Members canvass two positions for picking national and state officials of APC.
With its victory in the acronym “war” almost certain, the All Progressives Congress is set to meet in Abuja on Thursday, April 4, to take a final decision on all the documents that will accompany its application for registration to the Independent National Electoral Commission, INEC.

The meeting will draw attendees from the national leaderships of the four merging parties and the Joint Inter-Party Merger Committee, JIMC, which is coordinating the merger deal. The parties are Action Congress of Nigeria, ACN; Congress for Progressive Change, CPC; All Nigeria Peoples Party, ANPP, and; a faction of the All Progressive Grand Alliance, APGA.

The JIMC had earlier in the month set up three subcommittees, comprising 20 members each, to design the association’s constitution, manifesto, logo and slogan as well as determine and examine all legal issues that will ensure full compliance with all legal issues relating to the process of merger.
A member of the Merger Committee told PREMIUM TIMES in confidence on Thursday that the meeting will centre largely on the constitution of the APC and agreements/understanding among the merging parties.

The Constitution Subcommittee had a Herculean Task of examining the constitutions of all the four parties in order to produce a common constitution agreeable to the partners, the source said.
The source added that after the meeting, the parties in the merger deal will hold their respective national conventions where the documents will be approved by their members.

“That meeting will finalize everything relating to the merger and thereafter the parties will convene their national conventions,” he added.
“At the conventions, each party will formally inform their members that they are going into merger and that the current identities of the parties will cease because their certificates will be cancelled.

The certificates will be returned to INEC and those parties will cease to be known by their current names. It is after the convention that the interim officials will be picked for the purpose of INEC’s registration requirements and afterwards the substantive officers,” the source said.
Sharing positions

It was further gathered that in order to minimize contentions among the merging parties, two positions are already being canvassed by a section of the JIMC for choosing the members of the interim and substantive members of the association’s organs such as the National Working Committee (NWC), National Executive Council (NEC), and Board of Trustees (BoT) of the association, both at the national and state levels.

[b]One of the modalities being canvassed, our source disclosed, is that the choice of the national officers should be based on the result of the 2011 presidential election while that of the state officials should be based on the results of the governorship elections.
If this first option is eventually adopted, CPC which polled the highest number of votes among the merging parties during the 2011 presidential election may produce the national chairman while the deputy chairman or secretary may emerge from ACN.

According to the presidential result declared by INEC, CPC’s candidate polled 12, 214, 835 votes; ACN, 2,079,151 and; ANPP, 917,012. APGA did not present a candidate in that election.

Option B
The second option is that the choice of the officials at the national level should be based on the numerical strength of each of the parties at the National Assembly and State Houses of Assembly.

If the second position is eventually adopted, the ACN may produce the chairman of the association since it has the highest number of members in the National Assembly while the CPC, which has the second highest number of seats, may pick the position of the deputy national chairman or national secretary.

If similar modality is adopted in picking the state officials of the proposed party, the ACN which is in control of six states (executive and legislature) will produce the key officials in Lagos, Ogun, Osun, Oyo, Ekiti and Edo State.

The CPC will produce key party officials in Nasarawa State and perhaps in Niger and Katsina States where it is visible.
On its part, ANPP will produce the key officials in Borno, Yobe and Zamfara States.[/b]

Furthermore, the performance of each party in the governorship election will determine which of them will produce the chairmen of the association in the states where all four are not visible or did not win elections.

The APGA Conundrum
However, it is not clear how APGA will be factored into the arrangement if any of the two modalities is adopted either at next week’s meeting or subsequent ones after the conventions of the merging parties.
The party did not present candidate in the 2011 presidential election. Worse still, the only APGA governor identifying with the merger deal, Rochas Okorocha of Imo State, appears not to be on the same page with the two factions of the party.

Both the faction led by Victor Umeh who was deposed by an Enugu High Court as the national chairman in February and the other one led by Maxi Okwu and supported by the Anambra State Governor (also a member of the party), have dissociated themselves since from the merger deal.

However, if the second option is adopted, it is only in Imo State where Mr. Okorocha holds sway that APGA will present the key officials of the association or party as the case may be.
A member of the Constitution Drafting Sub-Committee, John Oyegun, confirmed the April 4 meeting to PREMIUM TIMES in a telephone interview. He, however, denied that the issue of picking interim officials is already on the table.
“No, we have not got to that stage (choice of officials). That is not our priority now. We will not discuss that until after the conventions,” the former Edo State Governor said.

Ekiti State Governor Kayode Fayemi yesterday won three cases instituted by the Peoples Democratic Party (PDP) at the Court of Appeal, sitting in Ado-Ekiti, the state capital.

In the case in which PDP opposed the constitution of the State Independent Electoral Commission (EKSIEC), Justice Uchechukwu Onyemenam ordered that the case be retried.

The High Court, presided over by Justice John Adeyeye dissolved the EKSIEC, saying there was evidence that its members were card-carrying members of the Action Congress of Nigeria (ACN), as alleged by PDP.

Justice Onyemenam faulted the judgment of the lower court, insisting that the plaintiff should have tendered Certified True Copies (CTC) of the credentials of the EKSIEC members, instead of photocopies.
She said the plaintiff failed to explore all possible means to access the CTC of the credentials.

Justice Onyemenam said the letter PDP claimed to have written to the House of Assembly requesting the release of the CTC, which it said was declined, did not justify tendering secondary evidence before the court.
She said the plaintiff could have subpoenaed the Clerk of the House to present the CTC of the documents and directed that the case be tried afresh at the State High Court.

In the second and third cases concerning the prayers of the former EKSIEC Chairman, Maj.-Gen Kayode Oni and others; and that of the former Chairman of the House of Assembly Service Commission, Mr. Bunmi Ogunleye, seeking payment for the period they should have spent in office, the court upturned the verdict of the High Court.

The courts said members of the two commissions are not entitled to any financial benefit from the present administration because their appointment lacked “statutory backing”.
Justices Olukayode Bada and Modupe Fasanmi said the appointment of members of the commissions was based on the ex-governor’s preference, with no statutory force.

The Lagos Metropolitan Development and Governance Project (LMDGP) has built infrastructure projects worth N1,461,699,541.53 in some communities in Agege  to lift the slum locations.

The completed projects are 16 standard roads  that covers Abimbola Street, Adenle, Ayeni, Church, Olusanya, Oremeji, Owo and Salawu Streets. Other projects are in  Salimotu, Soretire, Oyewole, Oguntade, Arigbanla and Ajiboye streest. They were executed by an indigenous contractor, Laralek Ultimate Limited.
Last week, the residents recounted their experiences before and after the completion of the various projects commissioned in their areas to The Nation.

Expressing their gratitude, the Chairman, Community Development Committee (CDC) in Agege Local Government Area, Comrade Toyin Balogun, singled out the construction of Olusanya Street as “one of the best things that have ever happened to the community”.

Stressing the importance of the road, Balogun hinted that one of the major problems confronting the community yearly is flood. “But with the completion of Olusanya Street, including the drainage facilities, Agege is no longer afraid of rain”.
The CDC chair also extolled the management of LMDGP for the proposed construction of block of schools in the area.

Chairman, Agege Local Government, Hon Abdul Kareem Jubril hailed the intervention by LMDGP, noting that it has not only provided the needed infrastructure in the local government, but also checked vandalism  and other vices the area was synonymous with before.
He said many young people are now gainfully engaged either as environment vanguards or in other useful ventures due to the presence of the needed infrastructure.

Expressing similar view, Bishop Julius Olusanya, while commending the efforts of the agency in the provision of the amenities, said the health care centres, road projects and the proposed block of classrooms would obliterate the toga of the blighted area that Agege has been wearing for a long time.

At Orile Agege, CDC Chairman, Mr Funsho Akindehin, urged the LMDGP to hasten the completion of the classrooms to be constructed in Oyewole area and Methodist School.

“While we are expressing the gratitude of the community member to the LMDGP and the Governor of Lagos State, we want to specifically ask for the construction of Ogundele and Olowookere streets.

“What Olusanya Street is to the people of Agege Local Government is what Ogundele and Olowookere streets are to us in Orile Agege. Therefore, we urged the LMDGP to include it in their projects, reconstruction of these roads.

The Vice Chairman of Orile Agege Local Council Development Area (LCDA) Julius Olusanya pledged that his council will complement the efforts of government by insisting that vehicles are not abandoned on the roads, discourage street trading and indiscriminate dumping of refuse.

As part of efforts to curb the level of crime being perpetrated by illegal aliens, the Nigerian Immigration Service, Lagos State Command, has said it is set to deport about 100 Chadians, Nigeriens and Malians from the country.

The development came less than a week after a Chadian was arrested in Ijora area of the state on suspicion of terrorism.
The spokesman for the command, Muyiwa Odunnubi, told our correspondent that the foreigners would be deported on Tuesday .
It was learnt that after the arrest of the terror suspects in Lagos, the state police command embarked on a raid on Friday and arrested over a hundred people suspected to be illegal aliens.
Odunnubi said apart from the state police command, the Lagos State Taskforce on the Environment and Special Offences had also embarked on raids.

“The taskforce will deliver 69 suspected illegal aliens to our custody while the state police command will transfer 38 to us. They will be screened and then those who are illegal will be conveyed to their respective countries by bus,” he said.
