It will, by Constitution a president should get certain 25% in some states. So if election is boycotted and someone is declared a winner then it means it is an illegitimate government which is null and void and not binding on the people of the east

25% of the votes cast in a state . So if only 10 people came out on the day of the election in a whole state and you get 3 votes, you have qualified for that clause.
