My suggestion. Disable picture upload for new comers untill they are active on nairaland for 4months (this will discourage them ). If genuine new comers opens a thread or and wants to post pictures, let that picture be on pending for moderators to review before it is shown (this should go on for any new comer for 4months and they must be active).
