1. Your initial comment started with. Do private establishments like banks, hotels and malls take permission from FG b4 installing CCTV?But there is a huge difference between private domains and entities like banks , hotels, malls and public spaces where governments regulate. 2. You also asked or insinuated that the state is trying to blame other people for their misfortunes which means you either did not read and understand the article because the state clearly stated what transpired from the begging and then present situation. 3. Obviously, Lagos state initiated the project and built up the basic infrastructures like monitoring stations and command centers before the federal government stepped in to do attache by asking the Lagos state government to stop actions on their project because they are coming in to install thousands of CCTV even though they didn't have any plan or road map in place, their police and CCTV contracts are still mired in incompetency and controversy back in Abuja. 4. It is very clear that the Lagos sate government have the capacity to do their own thing without the obstructive FG attache and distractions hence the state going ahead with their basic infrastructures for the program like command centers all over the state. 5. What the state is concerned about here is duplication of resources, equipment and redundancy, this is why they wrote the FG to find out what the deal is, but eventually, I see the state going it alone regardless like they did in other cases. But a few years down the line, the project initiated to support government’s effort to secure the country from terrorism has neither served its purpose nor being completed owing to various encumbrances that could be summarized as an alleged lack of commitment on the part of the project contractor to establish job schedule.
The project as handled by Chinese firm, ZTE has encountered delays and controversies enough to attract the federal parliament to investigate its position, yet there seems to be no end in sight to its completion. THISDAY investigations show that the project seemed to have remained in limbo, contributing nothing to Nigeria’s overall security efforts. [b] From dysfunctional systems and components to broken units occasioned by explosion from installed batteries of the CCTV cameras at an intercession between the Kashim Ibrahim Way and Aminu Kano Crescent in Wuse 2, as well as incomplete units at various parts of Abuja, the CCTV project appears to have added nothing to the arsenal available to Nigeria’s security outfit in fighting crime that has in recent time become a regular feature on the streets.
Just when there were media reports of a victim losing his sight from the explosion at Wuse 2, a national daily penultimate week reported an incident where a young undergraduate was robbed right under a CCTV camera which was later discovered to be dysfunctional by the victim as she attempted to provide the police with intelligence report of the incident. She had asked the police to trace the culprits with footages from the CCTV camera, only to be told that the cameras do not work and have remained useless for months now, although authorities in the police force claimed that the cameras have aided their work in combating crimes in Abuja and environs.[/b] [b] Also, an independent investigation by THISDAY shows that there are various complaints on the quality of work and material deployed for installation of CCTV in Abuja and its satellite towns. In Gwagwalada for instance, a site along the market road, opposite the University of Abuja Teaching Hospital with longitude and latitude 7.0781 and 8.94341 respectively as well as at Asokoro with longitude 7.54173 and latitude 9.02521 were found to be incomplete with no camera or faulty batteries, thus validating initial claims by experts that ZTE may have deployed substandard components to work on sites across the country. Some sites have also remained incomplete for a very long time.
Apart from these obvious setbacks in the completion of the project, THISDAY gathered that the recent decision of ZTE to retrench a good number of its Nigerian staff may further prolong the duration of the project which initial completion date was July, 2011 in accordance with the contractual terms agreed with the government.[/b]
Since there is no confirmed completion timeframe yet for the project, a part of the contractual terms for the project which include the provision of wireless voice service for the Nigerian Police Force (NPF) to aid its intelligence work against terrorism will remain pending, but this once again puts a question mark on the competence of ZTE to conclude the job.
Sources close to the project also hinted that ZTE was beginning to complicate issues in the project execution with its recent mass retrenchment of Nigerians within its employ. The company, THISDAY learnt had allegedly sacked 13 of its staffs in its Abuja office while another 30 were sacked in its Lagos office last month. I assume that the FG directive that the Lagos State Govt halt further roll out of the CCTV cameras should have come with the relevant reasons (supported by law of course), strong enough to have made the state govt to stop. Methinks that the State agencies should have liaised with the FG to address some of their concerns.
At the end of the day, CCTV may not really be the solution to our security challenges (might help) since we do not have a database of our citizens They did, but as usual, they didn't respond. The fact is, they are not interested in any CCTV in Lagos state or the other places they mentioned, it's the same federal jealousy and feelings of insecurity against Lagos state and it didn't start with the current administration or with this CCTV project. Somehow they feel incompetent every time Lagos initiates major projects and before you know, they either attache themselves into the situation, obstruct or distract. They did the same thing over 30 years ago with Lagos state's first Metro rail attempt, federal cancellation of that cost the state $80 million or a lot more on today's money, now 30 years later and with renewed determination, the state revived the project and the same federal government again tried to obstruct. Imagine Metro rail in Lagos and in Nigeria 30 years ago.. we definitely wont be talking about bad roads and heavy traffic today. In fact I see metro rail in other states today, but we kill ourselves with bad and petty leadership all the time. Same way they neglected Ikorodu road for decades, but the minute the Lagos state government mobilized to reconstruct that road, they showed up again to obstruct. The Nigerian federal government is full of illiterates, backward and unpatriotic elements.. What a shame.. |

Assuming today's report is true, if the state govt knew the FG had the powers (legally) to stop it from executing the project, why didn't it get the needed clearance or collaboration before going public with project?
Why is the ACN state governors always having this competition mentality with the FG? Why play politics with everything? Why always ACN controlled states? The same Good governance tour that was rejected by ACN controlled states has been to APGA and CPC controlled states and are presently in Zamfara state, an ANPP controlled state. Why always ACN states? The governor of Akwa- Ibom, Rivers and many other opposition controlled states in the north have tarred several federal roads without MEDIA NOISE. Why is that of ACN controlled states always associated with squabbles and MEDIA NOISE?
