In considering child custody the overall best interest of the child is key. What are the issues to consider;

1. Conduct of the parents; Are you the one who threatens to kill yourself and kill the children during arguments? Do you act in ways that may put the child in harms way?

2. Education and welfare: Will the child's education suffer? Will the child have adequate arrangement for housing, feeding etc? Do you work? Do you have a comfortable place to keep the child? While provisions may be made for support the parent has to offer some arrangements that will be comfortable for the child.

3. Age and Sex: While a judge may consider leaving girls with their mom's and boys with their dad's, other factors are also considered, children under 7 in some circumstances are left with the mother however other factors are considered

4: Emotional Attachment: Who is the child closer to? Are you an absentee parent?

5. What the child wants: This is mostly for older children; however this is just one consideration as manipulation may not be ruled out.
Most importantly parents should work together regardless of divorce to put their kids first.

So it’s inclusion in the VAPP act invalidates marital rape. Law is law, not emotions. The wording clearly states that coercion does not hold true for a spouse. The words “in the case of a married person/impersonation. It’s in black and white, and unless it is amended, it has effectively invalidated spousal rape like it did with the criminal code.

NB; I don’t support forced sex before you guys also tag me a rape apologist. I am only stating the law. Where there are no laws, there are no sins.

True, I just realized a lot of states have domesticated the Vapp law, so it should hold true in any state where it has been domesticated.

However, the issue of marital rape does not find favour in its framing. The keep word there is impersonation in the case of a married person, meaning the real you could not have raped your spouse. This clause clearly defeats spousal rape just like in the criminal code. I took time to attach screenshots, read slowly the last statements of both the criminal code and the VAPP act. So instead of waiting for a landmark judgement, your argument should be based on amending or updating the law.

Consent obtained by force is not limited or exempting any spouse. The law was drafted not to exempt anybody male.or female married or single.
Again this argument remains redundant till it is tested in court and the court rules for or against.

Lastly, I read some people ignorantly claim you raped your wife! While what you did is despicable and a no no for me, it has no basis in law as there is nothing like marital rape in Nigeria. The Vapp act 2015 only expanded the definition of rape but ended up excluding marital rape. Since it said in its concluding paragraph that spousal rape can only occur if the spouse was impersonated,(i.e, if it was you, you did not rape your spouse). Again, it is only active in the FCT since non of the state assemblies domesticated it.

People just come online and spew ignorance. VAPP is currently passed in 32 states only Gombe, Kastina, Zamfara and Kano have not domesticated. Borno and Cross River have passed and signed after this update. This map hasn't even been updated. You people stay stuck on what you learned at law school and refuse to update common knowledge.
VAPP didn't exclude marital rape like the penal code did.
We await a precedent judgement to put to rest this debate.

The Violence Against Persons law has extended the definition of rape to cover marital rape. The Penal Code excluded it but seeing that this happened in the South the VAPP law is applicable and he is lucky he is not being used to set a precedence on marital rape
