2019: Buhari’s Men Court Igbo with 2023 Presidency, But S’West Remains an Issue

Proposed change in election order still a concern in Aso Rock

In a new strategy to smoothen the path to the reelection of President Muhammadu Buhari, some of the president’s henchmen have begun moves to penetrate the South-east zone of the country with a view to securing the support of the Igbo and in turn assure them of the 2023 presidency.

A presidency source told THISDAY at the weekend that the idea was that if the Igbo embrace this campaign, the 2023 presidential election, which is expected to shift to the south of Nigeria, might just be theirs for the taking.



Thus, in strengthening Buhari’s re-election project, some of his men have concluded that such understanding with the South-east could help break the likely southern opposition to the reelection of the president if the Igbo see the sense in the new argument to trade their support for the presidency in 2023.

The South-east voted massively in support of Dr. Goodluck Jonathan, Buhari’s opponent in 2015 presidential election. The zone was until recently a cauldron of secessionist agitations.

The president’s men are said to hold the view that the prevailing circumstance provides the best opportunity for the Igbo to produce a president of their extraction in 2023 since it is the only zone in the South that is yet to produce the president of the country since the return of democracy in 1999.

The reasoning is that by 2023, Buhari would have completed his second term. But supporting a fresh candidate from the North in 2019 would mean pushing the Igbo hope to 2027, as the new candidate would want to do two terms.

It is therefore the belief of the president’s strategists that some of the prominent southern leaders who have begun to declare support for Buhari are doing so because they have their eyes on the nation’s number one seat and importantly, they are doing so to secure a tacit understanding of the president to support them in the 2023 presidential election.

But these allies of the president hold the view that if there is any part of the country deserving of producing the presidency in 2023, it should be the South-east hence they have commenced a subtle campaign for an Igbo president in 2023 with the understanding that the Igbo would play the Buhari card in next year’s election.

The source said, “The Igbo cannot get secession or any other request that is antithetical to the unity of the country because other parts of the country would not even back such a move. It is to that extent that the presidency could be theirs to lose in 2023 only if they can clearly read the political climate, build consensus and tag along with the current frequency.

“This is doable but to get it done, they must support the Buhari project. They must not play the hate card they played during the 2015 elections, where they gave their votes to someone else and lost total relevance by no fault of anyone else. But they must see the sense in a Buhari coming back in 2019 so that the pendulum can swing to the South and by extension, the South-east. It is the ideal thing to do and it is fair that the Igbo produce a president of the country.”

Though this strategy looks plausible, it would however have to contend with the two other zones from the South that might want to field their own people in 2023, particularly the South-west – the only zone in the South the President won in the 2015 election – which currently occupies the vice presidential seat. There are no signs that President Buhari and Vice President Yemi Osinbajo, who have enjoyed a good working relationship, including the period Osinbajo served as acting president when Buhari was away on medical vacation in the United Kingdom last year, would not run on a joint ticket in 2019. This would further heighten the interest of the South-west zone in the 2023 presidential race, particularly with the rumoured aspiration of a national leader of APC, Asiwaju Bola Tinubu.

But the source contended that the logic behind the Igbo presidency strategy was that since the South-west through former President Olusegun Obasanjo had spent eight years as president, coupled with the possibility that the zone would have also produced a vice-president for eight years if the Buhari/Osinbajo ticket wins again in 2019, and then, considering the South-south five years of former President Goodluck Jonathan, then, the South-east narrative would be an easy sell.

The source said while Buhari’s re-election cannot be totally predicated on the South-east extrapolation, it was a sincere calculation meant to stoke the South-east into reviewing their strategy for power acquisition.

Secretary to the Government of the federation, Boss Mustapha, recently hinted at the thinking in the corridors of power, when at a reception organised for the Permanent Secretary, Cabinet Affairs Office, Georgina Ehuria, by a former governor of Abia State, Dr. Orji Uzor Kalu, said 2023 was Igbo’s best chance to produce president.

Mustapha, who was reacting to comments by Kalu, that the Igbo have decided to give 75 per cent votes to President Buhari in 2019, said, “You made allusions to the fact that the South-east would support Buhari. Let me confirm to you that for any thought of Igbo presidency, this is the shortest part.

“I have been in this game in the last 35, 37 years. I can attest to it. I know what it is, I know the permutations. I know what is on ground and I am an election manager,” he said.

Meanwhile, the proposed change in the order of election by the National Assembly has continued to cause some stir in the presidency as the president’s men are pondering different options, because they see the move as capable of unsettling their 2019 permutations.

THISDAY gathered that the presidency is still working seriously to have the parliament change its decision to alter the sequence of election, which puts the presidential poll as the last bout of the exercise, a move believed could harm Buhari in 2019.

The House of Representatives, recently amended certain sections of the Electoral Act including the sequence of elections, which presupposes that the National Assembly elections would now hold first, followed by gubernatorial and state assembly polls, while the presidential election would be conducted last.

The amendment, which was made at the committee of the whole and presided over by the Deputy Speaker, Hon. Yussuff Lasun, changed section 25 of the Principal Act and substituted it with a new section 25 (1).

Immediately, the House’s amendment was announced, the Senate too announced the composition of its conference committee to reconcile the differences in the amended version of the Electoral Act passed by the House and the one it passed last year.

Those in the committee as announced by the President of the Senate, Dr. Bukola Saraki, are Senators Shehu Sani, Biodun Olujimi, Hope Uzodinma, Dino Melaye and Peter Nwaoboshi. It committee is to be chaired by the chairman of the Senate Committee on INEC, Senator Suleiman Nazif.

The notion that the move was deliberate and targeted at the president is now very rife in the Villa and among supporters of the president, who are now seeking political solution to the situation by engaging the leaders of the National Assembly. The president’s men are currently pondering different options on how to get round it,.

Although it was reported that contacts had been established with the leadership of the National Assembly, they are however said not to be budging.

The source explained, “We know the game they are playing and we know why they are playing this game at this time. They want us to come to a negotiating table. They want to cut a deal that will secure their place in the next dispensation. It is unfair what they are doing and we are not going to sulk up to anybody especially that we know where this is coming from,” a presidency source said.

However, the source said, “I see their (the lawmakers) concern though, because this is politics. They feel you cannot be talking about the re-election of the president and leave their own career hanging. So, they want some kind of negotiation, such that they would secure their own future while the plan to get the president re-elected is on.

“For instance, the speaker of the House of Representatives is not in good terms with his governor and he believes he has been a good boy of the party, doing what the party wants in many instances and, therefore, justifiably nurses the feeling that he should be protected and that, I believe is right.

“The Senate President, too, is in the same position. It is not true that he wants to leave the party. At the very best, he wants to negotiate his return as Senate President. But the route they had taken us on this is very unfair and discomforting. But if we (the presidency) come out of this without their help and understanding, then, we might be unable to help them too and that would be it.”

Nigeria and the Niger Republic, will in 60 days time sign binding bilateral and technical agreements that will enable both countries develop and build a new petroleum refinery in a
Katsina State town which borders both countries, the Ministry of Petroleum Resources has disclosed.

The ministry in a short statement exchanged with THISDAY thursday in Abuja, explained that the refinery project would also include a crude oil pipeline that is expected to come from Niger
Republic, indicating the plant would be fed crude oil from Niger.

To actualise this, the ministry stated that both countries would within 60 days sign bilateral and technical agreements, while a high level technical committee between them would be
set up to develop a strategy that would be used to undertake the project.

“Thursday, the Minister of State for Petroleum Resources, Dr. Emmanuel Ibe Kachikwu, met with the President of the Republic of Niger, Mahamadou Issoufou, and the Energy Minister
of the Republic of Niger, Mr. Foumakoye Gado.

“A mutually beneficial agreement was reached for the construction of a refinery in the border town between the Republic of Niger and Katsina State, Nigeria, and a crude oil pipeline from the Republic of Niger to the new refinery. Definitive
bilateral and technical agreements to be signed in coming days,” the note said.

According to a copy of the outcome of the meeting Kachikwu had with Issoufou and Gado, he expressed hope that the project which President Muhammadu Buhari conceived two
years ago with Issoufou would now proceed for completion.

Meanwhile, the Nigeria Extractive Industries Transparency Initiative (NEITI) has in a related development, renewed its call on the National Assembly to use the relevant findings in its
various audit reports on Nigeria’s oil and gas industry, to push for wider reforms in the industry.

NEITI’s Executive Secretary, Mr. Waziri Adio, made this appeal when he received members of the House of Representatives’ Committee on Petroleum Upstream who were on monitoring
and oversight visit to the NEITI Secretariat in Abuja.

Adio explained in a statement from the Director of Communications in NEITI that its reports contain detailed information and data on company payments and government receipts as well as the process lapses and remedial actions
required in the industry.

He said: “We see the National Assembly as important partners not just because we are answerable to you and we need you to approve our budget but because our reports can and
should be inputs to your important work.”

Adio also expressed concerns that several reports with far-reaching recommendations have been placed in the public domain with clear challenges of implementation, and urged the National Assembly to study the reports as important documents that would aid their law-making responsibilities.

He commended the National Assembly for the passage of the Petroleum Industry Governance Bill (PIGB), noting that the development was in support of the mandate of NEITI to strengthen reforms in the industry and promote investments
and better revenue generation.

The Chairman of the committee, Hon. Victor Nwokolo, expressed in the statement the satisfaction of th committee over the impact of NEITI’s intervention in pushing for reforms in the extractive industries.

The Inspector General of Police is currently at the Senate to explain his alleged non-compliance with a resolution by the chamber on the 14 -day ultimatum to him to arrest and prosecute the herdsmen suspected to have killed over 70 persons in Benue State .

The police boss is appearing before the Senate’s joint Committee on Police Affairs and Intelligence.

The journalists and lower ranks who accompanied Idris were however dismissed from the venue after the introductory session .

Based on his failure to arrest and prosecute the suspects , the Senate had on Wednesday resolved to summon the police boss to appear before the Committees on Police Affairs ; and Intelligence.

The IG however failed to appear before the panel on Thursday

A man, Aliyu Mohammed , has cut off the manhood of his 12- year -old cousin, Farouk Ibrahim, for unknown reasons.

The incident happened in the Babana area of the Borgu Local Government Area of Niger State.
It was learnt that Ibrahim was on his way to the
farm to deliver food to his siblings , when Mohammed pounced on him .


Mohammed, it was learnt , strangled Ibrahim and cut off his penis after the latter had become unconscious .
Northern City News gathered that Ibrahim, who was left in the pool of his own blood, regained consciousness nine hours later and managed to go home where he narrated his ordeal to his
parents .

He was subsequently rushed to a hospital for treatment. Ibrahim explained to our correspondent on Thursday that Mohammed attacked him at about 6am .

“ I did not know what was happening; I woke up in the afternoon and was feeling pains in my manhood . When I looked down, I saw I was bleeding and my manhood had been cut off.

“ I had to gather some strength and struggled to get home. I walked and in some places , I had to rest because the pain was much . I never knew one could feel such pain and survive , the pain was excruciating ,” he narrated.

The victim ’s uncle, Usman Aliyu, explained that the incident took place late December, adding that Ibrahim was taken to the University of Ilorin Teaching Hospital, where a surgery was carried out and a catheter was inserted to enable him to urinate .
He asked for assistance from government and individuals to enable Ibrahim to undergo a comprehensive surgery so that he could have a functional manhood .

Aliyu told Northern City News that Mohammed had been arrested by the police , and had made confessional statement to investigators about the incident.

He added that Mohammed had also taken the police to the scene of the crime but had yet to give any reason for the violent attack on his cousin.

Usman said that the cost of buying antibiotics for the victim and replacing the catheter every month, coupled with the expenses of transporting him from New Bussa to the hospital where the catheter was changed was gradually taking a toll on the finances of the family.

He appealed for assistance from the state government and individuals .

The Head of Surgery , General Hospital, Minna, Dr . Adamu Bala, who examined Ibrahim, said although the teaching hospital tried to save the situation , Farouk might never have a functional manhood unless he went for an elaborate plastic surgery which is not available in Nigeria.

He said , “ I reviewed the case of the boy . His penis was amputated and he was taken to the teaching hospital in Ilorin, they were able to save the situation at that moment.

“ They were able to do some kind of plastic surgery to stop the bleeding and they inserted a catheter so that the boy would be able to pass urine. The only unfortunate part was that the amputated part was not seen and could not be sutured back ."

He added , “ The situation is really sad because for this guy to have a functional penis, he will need an elaborate plastic surgery , the kind which I do not think we can do here in the country ; he will have to be taken abroad where he would be assessed and examined to see how they can fashion a functional penis for him. ”

The surgeon said the victim was undergoing psychological and physical trauma as a result of the attack , adding that the family would need assistance from the government and individuals to raise the money for the surgery .

“ Right now , there is the psychological and physical disturbance that the young boy is going through .


Before now , he would have experienced erection but no , it cannot happen again. Before the incident, he was passing urine normally but now , he is passing urine through a pipe which is very abnormal and can be depressing. He needs urgent help, ” Bala said.
The Niger State Police Public Relations Officer, Muhammad Abubakar, confirmed the incident, saying the matter had been charged to court.

YOLA—A N20 argument between two rank and file policemen in Madagali Local Government Area of Adamawa State has claimed the life of one of them, Sergeant Emmanuel Timothy, who was recently deployed from Mobile 13 Makurdi, Benue State to Adamawa State.


The state’s Police Public Relations Officer, Superintendent Othman Abubakar, said a minor argument ensued between Sergeant Emmanuel Timothy and Corporal Bala Adamu, who reportedly shot Timothy at close range, killing him instantly.


Abubakar confirmed that full investigation into the incident has commenced, even as the killer-policeman has been arrested, while the corpse of the late Sergeant has been deposited at the Specialist Hospital morgue in Yola.


Meanwhile, a resident of Madagali said the two policemen engaged in a heated argument at a local drinking joint, when the incident happened.

According to the resident, the late Sergeant had a misunderstanding over N20 change meant to buy local liquor, popularly known as Ogogoro.

The incident threw the communities around the joint into confusion, as many residents took to their heels on hearing the gunshot, thinking that it was Boko Haram terrorists that invaded the area.

The power inverter simply converts the DC to AC without much loss in mechanical motion while this crap loses energy to heat and sound. As long as you get the battery charged somewhere, it is not fueless. The power generator where you get it charged is being fuelled somewhere.

A 17-old boy identified as Emmanuel was arrested Monday, Jan 15 and charged with murder.

Emmanuel, reportedly beat his own mother to death just because he couldn't find his memory card, and thought she had it.

According to reports, Emmanuel asked his mother if she knew where his memory card was, she denied having any knowledge of where the card could be, but Emmanuel didnt believe and kept inisiting she had it.


When his mother kept insisting she didn't have it nor know where it was, Emmanuel became furious and attacked his own mother with a pestle.

He hit her on the head over and over again till she was completely helpless, seeing that his mother was still alive, Emmanuel, without feeling any remorse,
went outside, removed a burning firewood from a nearby fire and repeatedly burned her with it until she died.

Emmanuel was apprehended shortly after the murder and handed to the police.

Care taker commitee chairman of Ahoada East local
government, Beatrice Awala, has dissociated herself
from her daughter Miss Awala Uwuma, a youth
leader in Rivers state's decision to defect from PDP
to APC. Rivers state is one of the state being controlled by PDP.

Mrs Awala in a post she shared on her Facebook
page, appealed to the state governor and other PDP
members not to associate her with her 31 year old
daughter's decision.

A man , Edet Asuquo , has fled his home in the Idi Araba area of Lagos State after he nearly killed his newborn baby , Gift Asuquo .

Little Gift ’s offence was that she was a girl , as 32 -year- old Edet was alleged to have said he didn’t see her usefulness and threatened to kill her .


PUNCH Metro learnt that Edet and the baby ’s mother , Rosemary Kingsley , both indigenes of Calabar, Cross River State , were only dating when the woman became pregnant .

She was reported to have packed into the suspect’ s apartment on Ayinla Street after she was delivered of the baby.

However , Edet , a bus conductor, was said to have been angry that his lover gave birth to a girl and not a boy as he expected, which resulted in frequent
disagreements between them .

On January 10, 2018, the baby was reported to be hungry and was crying when the father allegedly slapped her .

She was said to have convulsed due to the severity of the assault and was rushed to a medical centre for treatment.

Some of the hospital workers reportedly called the attention of the Lagos StatevOffice of the Public Defender to the matter , and the agency contacted thebpolice at the Itire division.

PUNCH Metro learnt that by the time the police got to the house , the suspect had fled.

A social worker with the OPD told our correspondent that blood spurted out of the baby’s nostrils as a result of the injury she sustained , adding that the
mark of the slap was visible on her cheek .

She said, “We gathered that the two lovers were not married . She sold plantain chips , while the
man was a busvconductor. They just met on the
road and agreed to date each other.
She became pregnant a few weeks into the relationship. At the initial stage, the man didn’t
want to take responsibility for the pregnancy . But after she was delivered of the baby , he bowed to pressure and allowed both mother and child to move in with him. They lived in a shop .

“ According to the woman , the baby was crying that morning while the father
carried her . He started abusing the baby and saying a girl would not be
useful to him because he wanted a boy . She said he slapped the baby. At that
point , the baby started convulsing . It was the neighbours who compelled him
to get drugs for the girl ’s treatment. She was later taken to a hospital. The
mark of the assault is visible on the child .
“ When the matter got to our attention , we mobilised policemen to the house .
However , we were told that he had escaped. The police have promised to get
him arrested for assaulting the innocent baby . Even the mother was being
maltreated by Edet; he seized her phone .”

An 11-year-old boy has died in Botswana after taking poison-laced juice meant for his mother.


According to Koroba Musomi, a South African TV and Radio Voice-Over artiste, her aunt's husband had poisoned the juice so she would drink it when she
got back from work.

Their son got home first, drank the juice and died having suffered brain damage.

Police are making effort to arrest the man. She also disclosed that the couple are going through a divorce even though they live together.

Hajiya Aisha Wakil who is known as Mama Boko Haram has called on the federal government to try and negotiate with Boko Haram as the group seems
ready to engage in dialogue.

In an interview with The Punch, Mama Boko Haram said the group always asks her when the war will end as they are interested in it coming to an end. She
however said the government has to be since for this to be possible.

She said:"My understanding of the group is that they are young people who claimed that they were provoked. They said nobody listened to them and that they had to transfer their anger and vent it on innocent people. That is the only thing I can say about them. They were angry.

"When I heard the rumour about their intention to revolt, I called Mohammed Yusuf. He told me that they were betrayed. Up till now, I do not know what the betrayal was all about. He said they were angry because somebody made them angry and they wanted an apology. They said the trouble started when security operatives shot their members because they did not wear crash helmets. As if that was not enough, they said some security personnel shot at them during the funeral procession of one of their members killed by police bullets."

"I believe in God and I pray a lot. I believe in prayers. If we pray, these kids are not more powerful than God. I do encourage people to also pray about it.


There is one adage in Igbo that says if you drag a stick and the stick drags you, you leave the stick and run for your life. They (Federal Government) keep telling me that they have dragged the stick (Boko Haram insurgents) and that the stick has dragged them and it is now for them to leave the stick. But I keep telling them that this is not a stick but human beings and we have to continue to drag them.


"These are Nigerians, our children, our brothers and sons. We cannot just leave them like that, because leaving them like that would create more problems. I believe it (the insurgency) will end; they (the insurgents) wanted it to end. Anytime I talk to them, they always ask me when the war would end and would also seek to know how it would end."


Mama Boko Haram said the group is ready to dialogue On the military angle the government was using, Mama Boko Haram said it would not solve the problem. She said the group planned to bomb a church in December 24, 2017 but she was able to stop the attack.


She said: "The shootings and killings have never solved any problem. Very soon, it will be 10 years since the war started. Scores of soldiers have died in the process. I had to involve myself in the peace process when I saw people coming from all over the country and even white men to fight war. Some say only a fierce battle could end the war but I am of the opinion that we should not continue because of our kids.


"They planned to bomb St. Augustine’s Church on December 24 last year. One of them called me on that day to find out whether I had travelled. There was a pickup van loaded with explosives in front of the church. I told the caller that I had not travelled and I immediately rushed out and saw the boy that was to carry out the suicide mission. They had already prepared him for the exercise.


He had already been given the injection and prepared him for burial. The boy was just moving and murmuring. I quickly called the (Boko Haram) boys and told them that I can see a vehicle parked and that a boy was moving towards it. They told me that the boy was the suicide bomber. They asked why I did not travel again and I told them that my brother, a reverend father, visited Maiduguri and that we would be travelling together after Christmas.


"I instantly told him that I was right inside the church (targeted for bombing) with my brother because I brought food for him. I told them that I was not ready to leave the church, daring them to do their worse. They were then confused and asked what I wanted to become of the boy they had prepared for the suicide mission, and I asked them to send the boy away to the nearby bush; after all, he had taken the oath to die, so he should go and die alone.

They asked me to leave the church premises but I told them that I wouldn’t go until they had diverted the boy away. After some time, they told me the boy had left and one of them said, ‘I can see your car driving out’ but I didn’t go with my car.

"This is to show how God works. God planned this. I do not know where a black car came out from that made them to believe I was around the place.

So they drove the pickup van away. When I did a follow-up, I learnt that the boy had died because he had taken an oath and they had given him an injection preparing him for death. If you take the injection, you can never be yourself again. I then warned them that on no account should they target places of worship for bombing again."
