No this is why things need to change, let me explain:

Mineral resources: money goes to federal

Company tax: money goes to federal

VAT: money goes to federal

The only money you keep as a state is income tax from residennts and any other revenue like license fees, okada rider fees, market women fees, advertising fees etc etc.

So tell me what is the incentive for states? Let's take a state like Ekiti, you give hectares of land to an agric company they make billions but most of the employees are low level (because that's the nature of farming) so the income tax you get is not much. The company declares billions in profit but the company tax goes to the federal govt. Same with mining, you bring out so much gold or coal or gypsum from your soil and federal takes all the benefits, the company tax, the royalties, all the VAT and shares it with other states who have not even bothered to develop their natural resources and then gives you a pittance in return....is that fair? There is no state in Nigeria that isnt viable, youve heard it many times but there is no incentive to be productive because monkey can't be working only for baboon to chop.

Because states dont attract big companies because of this lack of incentivised environment, it means generally speaking you dont attract high earning big spending middle income people, so if you look at IGR, it corresponds with the number of middle class people you have in your state....simple as! How much tax do you want to get from a market woman or akada rider? One GM pays the equivalent income tax as 1000 Okada riders, so the question is how many GMs do you have in your state, which is a function of how many big compandies you have operating in your state.

On the issue of VAT how many people can afford to shop in places where they pay VAT, Does a poorman shop at Shoprite? is there shop rite in Ekiti? So even though the man in Lagos and the man in Ekiti are both buying fanta, the man in Ekiti is not paying VAT on his fanta and so you cannot remit VAT you didnt collect.
Nice analysis

Like i said to the previous guy stupidity clerly does not know tribe.

What is IGR? Nobody shares IGR so I dont understand what relevance east or North's IGR has to SW.

VAT is not IGR! You keep all your IGR you send VAT to the center. So because some states in the North have a higher IGR than some states in the south does not mean they are contributing....states keep ALL their IGR!!!!

Let me explain something to you. The reason why VAT is highest in Lagos and Abuja is because vat is paid by registered companies and most companies have their head offices in Lagos or Abuja even when their major operations are elsewhere...it's a simple as that. When did you buy spare parts from Emeka in isolo and saw VAT on your receipt, do you pay VAt when Jelili your mechanic brings bill for work on your car do you see vat, does he even give you receipt?
Those with the least IGR are least viable and less likely to survive on their own hence dependence of FG allocation

Exactly, and they make the most noise. Out of all 6 zones, their IGR is the second lowest only higher than the NE for obvious reasons

What does Ikwerre people Italk of themselves?

The Ogbakor Ikwerre Convention, a cultural organization of Ikwerre people, in a paper presented to the Human Rights Violation Commission headed by Rtd. Justice Chukwudifu Oputa on 10 October 2001, said:“Ikwerre ethnic nationality is not and has never been a sub-group of any other tribe in Nigeria including Ndi-Igbo. There is no doubt that the advent of the British and later regionalization put Ndi-Igbo at the helm of affairs in Eastern Nigeria. This brought Ndi-Igbo into Ikwerre land. In course of time, the Igbo took advantage of their position in the then Eastern Regional Government to grab land in Ikwerre and occupy political positions such as the mayor of Port Harcourt. In the process, Ikwerre along with other minority groups were marginalized and driven to the background.”

RUMUOMASI Deceleration of Ikwerre People

" … in their meeting at Rumuomasi in 1965 the Ikwerre had, under the umbrella of a highly promising new body that was to get the Ikwerre together as a people of new and clearer vision, they had declared themselves as a people of the distinct identity of Ikwerre Ethnic Nationality - not Ibo, not Ijo, not anything else but Ikwerre, Iwhnurọhna. This was the historic Rumuomasi Declaration of 1965 (G.O.M. Tasie, 2000).

Just like Ogoni people have Ogoni Bill of Right, Ijaws have Kaiama Declaration, Urhobo have theirs same with Efik ans Ibibio, so is Ikwerre.

I'm not aware that anything has changed.

So which group in Rivers claim to be Igbo?
It was the same thing in sapele before the civil war where igbos acquired properties and had streets with igbo names but sfter the war the names were changed. If the war had not happened they would have been laying claim to sapele. It is their way.
