Members of the House of Representatives on Thursday condemned aviation operations at the Kaduna International Airport, thereby making a dramatic U-turn from their earlier position. They said the airport fell short of the safety standards for both domestic and international flight operations. The Kaduna airport is serving as a temporary alternative to the Nnamdi Azikiwe International Airport, Abuja, whose runway is undergoing reconstruction. The closure of the Abuja airport is into its third week and the repairs will last for another three weeks, according to the original work plan of the Federal Government. The PUNCH recalls that four weeks ago, the same lawmakers had passed a resolution supporting the closure of the airport and giving the nod to the Kaduna airport to serve as an alternative. But, on Thursday, after flying into Kaduna, the lawmakers changed their stance and began condemning the airport. “God forbid that an aircraft should drop from the skies due to our own errors. This is what we should not pray to happen. As we speak, we have aircraft flying in the air. It can happen to anybody. Safety standards are not being adhered to at the airport,” the Chairman, House Committee on Loans, Aids and Debt Management, Mr. Adeyinka Ajayi, told his colleagues. Ajayi had moved a motion on the need for the aviation authorities to review and ensure that the Kaduna International Airport complied with operational and safety requirements as promised prior to the closure of the Abuja airport. He cited a personal experience of witnessing aviation fuel being discharged from haulage trucks into aircraft at the airport without purifying the fuel. Ajayi also said ramp marking rules were abused at the airport as they were “violated by unauthorised users, who go right through the ramp marks.” He added, “Aircraft manoeuvring and parking space is inadequate to accommodate the high number of aircraft now operating in and out of the airport. “Further disturbed that some aviation fuel marketers have been allegedly transferring Jet A-1 from bulk road tankers directly into bowers right on the tarmac and discharging same into aircraft; this poses a lot of danger to passengers and aircraft safety.” The Chairman, House Committee on Foreign Relations, Ms. Nnenna Ukeje, stated that the lives of passengers and aircraft were exposed to danger at the Kaduna airport. She noted that the space provided for passengers and parking for aircraft was inadequate and could easily lead to accidents. Ukeje recalled how she spent close to two hours after landing at the airport, struggling to get her luggage and exit the environment. “The Kaduna airport experiment has obviously failed,” she stated. Another member, Mr. Hassan Saleh, told the House that he had been to the airport and that all he could see was total disappointment. Saleh noted, “It is a disaster waiting to happen. Security measures at that airport have collapsed. You could see that the security personnel are overwhelmed by the crowd. “They no longer conduct full security checks because of the huge crowd.” Both the Majority Leader of the House, Mr. Femi Gbajabiamila; and the Minority Leader, Mr. Leo Ogor, stated that the state of affairs at the airport might have vindicated the decision of most foreign airlines not to use the Kaduna airport. They argued that considering the fact that Nigerian routes were among the most lucrative in the world, it was instructive that the airlines would opt to lose money rather than fly into Kaduna. Gbajabiamila said, “If all the foreign airlines but one said they would not use Kaduna, was there something they knew that we did not know? “If the airlines have chosen to lose money than fly into Kaduna, then there is a problem that we should be concerned about.” On his part, Ogor urged the House to intervene urgently by calling on the aviation authorities to adhere to international best practices in the industry. He stated, “When I flew into Kaduna, what I saw there for me is a construction site. It is very dangerous for our safety. Why did we rush to go to Kaduna? “Nigerian routes are the most lucrative. For the foreign airlines to reject Kaduna means that we should do something.” However, some lawmakers, mainly from Kaduna State, opposed the motion on the ground that it was still part of the sentiments held against the airport. A former House Deputy Whip, Mr. Mohammed Garba-Dhatti, claimed that operations at the airport had been smooth in the last three weeks. “There have been sentiments expressed against this airport right from the beginning. That is what is still happening. Which of the airlines has made complaints that it has any problems at the airport?” Garba-Dhatti asked. Another member from Kaduna, Mr. Simon Arabo, supported the position of Garba-Dhatti. “There has been no report of any accident in Kaduna. The Supreme Court of Nigeria today began sitting on the Appeal against February 17, 2017 Court of Appeal Judgement in Port Harcourt, Rivers State. The Appeal was filed before the Supreme Court by the National Caretaker Committee of the Peoples Democratic Party (PDP). The Motions heard today were for and against the Accelarated Hearing filled by the NCC for which the defendants (Senator Sheriff Group) filled a motion to strike out the Appeal on ground that the National Caretaker Committee does not have locus to file the Appeal. The Motion against was heard and struck out by the Supreme Court. Conversely, the motion for the Accelerated Hearing of the NCC led by Senator Makarfi was granted and the Defendants (Senator Sheriff's Group) granted 21 days to file response. The Secretary to the Government of the Federation (SGF), Babachir Lawal, has told the Senate that he would not appear before its ad-hoc committee on ‘mounting crisis in the North East’ on Thursday, saying the subject of his invitation was already a matter in court. The News Agency of Nigeria, Wednesday evening, reported Mr. Lawal’s decision to shun the hearing slated for Thursday. However, the chairman of the committee, Shehu Sani, and its clerk, told PREMIUM TIMES they were yet to receive any such notice from Mr. Lawal. In the interim report of the committee presented to the Senate last December, Mr. Lawal was accused of corruption and of breaching the country’s law in the handling of a “grass-cutting” contract and other ones awarded by the Presidential Initiative for the North East (PINE), an agency under his supervision. Following the indictment, the Senate then asked President Muhammadu Buhari to sack and prosecute Mr. Lawal, who, in a reaction, said the lawmakers were talking “balderdash.” In his response to the lawmakers, Mr. Buhari, in a letter to the Senate, defended Mr. Lawal saying he was not given fair hearing, thus necessitating the new summons. However, Mr. Lawal went to court, challenging his summon, and indicated he would not appear on Thursday. Similarly, Mr. Sani told PREMIUM TIMES the committee received a letter from Rholavision Ltd., that its “Managing Director” would not be available for Thursday’s hearing because he/she could not be reached. Rholavision was incorporated as an IT firm by Mr. Lawal in 1990, he confirmed. But it was found by the Senate to have handled a N233 million bush-clearing contract in the north-east in 2016. The Senate alleged that as at the time the contract was awarded in March 2016, Mr. Lawal was still a director in the company and that he only resigned in September of that year. Even so, as at the time of presenting the interim report, the Senate said Mr. Lawal “is the signatory to the company’s account.” Mr. Lawal’s directorship of Rholavision while being a public official contravened Nigeria’s code of conduct for public officials as enshrined in the 1999 Constitution, the Senate said. In the Rholavision letter seen by PREMIUM TIMES, a manager at its Abuja office wrote, “As of the time we received your letter, our managing director (MD), who lives at our head office in Kaduna, had travelled to his village for a burial of a relation and could not be reached up till today, Tuesday, 21 March, 2017. “In view of the above, kindly avail the company another suitable date for the committee to enable our MD to appear.” Mr. Lawal insisted he resigned from Rholavision after he was appointed SGF in 2015, before the company got involved in the controversial north-east contract. http://www.premiumtimesng.com/news/headlines/226888-grass-cutting-scandal-sgf-lawal-rholavision-boss-wont-appear-senate.html

Ekiti State Governor and Chairman, Peoples Democratic Party (PDP) Governors’ Forum, Mr Ayodele Fayose has called for the immediate resignation of former Senate President, Ken Nnamani as chairman of the Electoral Reform Committee and allow a non-partisan person to take over, saying “if the federal government is serious about electoral reform, Senator Nnamani, a card carrying member of the All Progressives Congress (APC) won’t head the Electoral Reform Committee.” The governor, who also said there was nothing wrong with the country’s electoral system, said; “It was the same electoral system that produced the present APC government of President Muhammadu Buhari, in an election adjudged as relatively free, fair and credible. So what happened to the system after May 29, 2015 that this present government took over? How did we get to this level of inconclusive and questionable elections in which the Independent National Electoral Commission (INEC) and security agencies appear to have become part of the ruling party?” In his presentation at the public hearing on constitution and electoral reform held at Ogun State Cultural Centre, Abeokuta today, Governor Fayose said; “Even when it inherited a working system that conducted elections adjudged as free and fair by local and international communities, INEC has failed consistently to replicate the inherited working system due to overzealousness and rabid passion to work as appendage of the federal government. “Imagine an election that is ongoing, only for INEC to postpone counting of votes by midnight, with the party agents driven away. Any result announced in the morning has lost any credibility and legitimacy and cannot represent the will of the people.” The governor, who was represented by the Chairman, Ekiti State House of Assembly Committee on Information, Dr Samuel Omotoso pointed out that “The only time this country made an attempt at a reliable electoral reform was during the tenure of President Umaru Yar’Adua who appointed retired Chief Justice of Nigeria, Justice Mohammed Uwais as the chairman.
