What is meaning of special OMO auction in lay-man knowledge?

OMO means Open Market Operations...basically used as a monetary instrument by CBN to mop up funds to mostly reduce liquidity and raise interest rates when they see that excess liquidity is distorting the system.

Usually CBN will just alert banks who will then alert their customers that have funds to place with CBN. The banks/customers then agree with CBN at a rate which they think is good for them to place funds with CBN. its usually seen as a signal of rate direction by the money markets
